Government of Kosovo holds 22nd meeting

The 22nd meeting of the Government of the Republic of Kosovo chaired by Prime Minister Hashim Thaçi took place today in the premises of the Municipal Assembly in Peja. In his opening remarks, Prime Minister Hashim Thaçi said that the concept of organizing Government meetings in different municipal centers shows our commitment to bring the Government as close to the citizens as possible and to show the concrete commitments of the Government towards all the municipalities of the Republic of Kosovo. 
 
In his introductory address, Prime Minister Thaçi also said that last week there had been many positive engagements and developments. He pointed out the 14th meeting of the Stabilization and Association Process. The Prime Minister thanked the ministers one more time for their excellent presentations of the work of the Government in implementing the standards, and this was welcomed and acknowledged by the EU representative. Also, there have been intensive lobbying activities; Minister Hyseni has had several meetings in Vienna and at the same time, a delegation led by Deputy Prime Minister Ramë Manaj is staying in Brussels. “The stance of the European Parliament in support of Kosovo’s independence and its state symbols is encouraging,” said Mr. Thaçi.
 
Prime Minister Thaçi informed his Government’s cabinet that in the next two weeks, the Government of Kosovo will also have the Ministry of Defense and will have the Kosovo Intelligence Service established.
 
Following these announcements by Prime Minister Thaçi, the Government discussed the projects of the Kosovo Government covering the Municipality of Peja. The ministers unfolded their projects linked to the improvement of the road infrastructure, education, health and justice. The investments in this region will be ten times bigger during this year alone, compared to the last few years; it was stated in the meeting.
 
The host of the meeting, Peja mayor, Mr. Ali Berisha, called on the Government to improve the current system of the budget allocation for Peja, reasoning that since after the war Peja has been getting an annual budget from the centre for 115 thousand inhabitants, while the Municipality of Peja has over 150 thousand inhabitants. Prime Minister Thaçi promised that this issue will be regulated once there has been a census carried out.
Proceeding according to the agenda, the Government approved today the proposal by the Ministry of Environment and Spatial Planning to form the Inter-ministerial Group to follow the implementation of the Annex V of the Law on Special Protective Zones. The inter-ministerial group will be comprised of the representatives from the Ministry of Environment and Spatial Planning, Ministry of Culture, Youth and Sports, Ministry of Internal Affairs, Ministry of Local Government Administration and the Ministry of Public Services.
 
The Ministry of Public Services has got the approval of the Government with regards to the Strategic Plan on the Residential Accommodation for the Government of Kosovo. The first stage foresees preparation and the renovation of the following premises: Urata, Prishtina, Toskana, Prishtina, Students Dormitory (near Farmed), Prishtina, the three-floor of UNMIK Railway’s administrative building and the ground floor administrative building of “UNMIK Railways.” Minister Arsim Bajrami said that five ministries will be located in public premises until next September and another three by November.
 
In an effort to increase the participation and the coordination of European Union assistance, the Government has taken a decision to create the post of a Senior Program Officer in all the ministries
 
The Government also decided to transfer the money for the implementation of the project for Hade village. The Prime Minister asked from his cabinet to discuss this project in the next meeting in order to find an eternal and sustainable solution for the issue of the village.
 
The Government also approved another two draft laws today: Draft Law on Empowering the Participation of Youth (MCYS) and the Draft Law on Supplementing and Amending of the Law No; 2003/7 on the Archival Data and Archives (OPM).
 
The Government also discussed today about the issue of clarifying the number of the car plates belonging to the institutions starting with 000 and the diplomatic car plates for the diplomatic staff serving in Kosovo. Prime Minister Thaçi called on the respective ministries to propose a solution for the car plates of official cars in Kosovo.
 
The Government decided today to finance from its budget rehabilitation leave for 800 members of the War Associations and 200 Families of Martyrs. Initially the War Associations had asked for leave for 600 people and 100 Families of the Martyrs.
