The Prime Minister of the Republic of Kosovo, Hashim Thaçi, held a special meeting with representatives from the villages of the Has region, to discuss the details regarding the establishment of a municipality of Has, according to a decision taken by the Government of the Republic of Kosovo.
Expressing his respect for the great contribution made by the people of Has to Kosovo’s freedom and independence, Prime Minister Thaçi, said that the topic of establishing a Has Municipality had not emerged a month ago, but was the idea of the residents from this area.
Although forming this municipality has been promised by all political parties since the war, Prime Minister Thaçi said that this area lacked investment and it was in everyone’s interest to enable investment opportunities to be created directly in this area, and not via the municipalities of Prizren or Gjakova.
“The idea to form a new municipality, is not a criticism of anyone, of any government or party, but is in the interest of all citizens regardless of party or territorial affiliation. Has is a big area. I have listened carefully to all the discussions with the deputy prime minister and deputy minister. For this reason, I wanted to meet you and together to take a decision, about how to process, on behalf of the Government of the Republic of Kosovo, the amendments to the Law on Administrative Borders in the Kosovo Assembly,” said Prime Minister Thaçi.
After a long discussion, Prime Minister Thaçi set out plans to found two special municipalities and this was supported by the representatives of the villages of the Has region.
Immediately after the meeting, Prime Minister Thaçi informed the media about this decision in a press conference, in which he was accompanied by Has representatives from the municipalities of Prizren and Gjakova.
Statement by Prime Minister Thaçi in the press conference, after the meeting:
This is a special day for Kosovo, for our country and at the same time, for the area of Has.
Some days ago, respecting the will of the people of Has since after the war, the Government of the Republic of Kosovo took a decision to establish a municipality of Rugova, which would include Has.
The Government and Ministry of Local Government Administration have continued discussions with representatives from the villages of this area, which was and remains the gateway to Kosovo’s freedom, and which gave an extraordinary contribution to Kosovo’s freedom and independence.
Respecting the will of all those people and at the same time, the pledge by all Kosovo’s leaders, all political parties, we decided to form this municipality. But, at the same time, we have discussed this and taken into consideration the will of various people in Has and today here in Prishtina, with representatives from Has villages in the region of Prizren and the region of Gjakova, we decided that it would be more effective, qualitative and functional if the region of Has formed two municipalities: the Municipality of Gjonaj, including the villages of the Prizren region and the Municipality of Rogova, including the villages of Gjakova
So, a municipality of Rogova will be established, with its headquarters in Rogova and a municipality of Gjonaj with its headquarters in Gjonaj.
The lands of Has will have two municipalities.
We will process this in the Kosovo Assembly and will immediately continue with the implementation of this decision, that will be taken in the Kosovo Government and then in the Assembly.

The representatives of the Has region, and the municipalities being founded, Rogova and Gjonaj, expressed their thanks and that of the people of Has, in the press conference, for this initiative and the decision of Prime Minister Thaçi to establish new municipalities in the Has region.
All the people of Has want their own municipality, but because of its large geographical size, a consensus was reached to found two new municipalities, said the representatives of the Has region.
