I really believe in your curiosity, sincerity, commitment and professional abilities. I will create environment for work and possibility for you to Express your ideal and projects , which will be approved in the government meetings.
I will respect every of you, and this government will not be of any political party but government of Kosovo and its citizens. For me you are ministers of the government of Kosovo and I do not do partial differences and even ethnical differences. I also request from you to do the same thing and to have reports and continuous consults with each –other and also to consider the government as unique.
The citizens of Kosovo with total right wait for great work and to have a better life in the benefit of our country, too. The promises done by all of us must be realized. We will be responsible for the work that we do starting from the working hours and until the projects that request engagement of all people in the government and out of it.
We must manage in a very careful way time, our ideas and projects and those who came from all citizens. We will very careful in the use of the budget of our country giving account for every spent cent. The budget is sweat and fortune of all citizens and we should be very responsible in front of them and the law. I request rigorosity starting from myself but from all of you another staff that works in the government.
Bad management and misuse of the budget will be penalized from me as prime minister and also by law. Very solon we will get out a regulatory for allowed expenses and the period of expenses without a need will be stopped. They will done only when it is necessary. I want from you to sent me the report of vehicle use in your ministries. We do not dare to spent our budget with luxurious expenses when we have a lot of needs and many people in very hard social conditions. The position of the leading in the government should not be taken as privilege, but as responsibility and honor. In the rational use and responsible management of the budget i except your personal example. I request a serious work of all civil staff in the government and that they should respect the law and the work contract. It will not have political or partial access from no one. They must be responsible and professional in the work that they do.
From today i request from you to do as following until the net governmental meeting:
a) The review of the budget in your ministries and coordination with ministry of economy and finance that in the next meeting to have the possibility to do this as government;
b) Repair the draft law for government for what I authorize to deputy prime ministers and the minister of justice;
c) To do and bring the reports for acceptance-delivery of the state in your ministries;
d) To bring the working plan of your ministries for the first 100 days to harmonize it with presented projects from me and to do a working plan for the first trimester, and than for longer. These are the tasks that are requested from you to be done within a week and
e) To bring the plan for your legislative agenda in your ministries.
