The Government of the Republic of Kosovo held its regular meeting today and approved decisions and other documents within the scope of its constitutional and legal mandate. The meeting was chaired by Prime Minister Hashim Thaçi.
In his opening remarks, Prime Minister Thaçi presented a draft law on Kosovo Liberation Army war veterans approved by the Government of the Republic of Kosovo.
“The objective for adoption of this law is defining of the rights and benefits of the KLA veterans, Kosovo fighters, who, with their outstanding sacrifice, commitment and contribution were the decisive factor that brought freedom and independence for the people of Kosovo.
Realizing the rights and benefits as foreseen by this law is a sign of honor and respect that the people of Kosovo and beyond have for their sacrifice; the KLA war veterans, Kosovo fighters, who, with their sublime sacrifice and outstanding contribution led the Kosovo Liberation Army, the battle for freedom with a defending and liberating character, became examples with their devoted and patriotic stance for the today’s and future generations.
This draft law defines the rights and benefits of KLA war veterans and their close family members and administrative procedure to implement these rights.
The law also sets the Veteran’s Day, rights to pension and benefits, veterans’ personal pension, additional age retirement allowances, scale of pensions, pensions for the heirs, scale of these pensions, the right to free health services, the right to have advantage in employment, the right to travel, the right to professional re-training, incentives for KLA veteran fighters, the right to double accrual enhancement of experience, sheltering care, advantage in being accepted at public education institutions, exemption from administrative payment in public university education and elderly asylums.
The draft law includes the rights and benefits for all the Kosovo Liberation Army fighters, Kosovo fighters, at all stages from the start of the armed resistance to the definitive liberation of Kosovo.
This draft law clearly defines that the institutions of the Republic of Kosovo, the Government of Kosovo, will take over their obligations towards all this sacrifice and all that contribution. We are determined not to disregard even the smallest contribution by any person, citizen or veteran, even if it were for one hour.
This draft law will affirm the values of the liberation army and it affirms the sense of political and civic unity, said Prime Minister Thaçi while presenting it to the members of the Government’s Cabinet.
The Minister of Internal Affairs, Bajram Rexhepi presented the draft law banning association in armed conflicts outside the territory of the country that was approved by the Government. This law is issued in an attempt to protect state interests and national security. The law defines as criminal offence association or participation in foreign armies or police, in foreign paramilitary or parapolicing formations, in group or individual organizations in any form of armed conflicts without the territory of the Republic of Kosovo.
In his capacity as chair of the Organizational Committee to mark the sixth anniversary of the declaration of independence of the Republic of Kosovo, the Minister of the Ministry of Kosovo Security Force, Agim Çeku, briefed the Government’s Cabinet on the draft program of manifestations to be organized on this anniversary. Organized manifestations will start as of 14 February and will continue on the 15, 16 and 17 of February. Apart from the central manifestations, there will be other manifestations in all the municipalities of Kosovo.
The Strategy for Communities and Return 2014-2018, is the first policy document of the Government of the Republic of Kosovo that got the approval of the Government. This strategy is led by the vision for a multiethnic society in the Republic of Kosovo that aspires moving towards a democratic society with equal rights and opportunities for all its citizens.
The strategy contains four objectives it foresees to meet in the five coming years, and they are:
1. Sustainable return of displaced persons within and out of the country;
2. Empowering and stabilization of communities in Kosovo;
3. Drafting and supplementing of the legal framework for communities, returns and integration;
4. Advancing of the internal management system in the Ministry for Communities and Returns.
The Government of the Republic of Kosovo also approved further in the meeting a preliminary decision on expropriation in public interest needed for construction of the Memorial Complex “Kulla e Zahir Pajazitit” in Orllan village, Municipality of Podujeva and the Memorial Complex of martyrs cemetery that fell in “Koshare battle” in Koshare, Municipality of Gjakova.
The Government’s Cabinet also approved a preliminary decision on expropriation in public interest of immovable property affected by the construction of the road segment connecting the Vërmicë-Merdare highway with Prishtina-Hani i Elezit highway in the cadastral zone of the municipalities of Fushë Kosova and Gracanica.
Following a decision approved today in the meeting of the Government of the Republic of Kosovo, 44,280 Euro got allocated for the work of the Government’s Permanent Commission for Borders of the Republic of Kosovo.
Following a request by the Ministry of Labor and Social Welfare, a decision got approved to financially support the project on the Kosovo Serb Bar Association. The project intends to provide legal and professional support to the Serb community members in the Assembly of Kosovo. The amount for this financial support for this project is 7,000 euros and will be secured from the budget allocated for the Ministry of Labor and Social Welfare.
