Government of Republic of Kosovo holds 145th regular meeting

The Government initially adopted the Draft Civil Law proposed by the Ministry of Internal Affairs. 

This draft law stipulates that the registration is compulsory and that it is a responsibility of the relevant authorities to update the registry in line with the legal protection elements. The data are to be used only for their intended purposes as a means to have records of the people living in Kosovo. 

While the other Draft Law on Official Statistics of the Republic of Kosovo adopted today intends to set the basic principles and to create a legal basis for the organization, production and publication of official statistics in Kosovo. 
 

The main function of official statistics department is to collect, process and disseminate data for statistical purposes related to commercial, social and other specific fields in Kosovo and to ensure that Kosovo meets international obligations in producing and publishing official statistics. 

The Government also adopted a regulation on the procedures for appointments in senior management posts. According to Deputy prime Minister Hajredin Kuçi, this regulation defines procedures regulating the appointments at the senior management posts of the Civil Service of the Republic of Kosovo in order to allow the transfer from the existing system to the new system of appointments at the senior management posts as foreseen by the Law No; 03/L-149 on the Civil Service of the Republic of Kosovo. This regulation also aims at building of a sustainable and professional system directing the appointments at the senior management posts in compliance with the basic Civil Service principles as provided for by Article 5 of the Law No; 03/L-149 on the Civil Service of the Republic of Kosovo. The scope of this regulation covers the Permanent Secretary of the Office of the Prime Minister and permanent secretaries of the ministries, chief executive posts and other equivalent posts in executive, independent and other regulatory agencies. 

The Government also adopted a regulation on the organizational structure of the Ministry for European Integration. This regulation determines the internal organizational structure of the Ministry for European Integration and regulates the organizational relations between various levels within and outside the Ministry. 

The Government supported the Reviewed Public Administration Reform Strategy. According to Minister Edita Tahiri, the Government of the Republic of Kosovo is working on reviewing the strategy so that the public administration reforms are in line with the requirements of the new state to have an effective, efficient and europeanized administration. 

In today’s meeting, the Government also adopted strategic development plants 2010-2014 for the Ministry of Transport and Post-Telecommunications (MTPT) and the Ministry of Local Government Administration (MLGA). 

The Government also discussed the strategic development plan for the Kosovo Public Administration Institute 2010-2014 and following a proposal by Minister Enver Hoxhaj, the adoption was postponed until the plan is further supplemented with the National Qualifications Framework. 

On the ‘any other business’ point of the agenda, the Cabinet was briefed by Minister Bajram Rexhepi on the repatriation process of the citizens of the Republic of Kosovo and by Minister Besim Beqaj on the visa liberalization strategy.
