The Government of the Republic of Kosovo held its regular meeting chaired by Prime Minister Hashim Thaçi and approved documents and decisions within the scope of its legal and constitutional competence.
In his introductory remarks, Prime Minister Hashim Thaçi expressed the commitment of the Government of the Republic of Kosovo to continue with the implementation agenda of the full Agreement reached on 19 April 2013, that is an agreement on normalization of relations between the state of Kosovo and Serbia, reached with the mediation of the European Union and with full and strong support of the United States of America.
“Tomorrow the Parliament of Kosovo will approve the Law on Ratification of the Agreement on normalization of relations between the state of Kosovo and Serbia. In this respect, we had meetings yesterday with the political leaders of Kosovo and we agreed to ratify this interstate agreement between Kosovo and Serbia, an agreement that is directly linked to the European perspective of the Republic of Kosovo, the European perspective of the region with positive reflections for all the countries and societies in the region, with clear messages for the Euro-Atlantic perspective for Kosovo and other countries in the region,” said Mr. Thaçi.
“The ratification will be easier now, also for the members of the Parliament, because that agreement, that right decision, is now directly reflected on the lives of our citizens wherever they live in Kosovo, especially of those in the north. Now when this agreement is already in the process of implementation, Kosovo and its institutions will live up to their obligations deriving from the agreement. Kosovo Police, Kosovo customs officers have started to move freely and without any problem at the border crossing point no. 1 and will soon do so also at the border point no. 31. The Integrated Border Management system has become operational and the regional police commander for the north has been appointed,” said Prime Minister Thaçi.
“Everything has been arranged in a way that fully respects the Constitution and the laws of Kosovo. There is now free movement, but of course more is to be done. The parallel structures will be dissolved. The Government of Serbia has decided to stop financing these structures. This commitment has started to be implemented and reflected also on the ground. At the same time, we as institutions of the country have invited, always based on the content of the agreement of 19 April, the OSCE in order to facilitate the organization and management of the elections in the north,” said Prime Minister Thaçi.
In yesterday’s meeting, all the Kosovo leaders present voiced their support for the local elections to be held on 3 November. Everyone’s preference was to have them held earlier. However, we all agreed that it is in the interest of the state, of the Kosovo society to normalize the situation throughout the territory of the Republic of Kosovo, in the service of integration of all the citizens in the Kosovo society and above all, the organization of elections all around the country on the same day, said Prime Minister Thaçi.
“I thank all the Kosovo political leaders who participated in the yesterday’s meeting and also in the meeting with the Ambassadors of the Quint and EU representatives for they all put the interests of the state and of the citizens above their daily party agendas. I think that the agreement that will be ratified tomorrow at the Assembly of Kosovo has opened Kosovo and the region in general a safe European path. While now, Kosovo has concretely entered the track of European integration and this process is unstoppable,” said Prime Minister Hashim Thaçi.
“The support for the Stabilization and the Association Agreement is a clear message for Kosovo, as Kosovo is treated as a state as all the other states. Although five members of the European Union have not yet recognized Kosovo, today all the European Union member states support the concrete European future of the Republic of Kosovo,” said Prime Minister Hashim Thaçi in his introductory remarks in today’s meeting of the government cabinet of the Republic of Kosovo.
The concept paper on amending and supplementing the Law on Central Heating was also approved during the meeting in line with European legislation for promotion of the use of energy from renewable sources.
The Ministry of Justice proposed Mr. Fekë Sadikaj as member of the Steering Council of the Kosovo Judicial Council from the Government of Kosovo, and the Government of Kosovo approved the proposal.
Based on the Civil Service Law and the Regulation on the scope of administrative responsibilities of the Office of the Prime Minister and ministries, the Ministry of Public Administration has prepared its annual report on the general situation of the Civil Service 2012. The Government approved the report and forwarded it to the Assembly of Kosovo. The report reflects the development of the gender, ethnic and qualifications structure of the Civil Service of the Republic of Kosovo.
The Government Cabinet also approved amending and supplementing of the Strategic Documents Plan 2013, including in this plan also drafting of the strategy on human rights 2013-2017 and the Government’s strategy for cooperation with the civil society.
The Cabinet also established during the meeting today the Kosovo Tourism Council in the following composition:
1. Halil Bajrami – Ministry of Trade and Industry;
2. Leonora Shala – Ministry of Education, Science and Technology, member
3. Merita Agustini – Ministry of Culture, Youth and Sports, member
4. Sami Behrami – Ministry of Environment and Spatial Planning; member
5. Jakup Berisha – Kosovo Chamber of Commerce; member
6. Shqipe Arifaj – Association of Kosovo Municipalities; member
7. Hasan Krasniqi – independent expert; member
This council will perform its tasks as foreseen by the law on tourism and will offer additional information and expertise according to circumstances for the relevant institutions of the Republic of Kosovo for the development of tourism in Kosovo.
Following a proposal by the Ministry of Foreign Affairs, the Government of the Republic of Kosovo approved additional budget for the functioning of the liaison mission of the Republic of Kosovo in Belgrade and its special treatment as a task of high level risk.
As part of the implementation of projects in public interest, the Government of the Republic of Kosovo approved expropriations of real estate of owners and shareholders affected by the construction of the National Road N9 in the cadastral zones of Balincë, Llazicë, Mleçan and Kijevë in the Municipality of Malisheva.
Another decision by the Government relates to further review of the expropriation request in public interest of immovable property of owners and shareholders affected by the construction of the Administrative Premises and annexes for exercise and training for the needs of the Agency for Managing of Emergencies/Ministry of Internal Affairs, Cadastral Zones in Hajvali and Çaglavicë in the Municipality of Prishtina.
The cabinet also approved other expropriations and assessments in the public interest of immovable property of owners and shareholders affected by the construction of the Vermicë-Merdar Motorway in the cadastral zones in Fushë Kosovë and other cadastral zones in Uglar in the Municipality of Graçanica.
