Chaired by Prime Minister Hashim Thaçi, the 105th regular meeting of the Government of the Republic of Kosovo was held, in which a Draft Law on Telecommunications Surveillance was approved, as well as a Draft Law on amending and supplementing Law No. 03/L-196 on the prevention of money laundering and the financing of terrorism.
At the start of the meeting, Prime Minister Thaçi thanked all citizens for the magnificent organization of events marking the 100 year anniversary of Albania’s independence.
“They were magnificent events; it was a festive celebration of the unity and unification of the Albanian nation. These events were followed in every corner where Albanians live, especially in Prishtina, Skopje, and Tirana, but above all, in Vlora, the city of Albania’s independence and the national flag,” said Prime Minister Thaçi.
In addition, the Prime Minister informed the government cabinet about the meeting which will be held on Tuesday in Brussels with the Prime Minister of Serbia, Ivica Dacic, mediated by the EU High Representative, Baroness Catherine Ashton.
Prime Minister Thaçi explained that the key issue to be discussed will be the implementation of the Agreement on Integrated Border Management.
“I would like to emphasize that the start of implementation of this agreement marks an important shift in the process of normalizing relations between the state of Kosovo and Serbia, a change in the execution of European criteria and standards. This agreement defines the border between the state of Kosovo and Serbia, and so I want to thank all the actors, including internationals, who are involved in this process and who are helping to the Kosovo Government to the maximum, and who have facilitated Serbia’s involvement” said Prime Minister Thaçi.
As well as this topic, Prime Minister Thaçi said that they will discuss the possibility of concluding the process of opening a liaison office for the state of Kosovo in Belgrade and for Serbia, in Prishtina, as well as the possibility of speeding up the agenda to start implementing the infrastructure project between Kosovo and Serbia, the Besi highway toward the European corridor in Serbia.
The Government of the Republic of Kosovo approved a Draft Law on Telecommunications Surveillance. In regard to this, the Deputy Prime Minister Hajredin Kuçi said that the draft law on Telecommunications Surveillance is part of the Government’s priorities and is set out in the Legislative Program for 2012, in relation to the demands of the 2011 Progress Report.
“It is our role and our commitment to ensure that each citizen of the Republic of Kosovo feels secure, and in an environment where their personal, familial and residential security and privacy are guaranteed by law. Freedom does not correspond to restricting the freedom of the other, but lies in mutual respect. In order to create security for all citizens of the Republic of Kosovo and to protect their rights, the Government of the Republic of Kosovo has drafted a Draft law on Telecommunications Surveillance. Furthermore, the Draft Law relates to the Government’s priorities for combating and preventing threats to state security,” said Kuçi.
Meanwhile, the Minister of Finance, Bedri Hamza, during the presentation of the Draft Law on amending and supplementing Law No.03/L-196 on the prevention of money laundering and financing of terrorism said that after analyses done, and according to European Commission documents, especially the roadmap for Visa Liberalization and the Kosovo Feasibility Report, it was decided to supplement this Law which is in force.
“These amendments will assist the war against money laundering and the financing of terrorism, and in this case, will positively affect key macro-economic factors in the country and the state’s financial stability,” said Minister Hamza.
