1. The Office for Strategic Planning reports directly to the Prime Minister, while for administrative matters to the Secretary General of the OPM and has the following duties and responsibilities:
1.1. Support the Prime Minister to ensure that all Ministries act in accordance with strategic government policies;
1.2. Provides advice to the Prime Minister and the Government, on identifying and reviewing the Government’s strategic priorities;
1.3. Provides advice to the Prime Minister on important policy issues which are submitted for approval at the Government meeting and which are directly related to Government priorities;
1.4. Ensures that the strategic and planning documents developed by the Government are in line with the general priorities of the Government, including the obligations arising from the European integration process and other international obligations, and ensures consistency between them;
1.5. Coordinates and leads the process of developing the national development strategy. This strategy aims to produce a plan that will have the broad support of stakeholders and which will be a consensual guide to the development of the Kosovo economy. 1.6 Ensures that strategic and planning documents are drafted in accordance with the standards and procedures set by the Government;
1.7. Represents the Office of the Prime Minister in key Government planning processes, and in particular ensures that government priorities are reflected in short- and medium-term planning documents and Government budget planning;
1.8. Advises the Prime Minister on the recommendations coming as part of the concept papers which are submitted for consideration at the Government Meeting and which are directly related to government priorities;
1.9. Contributes to the Government’s Annual Plan and Report from a strategic point of view;
1.10. Conducts policy analyzes on cross-sectoral issues, which are also government priorities;
1.11. Assists ministries in establishing and operationalizing relevant structures and mechanisms for policy coordination, and provides them with support in carrying out their functions;
1.12. Provides ad hoc advice on strategic policy issues at the request of the Prime Minister;
1.13. Cooperates with the Ministry of Finance for the review of the Medium Term Expenditure Framework (MTEF), as well as the preparation of more detailed instructions for the preparation of MTEF sector strategies;
1.14. Identifies new and important strategic policy issues for analysis.
2. The SPO performs other duties and responsibilities defined by the legislation in force and the duties defined by the Prime Minister.
3. The number of employees in the Office for Strategic Planning is 7 (seven) civil servants as follows:
3.1. Director of the Office for Strategic Planning;
3.2. 2 (three) Senior Strategic Planning Officers;
3.3. 2 (three) Senior Policy Planning Officers.

Currently the Office for Strategic Planning consists of a staff of 7 officials. The staff of the Office for Strategic Planning has postgraduate training and significant work experience inside and outside state institutions.
