Government of the Republic of Kosovo holds its regular meeting

The Government of the Republic of Kosovo, chaired by the Prime Minister Hashim Thaçi, held its regular meeting in which it approved decisions and draft laws within its field of legal and constitutional competences.

The first decision taken by the government cabinet in today’s meeting was to approve a Draft Law on the system of licenses and permits. The purpose of this draft law is to establish principles and regulations for private and public actors and restrictions on campaigns that relate to the protection of public health, public security, the environment and use of natural resources in the Republic of Kosovo.

In today’s meeting, the government approved a decision approving the design of police uniform, operational uniform, ceremonial uniform and the uniform of an honorary officer in the Kosovo Police.

The Kosovo Government approved the strategic policies for the Postal Service 2013-2017. The purpose of these policies is to create a strategic framework for the development of the postal service sector, the setting of objectives and conditions, and promoting quality in providing these services.

The Government Cabinet approved concept documents from the Ministry of Economic Development on: preparing a draft law for the amendment and supplementation of the Law on Energy, the preparation of a draft law for the amendment and supplementation of the Law on the Electricity Regulator and a concept document for the preparation of a draft law for the amendment and supplementation of the Law on Electricity.

In the meeting, they approved decisions on amending and supplementing decisions on: establishing a Government Committee for the Privatization of PTK, establishing a Government Committee for the Privatization of the Kosovar Company for the Distribution and Supply of Energy and the establishment of a Ministerial Committee for the affairs of Public Enterprises. These latest amendments by the Kosovo Government will be reflected in the composition of these committees. A member and chair of these three committees will be Fadil Ismaili, Minister of Economic Development.

The Government Cabinet also approved a decision to appoint Mr. Blerim Sokoli to the position of general direction of the Meteorological Agency of Kosovo and a decision to appoint Mr. Osman Hajdini, General Director of the Accreditation Directorate of Kosovo.

The Kosovo Government recommended to the President that an authorization is granted to the KSF Minister, to complete activities relating to an international agreement on the status of members of the Armed Forces of the Republic of Albania and the Security Force of the Republic of Kosovo, during their temporary stay in the territory of the respective states.

The meeting also approved a final decision on the expropriation and additional assessment of public interest, and that of owners of immoveable property and interest holders, which are affected by the construction of the Vermicë-Merdarë Highway, Cadastral Zone Sector 9, Mazgi and Llazare, in the municipality of Obiliq and the Cadastral Zone of Bërnicë e Poshtme, Bardhosh and Trude, in the Municipality of Prishtina.

Deputy Prime Minister Kuçi informed the Government Cabinet regarding the process of approving the Draft Law on the ratification of the first agreement on the international principles governing the normalization of relations between the Republic of Kosovo and the Republic of Serbia and the Implementation Plan for this agreement, which is expected to be on the agenda of the next session of the Kosovo Assembly.

In addition, Deputy Prime Minister Kuçi informed the Government Cabinet about the process of preparing and approving the Law on Amnesty, emphasizing that this law will address the question of amnesty for all citizens, regardless of ethnicity or location. Deputy Prime Minister Kuçi emphasized that the approval of this Law requires political and institutional consensus and must be voted on by two thirds of the deputies of the Kosovo Assembly.

The Government appointed Driton Gashi as General Secretary in the Ministry of Internal Affairs.

At the request of Gjilan municipality, the Kosovo Government approved a decision to allocate additional funds for the expropriation of properties affected by the project to rebuild the Mirusha River bed in Gjilan.
