The Government of the Republic of Kosovo, led by Prime Minister Isa Mustafa, held a regular 152nd meeting.
At the beginning of the meeting, Prime Minister Mustafa informed the cabinet of government with the changes made to the Government, after the election of some ministers for deputies of the Assembly of the Republic of Kosovo. “Here are some of the supplements that have been made yesterday, which we have practically concluded and did not leave any ministries without cover. It is Deputy Minister of Foreign Affairs who is authorized to perform the duties of Minister, Emanuel Demaj. It is Kurtan Kajtazi from the Ministry of Agriculture, Forestry and Rural Development, who has also today received the authorization to serve as the minister and we have Valentin Toçi, who is now in charge of the Ministry of Trade and Industry, so all sectors we have covered with responsibility, as long as we have a job, then we do this and complete it, “said Prime Minister Mustafa.
At this meeting, the Government approved the preliminary decision on expropriation for the public interest of immovable property owners and interest holders affected by the implementation of the Project for the expansion of surface mining for coal exploitation for the production of electricity for the needs of the Energy Corporation of Kosovo, cadastral zone Hade and Shipitullë, Municipality of Obiliq.
In arguing this point, Minister of Environment and Spatial Planning, Ferat Shala, said that the proposal of the expropriation Department of the Republic of Kosovo dated 07/21/2017, has approved the decision no. 05/150 for further examination of the request for expropriation for the public interest of immovable property of owners and interest holders affected by the realization of the project for the expansion of surface mining, coal exploitation for the production of electricity for the needs of the Energy Corporation of Kosovo, KEK JSC, cadastral zones Hade and Shipitullë, Municipality of Obiliq.
“The Department of Expropriation at the Ministry of Environment and Spatial Planning after having ascertained the fulfilment of the legal provisions 8, 4, 9, 10 of the Law on Expropriation of Immovable Property requires from the Government of the Republic of Kosovo to issue an executive decision approving preliminary decision on the legality of the expropriation process for the public interest of immovable property of owners and interest holders affected by the implementation of the project for the expansion of surface mining, cadastral zones Hade and Shipitullë, Municipality of Obiliq, according to the attached table of this decision.
The proposed material that is required to be reviewed and issued by the Government of the Republic of Kosovo is in harmony and in full compliance with Article 19 of the Kosovo Government's Rules of Procedure no. 09/2011 and requested to be approved “, said Minister Shala.
Prime Minister Mustafa said that it is a process for which both ministries, especially Environment and Economic Development have coordinated with KEK. “The procedures were conducted at the Ministry of Environment and Spatial Planning.
I think that with these processes we can create legal conditions to act on the ground and to avoid the problem of the crisis that is very talked about regarding the provision of coal for the production of electricity and I thank the ministries that have done its work, but also the management of KEK in its latest processes. It would be good to conclude in today's conclusions that also Article 15 of the Law on Expropriations should be taken into account in the further procedures and that the conditions with which we approve this preliminary decision exist, the bodies to develop procedures according to this decision' Prime Minister Mustafa said, adding that the fundamental purpose today was to take this decision in order to meet the deadlines because, as pledged by the ministries, they have fulfilled their obligation.
