Chaired by the Prime Minister, Mr. Isa Mustafa, Government of the Republic of Kosovo held its 38th meeting, whereby adopted decisions and other documents within the scope of its Constitutional and Legal authorizations.
The Government has approved the regulation on internal organization and systematization of jobs in Health Financing Agency. The Regulation determines the internal organization Agency and its functioning.
During the meeting the Guideline for ex-post evaluation of Legislation in the Republic of Kosovo has been approved. Ex-post evaluation is the better regulation tool which is defined in Strategy for better regulation 2014-2020 in Kosovo. This assessment enables the public administration to collect data for a legal act, level of implementation, if the purpose of the legal act was met, what is the cost effectiveness achieved and the realization and implementation of the act. This information will serve institutions to decide whether the legislation should be amended or replaced by new provisions.
Government Cabinet today approved the concept document on the field of official statistics in the Republic of Kosovo. General analysis of the situation of official statistics in Kosovo, according to this concept document, it is recommended to be amended and supplemented the Law on Official Statistics in Kosovo.
Amendments and supplementations of the Law will harmonize with European legislation and will meet its obligations arising out of the official statistics in the European integration process.
In principle the initiative of bilateral Agreement for the implementation of cross-border cooperation program financed under the IPA 2014-2020, between the Republic of Kosovo and Republic of Montenegro is approved.
The Government of Kosovo has approved the initiative to reach international agreement on Development Cooperation (framework agreement) with the Federal Government of the Republic of Germany.
Prime Minister Mustafa said that this agreement is important and creates better long term opportunities to cooperate with the Federal Government of Germany.
In the meeting today the Government appointed the new director of the Kosovo Agency for Radiation Protection and Nuclear Safety.
Also, the amendment and supplementation of the Government Decision no. 30/07 dated 20 May 2015 is made.
Minister of Finance Avdullah Hoti, informed the cabinet with review procedures of the budget in the Assembly of Kosovo, stressing that the Draft Law has been passed the discussions in the Committees of the Assembly with minor changes.
Prime Minister Isa Mustafa stressed that all are aware of the capacity of the Budget, and on the possibilities to this budget amendment. The Prime Minister also appreciated the fact that the Assembly Budget Committee has not proposed amendments to change the structure of the budget and the issue is to be reconsidered once again.
Minister of Local Government Administration, Ljubomir Maric raised before the Cabinet the issue of several problems for returnees in several municipalities of Kosovo.
Prime Minister Mustafa stressed the commitment of the Government to secure properties and lives of citizens and punish acts of violence. “However, we as a Government ask from responsible to do their job. We condemn any attack against Serbs in Kosovo. However, we should cooperate together, we will work together not to have such cases, and we communicate. I, as Prime Minister and all the Ministers, we are prepared to be in such environment where we could face such problems. There are criminal acts which occur and towards which legal measures have to be taken. We can develop a special conversation with the Ministry of Internal Affairs and other authorities in order to see what measures will be undertaken to ensure full security for our citizens. One for which we will be engaged as a government, is that all citizens to feel safe and not to have such problems that in future there should not be any difference if a crime is committed against Serbs or Albanians. Any offense will be punishable, and such measures should be taken, “said Prime Minister Isa Mustafa.
