The Government of the Republic of Kosovo held its regular meeting, chaired by Prime Minister Hashim Thaçi, approving decisions and draft regulations within its area of constitutional and legal jurisdiction.
At the opening of the meeting, Prime Minister Hashim Thaçi said:
“As you are aware, the process of implementing the 19 April agreement between the state of Kosovo and of Serbia continues. The technical and professional team are holding new meetings in Brussels, and in particular, the IBM process is concluding, which means the start of the construction of modern buildings at the border points between the state of Kosovo and of Serbia, at the six border points. As is known, this is being financed by the European Commission. All of this is in accordance with the agreements reached earlier.
Meanwhile, local elections on November 3 are being discussed, which will be held on the same day in the entire territory of the Republic of Kosovo. We are confident that they will be free and fair, democratic and based on free competition. We have invited Baroness Ashton to send a team of as many observers as possible, so that the process is closely monitored. The Central Election Commission is doing what is required and the Government of the Republic of Kosovo will meet all its obligations relating to this process.
Allow me, once again, to invite all citizens of the Republic of Kosovo, to participate massively in the elections of November 3. It is also encouraging that all political parties have begun their preparations. This preparation has also been started in the north, by the political spectrum, civic movements and independent candidates.
On behalf of the Kosovo Government, I again call on all people, also in the north of Mitrovica, Serb citizens, to commit to this project for democratic order, democracy, democratic pluralism, competition, free competition of different visions, for a new Kosovo, for a European Kosovo. Their participation in elections is a new opportunity, it is a shared guarantee that we will build our Kosovo together”, said Prime Minister Hashim Thaçi in his opening speech.
The Government Cabinet continued its work, approving a draft regulation for the Internal Organization and Systematization of Jobs in the Ministry of the Environment and Spatial Planning, which aims to define the internal organization of this ministry and other state administrative bodies under its supervision.
In this meeting, they approved an Air Quality Strategy and Action Plan 2013-2017 which aims to develop and implement specific instruments, for the purpose of improving the quality of life, ensuring a foundation for the improvement of air quality. The strategy and action plan intend to increase levels of protection and to reduce air pollution, in accordance with specific European Union standards and best practices.
At the request of the Ministry of Foreign Affairs, the Government of the Republic of Kosovo delayed the approval of a decision to negotiate an agreement between the Government of the Republic of Kosovo and the state of Qatar, regarding the regulation of labour force employment from Kosovo in this country. The Ministry of Foreign Affairs recommended a joint approach to Kosovo’s relations with the Persian Gulf states and suggested a joint analysis of these relations, and next week, the Government will approve a decision to start negotiations with Qatar.
In today’s meeting, a decision was approved to amend and supplement the Plan of Strategic Documents for 2013, involving the drafting and approval of a Plan for the Development of Economic Zones 2013-2018.
By a decision approved by the Government of the Republic of Kosovo in today’s meeting, funds were set aside to a value of 700,000.00 (seven hundred thousand) Euros, to support the implementation of economic reforms to improve the business environment and to attract investment to the Republic of Kosovo.
