The fifth round of talks on the implementation of the agreement on normalization of interstate relations between the Republic of Kosovo and Serbia is taking place in Brussels. The organization of elections was on this week’s agenda.
The Delegation of the Republic of Kosovo led by Deputy Prime Minister Edita Tahiri participated on 25 and 26 June in the EU and OSCE mediated talks.
In this two-day meeting progress was made in terms of the facilitating role that the OSCE will have in organization of the elections in the four northern municipalities in line with the agreement reached in Brussels and in line with the Constitution and the laws of the Republic of Kosovo.
Different aspects related to the smooth organization of the local elections 2013 were discussed during the meeting, which will be for the first time organized throughout the entire territory of the Republic of Kosovo. The elections will be organized by the Central Elections Commission of the Republic of Kosovo facilitated by the OSCE in the four northernmost municipalities of Kosovo.
The registration and certification of new political entities interested in participating in the local election 2013 will be done by the CEC of the Republic of Kosovo in line with the provisions of the Law on General and Local Elections of the Republic of Kosovo.
In this regard, the three parties encourage the interested political entities to meet the necessary requirements within the foreseen legal timelines for registration.
Also during the meeting, the CEC in cooperation with MIA committed to undertake all the necessary activities in cooperation with OSCE to create an accurate and inclusive list of voters, with a special focus on the four northern municipalities of Kosovo. The identification of the voters for participation in election will also be done in line with Article 90 of the Law on General Elections in the Republic of Kosovo.
Like it was the case before, the citizens of Kosovo outside of the country will also be able to cast their vote as regulated by the procedures of the Law and Rules of the CEC.
All the parties agreed during the meeting to fully engage in ensuring as big a turnout as possible of all the citizens, especially in the four northern municipalities of Kosovo.
In the forthcoming elections to be held in autumn all around the country, the four northern municipalities will for the first time be included and this is made possible as a result of the agreements on normalization of interstate relations between the Republic of Kosovo and Serbia with EU guarantees.
These elections will enable the integration of the citizens in the four northern municipalities in the structures and the institutions of the Republic of Kosovo and will establish rule of law and order that has been missing in this part of the country for many years.
In the talks held in Brussels, Deputy Prime Minister Edita Tahiri was accompanied by Valdete Daka, head of the CEC, Abedin Mehmeti, CEO of the Civil Registration Agency, Qemajl Marmullakaj from the Office of the Prime Minister and Dren Zeka, advisor to Deputy Prime Minister Tahiri.
