The Government of the Republic of Kosovo, chaired by the Prime Minister Hashim Thaçi, held its 127th regular meeting. Draft laws, regulations and decisions were approved within the Government of the Republic of Kosovo’s constitutional and legal jurisdiction.
The Government of Kosovo approved a Draft Law on chemicals, which aims at the correct management of hazardous chemicals, and protection from and reduction of their potential risk. The Draft Law specifies the conditions for the placing on the market of dangerous substances and mixtures and how to control them. Also, the draft law provides an assessment of the risks and impact on human health and the environment from these substances.
The draft law specifies the procedures for issuing licenses for the circulation, handling and use of chemicals. A register of chemicals and natural and legal persons trading in and using chemicals will be prepared. This draft law also defines the conditions for their classification, labeling, packaging, import, export and transit through our country.
The draft law specifies the conditions of placing detergents on the market, based on the precautionary principle of the risk from chemicals.
In today’s meeting, the government cabinet approved the Regulation on the Internal Organization and Systematization of Jobs in the Ministry of Health. This Regulation aims to define the internal organization of this Ministry and other state administration bodies under its supervision.
The Concept Document for a Register of Migrants, which was approved today at the meeting of the Government of the Republic of Kosovo, was drafted by the Government Committee, established by decision of the Government of Kosovo.
This concept document calls for the creation of a database and register of emigrants and their distribution across different countries of the world. The register of migrants will contain information on their number, age, gender, occupation, education level, intellectual and economic power, their organization in associations and other organizations.
This registration will assist our institutions in drafting policies for the Diaspora and disseminating information and encouraging the Diaspora to participate in the socio-economic development of the country.
Creating a correct summary of the geography, number, intellectual and socio-economic potential of the Diaspora could be useful for development.
In the framework of the Government’s obligation and commitment to create conditions for the building of the Vërmicë to Merdar highway, in its meeting today it approved the final decision on additional expropriation of immovable property in Sector 8, respectively the cadastral zones of Prishtina, Fushë Kosovë and Obilic .
The final decision on additional expropriation of properties in the cadastral zone of Mazgit and Llazareva in the municipality of Obilic and the cadastral zone of Dushanovë in the municipality of Prizren, which were approved today at the meeting of the Kosovo Government, are required to create conditions for the finalization of this project.
The Government of Kosovo approved a preliminary decision on expropriation of property in the public interest in the cadastral zones of Ugljare and Fushë Kosovë, which are affected by the construction of the Vërmicë to Merdar highway.
At today’s meeting, the Kosovo Government allocated 50 000 (fifty thousand Euros), in support of the ATOMI project of the Center for Psychological and Social Services and Studies, for the provision of services to students in pre-university education who are chosen for their exceptional intelligence.
At its meeting today, the Kosovo Government approved 16 decisions on defining protected zones and protection measures for surface and underground water resources in the Republic of Kosovo:
1. Decision on protecting the underground water source – “Uji i Zi, Uji i Bardhë, Galeria dhe Kanali i drenazhimit” in Peja municipality;
2. Decision on protecting the underground water source – the source of the “Drini i Bardhë” in Radavc, in Peja municipality;
3. Decision on protecting the underground water source – source of the “Goçi, Lipovicë and Livadh” in Junik municipality;
4. Decision on protecting a water source zone “Lumi i Vogël”, Nerodime, municipality of Ferizaj;
5. Decision on protecting the underground water source – source of the “Shkozë” in the municipality of Junik;
6. Decision to define a protected zone for the water source “Përroi i Pukës”, in Pleshi in the municipality of Ferizaj;
7. Decision for the protection of the water source Istog, in the municipality of Istog;
8. Decision to define a protection zone for the underground water source “Letnicë” in the municipality of Vitia;
9. Decision on protecting the underground water source “Vrellë” in the municipality of Istog;
10. Decision to define a protection zone for the underground water source – source “Baja” in the municipality of Gjilan;
11. Decision to define a protection zone for the surface water source – the reservoir of Përlepnica in Gjilan.
12. Decision to define a protection zone for the water source – “Përroi i Sylës” in Pleshi in the municipality of Ferizaj;
13. Decision to define a protection zone for the surface water source – reservoir of Radoniqi, municipality of Gjakova;
14. Decision to define a protection zone for the surface water source – reservoir of Batllavë in the municipality of Podujeva;
15. Decision to define a protected zone for the underground water source – “Guri i Hoxhës” in Përlepnicë, municipality of Gjilan;
16. Decision to define a protection zone for the surface water source – reservoir of Badovci, municipality of Prishtina.
In the rest of the meeting, the Kosovo Government reviewed and approved the First Quarterly Report of the Budget, 1 January 2013 – 31 March, 2013. In this period, budget revenue was 278 870 000 Euros and expenditure was 295 400 000 Euros.
In comparison with the same period last year, revenue fell by 5%, and expenditure increased by 2%.
In today’s meeting, the Kosovo Government approved a decision on the succession process, retaining all bilateral agreements of the former Socialist Federative Republic of Yugoslavia with other countries, which are not contrary to the Constitution and laws of Kosovo.
