Bilateral meeting with the EU held in Brussels on telecoms

Today, in Brussels, a meeting was held between Deputy Prime Minister Edita Tahiri, accompanied by Mr. Ekrem Hoxha, Chair of the Board of the Regulatory Authority of Electronic and Postal Communications (RAEPC), Besnik Berisha, member of the RAEPC Board and Gazmir Raci, political advisor to DPM Tahiri, and European Union representatives for telecoms issues, Mr. Pierre Mirel and Nicholas Cendrowicz from the Balkans Directorate in the European Commission. In the meeting, they discussed opportunities to align the parties’ positions on telecoms affairs.

After a comprehensive analysis of the entire process of talks on telecoms over the last two years and the joint conclusion that reaching a possible agreement would assist the normalization of inter-state relations in this area, the talks focused on the position of the parties regarding open issues. EU representatives in the meeting presented the latest demands from the Serb party regarding the mobile telephone field, which after examination, the Kosovo Delegation rejected, noting that the Kosovo party stands behind its position that any potential solution must be in line with the laws of Kosovo and with European principles.

At the end of the meeting, Deputy Prime Minister Edita Tahiri said that the Kosovo party has been continually engaged in reaching an agreement on telecoms because the efforts to normalize inter-state relations between Kosovo and Serbia should extend to all fields and the Serb party must understand that the logic of continuing illegal intervention does not contribute to normalization and establishing cooperation.

On this occasion, Deputy Prime Minister Tahiri said that agreement on the issue of a state telephone code for Kosovo by the ITU signals important progress in the talks on telecoms, however to reach an agreement, the Serb party must give up its demands that are contrary to the laws of Kosovo, emphasizing that their request to license a mobile operator has been rejected because this issue requires an international tender.

Finally, she expressed the readiness of the Kosovo party to continue efforts to reach an agreement, emphasizing that European principles of a liberal market and free and fair competition are values of Kosovo’s economy and only with European values can there be an agreement on telecoms.
