Government of Kosovo holds regular meeting

At its regular meeting, the Government led by Prime Minister Hashim Thaçi, approved decisions and other acts of its areas of constitutional and legal responsibilities.

At the start of the meeting of the Government, Prime Minister Hashim Thaçi said that on Monday and Tuesday will take place in Brussels the next meeting with Prime Minister of Serbia, with the mediation of Baroness Catherine Ashton, in order to finalize the process of implementation of the agreement.

“I believe that an agreement will be reached in terms of implementation periods, implementing actors, which must be the institutions of the Republic of Kosovo, EULEX, KFOR, OSCE and, of course based on the responsibility arising under the agreement to establish facilitating circumstances, by Serbia as well “, said Prime Minister Hashim Thaçi.

“Our goal and vision is to work as much as possible to the benefit of all citizens, wherever they live, regardless of ethnic differences, to work together to achieve common goals with the Serbs living in the north, in order to create new democratic circumstances for the organization of free elections through which they will choose their legitimate leaders, based on their free will, to continue with socio-economic investments, to create new circumstances for a much better, safer, more prosperous life, with more new jobs.

Therefore, I am optimistic that things will move ahead positively and, at the next meeting on the implementation of the April agreement, chaired by Baroness Ashton in Brussels, an agreement will be reached by Monday or Tuesday ” said Prime Minister Thaçi in his speech to the cabinet.

The first decision at today’s meeting of the Government was to approve the Draft Law on Strategic Goods Trade, which regulates the export, import, transit, re-export, re-transfer of strategic goods and services. The scope of the draft law is to advance national security and foreign policy interests of the Republic of Kosovo. This draft law meets the requirements of international agreements and the commitments on non-proliferation of weapons of mass destruction and other strategic goods for military purposes, and contributes to regional and international commitments to the management of strategic commodities trading.

The Administrative Instruction on standards for drafting normative acts that was adopted by the cabinet, unified standards for the design of normative acts of the institutions of the Republic of Kosovo. This Administrative Instruction regulates the responsibilities and duties of all institutions and their respective units, all persons who participate in the process of drafting, consultation, examination and adoption of normative acts of the Government of the Republic of Kosovo.

Likewise, the government regulation of legal services, which was also approved by the cabinet today, unified the process of legal initiatives, drafting, review and approval of draft normative acts of the Government of the Republic of Kosovo. The regulation also defines the procedure for issuing opinions by the Government regarding amendments proposed by the Parliament to the drafts prepared by the Government and for issuing Government opinions on draft laws proposed by the President, Parliament and ten thousand (10,000) citizens.

The Government of Kosovo government appointed Mr. Afrim Haxhiu to the position of Secretary of the Security Council of the Republic of Kosovo.

At today’s meeting was also approved the decision on expropriation in the public interest and ratings of real estate, real estate owners and interest holders, which are affected by the construction of Vermice-Merdare Highway, Cadastral Zone Arllat, Drenas Municipality, Cadastral Zone Obiliq and Mazgit, Municipality Obiliq, and Cadastral Zone Bardhosh, Prishtina Municipality.

Likewise, was approved the decision to further review the application for expropriation in the public interest of real estate of owners and interest holders affected by the construction of the N2 National Road Prishtina-Mitrovica, segment Pestova- Smrekovnica, Cadastral Zones, Nadakovc, Svaracak, Vushtri, Lower Studime, Gojbulja, Slatina, Novoselo.

In order to supply better quality electricity for residents of the Municipality of Gjakova and to increase the safety and reliability of the Kosovo Power System, the Public Company “System Transmission and Market Operator, JSC” (KOSTT) has prepared the Project on Line construction and deployment of electric poles and equipment for the expansion of the electricity network and expropriation to the benefit of KOSTT (System Transmission and Market Operator JSC).

In order to realize this project the Government has approved at today’s meeting the decision on expropriation in the public interest of real estate owners and interest holders located in the Cadastral Zone of Gjakova municipality, and are affected by the construction and installation of electric poles and facilities for network expansion.

The Minister of Economic Development, Besim Beqaj informed the cabinet on the developments of the Donors Conference for Sustainable Energy in Kosovo, organized by the Ministry of Economic Development in collaboration with the World Bank and the European Commission Office in Kosovo.
