Government of Republic of Kosovo holds its 29th regular meeting

The Government of Kosovo held its 29th regular meeting, during which it approved the European Partnership Action Plan 2008 and the Strategy and Action Plan on Fighting corruption and human trafficking 2008-2011 and several other decisions within the scope of activities of the Government of Kosovo.
 
In his introductory speech, the Prime Minister highly assessed the importance of approving the Draft Law on Budget Review 2008. While expressing his appreciation for the engagement of all the members of the Kosovo Assembly, Prime Minister Thaçi asked that all the budget expenditures are executed in accordance with the law, in a transparent and accountable way. “The Government of Kosovo will continue its engagement in the fight against corruption and other deviant phenomena,” said Prime Minister Thaçi.
 
Prime Minister Hashim Thaçi asked from all the ministers to carefully read and analyze the audit reports on their ministries, and in accordance with the law and their responsibilities, take measures against all those who are responsible for the violations found by these reports.
 
In today’s meeting the Government also discussed the European Partnership Action Plan 2008. The European Partnership Action Plan 2008 reflects the measures and the activities the Government of the Republic of Kosovo will undertake in the short and mid-term period to address the priorities set by the European Commission as part of the European Partnership for Kosovo, having in consideration also the Progress Report 2007 on Kosovo prepared by the European Commission.
 
The Ministry of Public Services also presented a proposal to prepare, in cooperation with the Ministry of Economy and Finance, a study addressing the additional and different salaries and payments for the same positions in the pay-roll systems of the Republic of Kosovo. The current situation with the additional payments has been assessed as an anomaly. The Government approved this initiative by the Ministry of Public Services to analyze the situation, together with the Ministry of Economy and Finance, and to prepare a decision to unify the additional payment system.
 
The Government approved a decision that authorizes the Ministry of Economy and Finance to compensate the work of the Central Elections Commission on the preparations of the elections in November 2007. The money has been secured from budget allocations for the Central Elections Commission.
 
The Ministry of Internal Affairs presented the Action Plan Strategy on Fighting corruption and human trafficking 2008 – 2011. The strategy has been drafted by groups of experts and it identifies the objectives and the activities that will be coordinated by this ministry with regards to the fight against human trafficking. “Human trafficking represents a serious crime and requires an uncompromised fight against it. The Government will be committed in doing this and will support all the coordinated measures by the Ministry of Internal Affairs,” said Prime Minister Hashim Thaçi.
 
Acting in accordance with a proposal by the Ministry of Energy and Mining on the procedures to build small hydro power plants, the Government decided that until the drafting and approving of the study called “Preparation of the tendering process for building small hydro power plants – procedures,” is concluded no official at the central or municipal level has the right to do any administrative act that would prejudge issuance of permission for the launch of activities to build small hydro power plants with private capital. This assessment is expected to be concluded by the end of September this year.
 
The Ministry of Energy and Mining proposed, and the Government of Kosovo approved, an Administrative Direction to implement the procedures regulating the disconnection and reconnection of energy clients. This Administrative Direction will improve the legal infrastructure in this field and will increase the effectiveness of the officials in charge of collecting the debts of the consumers using electricity. The Administrative Direction will be applicable for six months.
 
The Government’s Cabinet was also briefed in today’s meeting by the Minister of Trade and Industry on the process of selling in an auction the excessive cars of the Government of Kosovo. Whereas, the Deputy Minister of Education briefed the Government on the initiative of the Board of the University of Prishtina to transfer the ownership of the History Institute, which is located in the area of the Prishtina University compound, to the National University Library, and find another location for the History Institute.
