To open the meeting, the Prime Minister of the Republic of Kosovo, Hashim Thaçi, stated that the one year anniversary of the declaration of independence is an occasion for the institutions of Kosovo and its people to demonstrate the dignity, pride and majesty of this day for Kosovo.
Prime Minister Hashim Thaçi informed the Government Cabinet about the first meeting of the Security Council of Kosovo, which marks the creation of this important institution for Kosovo. On this occasion, the Prime Minister concluded that the first year of the functioning of the independent state of Kosovo has ended with the completion of all the institutional capacities of the state of Kosovo.
At the request of the Ministry of Foreign Affairs, the Government put into the Legislative Strategy for the year 2009 a draft law on the Completion and Amendments to the Law on Public Procurement. By amending and changing this law; the procedure for buying and renting buildings for the Embassies and Diplomatic Missions of the Republic of Kosovo abroad will be made easier. The Government recommended that during the amendments and completion of this law, all the Ministries include their observations and suggestions so that this law functions better.
The Government also discussed the Draft Law on the Government which is being prepared for approval. An Inter-Ministerial group, led by the Deputy Prime Minister Ramë Manaj, will once again discuss the Draft Law on the Government, before it is approved by the Government of the Republic of Kosovo, in order to achieve clearer definitions of the Draft Law on the functioning of the Government of the Republic of Kosovo, the manner of working and the procedures for decision-making in Government, cooperation between the Government and other institutions specified by the Constitution of the Republic of Kosovo.
