Prime Minister Hashim Thaçi: Kosovo is building a state for all of its citizens

The Government of the Republic of Kosovo, held its regular meeting chaired by Prime Minister Thaçi, in which it approved two draft laws and decisions based on its constitutional and legal duties.

At the opening of the meeting, Prime Minister Hashim Thaçi stressed the fact that now Kosovo has entered the final phase of concluding the supervision of independence.

“The Government and all Kosovo’s institutions have successfully completed all their obligations and duties relating to successfully ending this process”, said Prime Minister Thaçi.

Prime Minister Thaçi expressed his thanks for the work of all institutions in fulfilling their duties and said that the official ceremony marking the end of supervised independence will involve the participation of personalities and representatives of states friendly toward Kosovo’s independence.

In today’s meeting, the Kosovo Government approved a Draft Law on Ratifying the International Agreement between the Republic of Kosovo and the European Union regarding the European Union Rule of Law Mission in Kosovo.

This law ratifies the international agreement reached through the exchange of instruments between the Republic of Kosovo and the European Union, regarding the European Union Rule of Law Mission in Kosovo (“EULEX”).  

The law ratifies the agreement in general, including here, but not limited to:
a) Extending the EULEX mandate to areas foreseen in the agreement up to June 15, 2014;
b) Delegating the authority for the proposal and appointing of international judges and prosecutors, in accordance with the Constitution, Article 20, and authorizing the Government to build a registration system of permits for the carrying of weapons by EULEX staff;
c) Guaranteeing immunity to EULEX officials and personnel and the EU Special Representative, on the basis of the Law No. 03/L-033 on the Status, Immunity and Privileges of Diplomatic and Consular Missions and their Personnel and Presences, as well as the Exchange of Instruments between the Government of the Republic of Kosovo and the European Union (the exchange of letters between the President of the Republic of Kosovo, Atifete Jahjaga and the High Representative of the European Union for Foreign and Security Policy, Catherine Ashton), which will be a constituent part of this law and will be implemented by the Republic of Kosovo and the European Union.

In the meeting, they approved the Draft Law on the Payment System, which will regulate the authority of the Central Bank regarding the regulation and supervision of the payment system in the Republic of Kosovo.

The draft law regulates the authorization of payment institutions that provide payment services and the licensing of operators. Also, the bill sets out the conditions and standards under which such services are provided.  

The draft law defines also the means and procedures by which the Central Bank exercises its own supervisory competences.

The government cabinet approved three decisions regarding the expropriation of immovable property in the public interest.

On the basis of a first decision, immoveable property will be expropriated in the path of the national road N2, Prishtinë-Mitrovicë, in the segment between Prishtina and Millosheva, and in the cadastral zones of Millosheva, Llazareva, Obiliq, Mazgi, Shkabaj and Bërnicë e Poshtme.

A second decision expropriated immoveable property in the cadastral zones of Lipjan, Konjuh and Graçanica, which are affected by the construction of the line L 112, 110 kV, where electricity poles and other facilities will be placed to expand the energy network.

A third decision related to the expropriation of property in the cadastral zone Arllat in Drenas and Balincë in Malisheva.
