Prime Minister Hashim Thaçi: We have entered final stage of ending of supervised independence

Under the chairmanship of Prime Minister Hashim Thaçi, the Government of the Republic of Kosovo held its regular meeting today and approved the Draft Law on Vocational Education and Training in the Republic of Kosovo, the Draft Law on Execution Procedures and other decisions within the scope of its constitutional and legal responsibilities. 

In his opening remarks, Prime Minister Hashim Thaçi acknowledged the developments and engagements in meeting the requirements for ending of the supervised independence of Kosovo. “The Government of Kosovo has completed all its obligations to end the process supervised independence and we are convinced that also the other institutions of the Republic of Kosovo will meet their obligations in the process,” said Prime Minister Hashim Thaçi.
The Prime Minister briefed the Government Cabinet on the ongoing communication between the Government of the Republic of Kosovo and the European Union Rule of Law Mission in Kosovo, EULEX, and Brussels about the mandate of the EULEX mission after ending of the supervised independence. “I want to express, on behalf of the Government of Kosovo, the position on the mandate of the EULEX mission in Kosovo. Everything will be in line with the foreseen agenda and in coordination and harmonization between the local institutions and EULEX. One thing is clear however: EULEX will not be included in the Constitution of the Republic of Kosovo. The final decision on the presence of EULEX until 2014 will be made by the Assembly of Kosovo through a decision endorsed by two thirds of the MPs,” said Hashim Thaçi.
The Government of the Republic of Kosovo adopted the Draft Law on Vocational Education and Training. The objective of this law is to regulate the system of vocational education and training in line with economic and social development needs in the Republic of Kosovo, including economic and technological changes, labor market request and the needs of individuals towards market economy by optimally using the financial, human and infrastructural resources. 

The Government also approved a Draft Law on Execution Procedures which will regulate the field of the implementation of judicial decisions in the Republic of Kosovo. 

The Cabinet also approved an Administrative Instruction on application procedures for pensions by the members of the Kosovo Security Force. This instruction sets out application procedures for the retirement of Kosovo Security Force members in compliance with the Law on Pensions of the Kosovo Security Force Members, regular pensions, disability pensions and family pensions. 

Based on the recommendations by the Board for Language Policy, the Cabinet has selected the Language Commissioner. Suzana Salaj has been appointed at this position. The appointed candidate has experience in working in international organizations, especially in matters related to the community rights and integration. 

The decision on expropriations in the state interest of real estate owned by stakeholders to be affected by the construction of the Vërmicë-Merdare motorway, segments 1,2,3,4 and 4 (cadastral zones of Vermicë, Dushanovë, Sllapuzhan, Tërnje, Suharekë, Temeqinë and Bellanicë) also got approved.
According to this decision, there was also an approval of expropriations in the public interest of real estate of owners and stakeholders affected by the construction of the N9 road Fushë Kosovë-Arllat-Gjurgjicë (cadastral zones of Arllat, Komoran, Sllatinë e Madhe and Sllatinë e Vogël).

With a special decision, the Government of Kosovo established a commission to negotiate and prepare the Free Trade Agreement with the Republic of Turkey. This commission is permanent and will consist of members from various ministries of the Government of the Republic of Kosovo. 

In today’s meeting, the Government Cabinet also approved a decision amending the transaction structure of the “Kosova e Re” project on building of new energy capacities, according to which the “Kosova B” thermo power plant will be removed from the tendering package approved by the “Kosova e Re” Project Steering Committee on 7 March 2012.

The “Kosova e Re” tendering package will continue to consist of these components for the construction of the “Kosova e Re” thermo power plant and of the development of the coal mine in Sibovc to secure lignite for the thermo power plants in Kosovo: Kosova A unit, Kosova B unit and other new units of the “Kosova e Re” thermo power plant when they become operational. 

Deputy Prime Minister Behgjet Pacolli briefed the Government Cabinet on his very recent visits to several African states, pointing out the visit to Addis Ababa, where the African Union conference took place and where he had numerous contacts and meetings with leaders of African countries. Deputy Prime Minister Pacolli assessed that the stance of the African countries towards the independence of Kosovo is positively evolving and said that new recognitions are expected to come from this part of the world. 

The Minister of Finance presented the outcome of talks with the International Monetary Fund and the positive evaluation of the performance of financial processes and policies in Kosovo. As a result of which, the International Monetary Fund has allocated the second part of the loan for the Kosovo budget. 

The Minister of Agriculture, Forestry and Rural Development informed the Government Cabinet on the course of the harvest campaign in the Republic of Kosovo. Minister Blerand Stavileci said that about 80% of the wheat harvesting has been completed so far and that the production rates so far are very good. He pointed out that the subsidies provided by the Ministry with regards to cultivation of agricultural products are showing positive results with regards to extension of cultivated areas and also increase of production rate.
