Prishtina, 27 September, 2023
Starting with a minute of silence, in honor of the sergeant of the Kosovo Police, the Hero of the Republic, Afrim Bunjaku, who on September 24 fell in charge of his duties, the Government of the Republic of Kosovo held the next meeting in which:
– Allocated 50,000 euros in support to the family of Kosovo Police Sergeant Afrim Bunjaku.
– Approved the draft law on the Administration of Tax Procedures, which aims to regulate the procedures for the administration of taxes in the territory of the Republic of Kosovo.
– Established the State Council for marking the 26th anniversary of the Epic of the Kosovo Liberation Army, the 25th anniversary of the liberation of Kosovo and the 16th anniversary of the Independence of the Republic of Kosovo. With this composition:
1. Mr. Hajrulla Çeku, Minister of Culture, Youth and Sports, chairman;
2. Mrs. Donika Gërvalla – Schwarz, Second Deputy Prime Minister, and Minister of Foreign Affairs and Diaspora, member;
3. Mr. Hekuran Murati, Minister of Finance, Labor and Transfers;
4. Mr. Ejup Macedonci, Minister of Defense, member;
5. Mrs. Albulena Haxhiu, Minister of Justice, member;
6. Mr. Xhelal Sveçla, Minister of Internal Affairs;
7. Mr. Elbert Krasniqi, Minister of Local Government Administration, member;
8. Mr. Bashkim Jashari, Commander of the Kosovo Security Force, member.
9. A representative will send to the Council:
10. Office of the President;
11. Assembly of Kosovo;
12. Municipality of Pristina;
13. Organizations that emerged from the KLA War;
14. Civil Society Organizations.
– Proposed to the Assembly of the Republic three local members of the State Quality Council within the Kosovo Agency for Accreditation.
– 5 million euros allocated for the implementation of the support measure for family consumers, in particular for consumers in need, in the investment of efficient electrical household appliances, including: washing machines, dishwashers and refrigerators.
– Additional 6 million euros allocated for the Project “Construction of the road Prishtina – Podujevë.
– Approved the National Single Window Plan for Kosovo. The Single Window concept is considered one of the most ambitious instruments for trade facilitation, enabling the digitalization of services. The system will enable full communication between responsible institutions, reducing cost and time for manufacturing and commercial entities in the Republic of Kosovo.
– 1,101,970.68 Euros allocated for the compensation of natural damages in agriculture in the municipalities of Deçan, Gjakovë, Graçanicë, Junik, Kamenica, Malishevë, Pristina, Vushtrri, Gjilan, Lipjan, Novobërdë, Skenderaj, Rahovec and Podujevë. The allocated financial means will be used to compensate the damages for 386 farmers of 14 municipalities according to the supplementary report of the Commission for the review of complaints caused by natural disasters in agriculture for the year 2022, in the amount of damages of 82% for each farmer.
– Approved the decision for the reconstruction and renovation of individual houses for families whose houses were damaged during the period 1998-1999. Based on the situation of the actual situation of the families in the North of the Republic of Kosovo, and according to the Report of the Evaluation Commission of the Municipality of Mitrovica on the damage caused by the war during the years 1998/99, the decision was made to continue the project for the reconstruction and renovation of houses damaged during that time period.
– Approved the final decision for public interest expropriation of immovable properties that are affected by the realization of the project: Expansion of the Sports Complex “National Judo Center” in Peja. This decision will pave the way for the construction of the Complex of the National Judo Center in Peja. An important step towards fulfilling the commitments for the 2030 Mediterranean Games.
– Approved the decision for the further consideration of the request of the Municipality of Dragash for expropriation for public interest of the real estate of the former social enterprise N. Sh O.B “Sharrprodhimi” cadastral parcel No. 1048-3 and the Object managed and administered by KPA, for the realization of the Project: “Construction of the Green Zone-Public Park for the needs of the Community”.
– Approved the initiative for “Amendment No. 4 of the Financial Agreement between the Republic of Kosovo and the European Union for the IPA Program 2014”. The purpose of the amendment of this agreement is to extend the deadline for 2 years. More specifically for the construction project of the Gjakova municipality facility.
– Approved the initiative for the conclusion of the Grant Agreement between the Republic of Kosovo, represented by the Ministry of Finance, Labor and Transfers, the Kosovo Landfill Management Company and KfW, Frankfurt Am Main for the Project “Solid Waste Management Program II-IV (EU contribution)”. This initiative aims at the sustainable management of waste in accordance with the principles of environmental protection and the control of waste disposal. Also, this project is in line with the highest European standards, contributing to the protection of natural resources.
– Approved initiatives for the conclusion of the Grant Agreement between the Republic of Kosovo, represented by the Ministry of Finance, Labor and Transfers, and the Municipality of Pristina and the European Bank for Reconstruction and Development, for the Project “Framework of Green Cities 2. Window 2. – Energy Efficiency in Public Buildings in Pristina This project, similar to the first phase of the project, aims to implement energy measures in municipal facilities in the capital.
– Approved the decision for the further consideration of the request for expropriation for the realization of projects for the protection and management of cultural heritage, conservation and investment for: Archaeological Site of Dresnik, Municipality of Klina. The Archaeological Site of Dresnik, with an extraordinary potential of historical discoveries, represents one of the assets of our cultural heritage, where we have taken concrete steps for its protection and promotion, through: financial support, professional scientific expertise and close cooperation with international partners. This project has been selected among 28 beneficiary projects from the Ambassador’s Fund for the Preservation of Cultural Heritage, where yesterday the Minister of Culture Çeku together with the Ambassador of the USA, Mr. Jeffrey Hovenier have signed the co-financing agreement.
– Completed and amended the decision on the classification of jobs in the public administration, which will enable the extension of the deadline for carrying out this process by public institutions in the Republic of Kosovo.
– Dismissed and appointed the Temporary Board in the company “Trepça”. The new Temporary Board has the following composition:
1. Rrezarta Pllana, chairperson;
2. Alban Krasniqi, member;
3. Merita Beqiri – Gashi, member;
4. Dragisha Krstovic – member.
– Allocated 1.3 million euros for the purpose of renovating the clinics of KKUK in the service of raising the quality of health services.
