The Government of the Republic of Kosovo held a regular meeting yesterday, in which there were:
– Approved the Draft Law for the Ratification of the Military Framework Agreement between the Government of the Republic of Kosovo and the Government of the Republic of Turkey, which is directly related to the objectives and priorities of the Government, because one of the priorities of the Government of the Republic of Kosovo is the field of defense and security. This agreement is also related to the bilateral cooperation between the Republic of Kosovo and partner countries.
– Approved the Draft Law for the Ratification of the Credit Agreement between the Republic of Kosovo and the European Bank for Reconstruction and Development for the Wastewater Treatment Project in Ferizaj. The main objective of this project is the construction of a new sewage treatment plant and the rehabilitation and expansion of the sewage network in Ferizaj and Kaçanik.
– Approved the Draft Law on the State Matriculation Examination, which aims to determine the status of the State Matriculation Examination in the education system of the Republic of Kosovo; Determining the content, conditions and way of organizing the state Matura examination and the rights of the candidates; Determination of the responsible structures and their powers for the organization of the state Matura exam. This Draft Law is of great importance in establishing a fair and safe process for the objective evaluation of the achievements of high school graduates.
– Approved the Draft Law on the Ratification of Amendment No. 1. of the Financial Agreement between the Republic of Kosovo and the European Union for the IPA 2020 Program. The purpose of amending this agreement is to postpone for two years the deadline for the implementation of the agreement, to ensure the successful implementation of the projects, which have undergone changes in implementation modalities.
– Approved the Regulation on the Coat of Arms and Seal of the Office of the Inspector General and Inspection Bodies as well as the Identification Document of the Inspectors of the Republic of Kosovo. The main issues addressed by this draft regulation are the form, content, equipment and method of use of the coat of arms and seal by the Office of the Inspector General and inspection bodies. During the drafting of this Draft Regulation, the best international practices, those of neighboring countries and the European Union, were consulted.
– Approved the Administrative Instruction for the Content of the Inspection Record. The main issues addressed by this Draft Administrative Instruction are the determination of norms for detailed information regarding the actions, findings and procedural decisions taken during the inspection.
– Approved the Administrative Instruction for the Prevention and Prohibition of Dangerous Forms of Child Labor in Kosovo, which defines the measures and actions required to be taken by the responsible institutions at the central and local level, as well as the responsibility of the relevant institutions regarding the prevention and prohibition of dangerous forms of child labor. This Administrative Instruction specifically categorizes jobs that are prohibited and dangerous for the normal development of children.
– Approved the National Program for European Integration (PKIE) 2024-2028. This program is the main national strategic document for the implementation of the SAA and other reforms for integration into the European Union. These reforms cover the areas of political criteria, economic criteria and European standards known as the chapters of the EU Acquis. The drafting of the Program has been led by the departments for European integration within the Office of the Prime Minister, as the main coordinating institution, in cooperation with the ministries and other institutions responsible for each chapter.
– Approved the Declaration of Medium-Term Government Priorities 2025-2027, which are presented specifically structured according to the pillars of the Strategy and the National Development Plan and according to the policy sectors also defined in the strategic framework.
– Allocated 4,000,000 million euros (four million euros) for subsidizing the construction of houses for members of minority communities in the municipalities: Northern Mitrovica, Zveçan, Leposaviq and Zubin Potok. After the public call of the Ministry of Local Government Administration for the construction of houses for members of non-majority communities, who are in a difficult social situation and with difficult living conditions, MLGA has made a request for the allocation of additional funds in the amount of 4 million euros, which will be used for the 100% subsidy of the construction of houses for our citizens in the four northern municipalities.
– Established the Inter-institutional Working Group, for the preparation of the participation of the Republic of Kosovo, in EXPO 2025/Osaka, in this composition:
1. Ministry of Foreign Affairs and Diaspora, chairman;
2. Ministry of Economy, member;
3. Ministry of Industry, Entrepreneurship and Trade, member;
4. Ministry of Culture, Youth and Sports, member;
5. Ministry of Environment, Spatial Planning and Infrastructure, member.
– Established the Road Traffic Safety Council, which creates policies related to road safety, coordination of all institutions dealing with road safety, in this composition:
1. Minister of the Ministry of Environment, Spatial Planning and Infrastructure, chairman;
2. Minister of the Ministry of Internal Affairs, member;
3. Minister of the Ministry of Justice, member;
4. Minister of the Ministry of Health – member;
5. Minister of the Ministry of Education, Science, Technology and Innovation, member;
6. Minister of the Ministry of Finance, Labor and Transfers, member;
7. General Director of Police, member;
8. Chairman of the Association of Municipalities, member; AND
9. Representative of the Prime Minister’s Office, member.
– Approved the Final Decision for additional expropriation in the public interest of the immovable properties of the owners and interest holders affected by the implementation of the Project: Construction of the Pristina-Gjilan-Dheu i Bardhë Highway, Banulë-Bresalc Segment, Cadastral Area: Zhegovc, Municipality Gjilan.
– Approved the Decision for the further consideration of the request for expropriation for public interest of the former social real estate E.g. “Progres” which is affected by the realization of the Project: “Construction of the Detention Center and Correctional Institution in Prizren” for the needs of the Ministry of Justice.
– Updated the State Strategic List for Dual-Use Goods.
– Approved the Strategic Plan for the Development of the Health Information System 2024-2030, which aims to further develop the health information system in Kosovo. Given the ongoing delays, we have treated this area with increased care by first enabling the comprehensive evaluation of the health information system, through the feasibility study, finalized at the end of last year, paves the way for our goals and strategic development orientation , functionalization and integration of the health information system.
– Approved the Concept-document for the Field of Civil Aviation. Through it, it is aimed to increase the safety of flights in civil aviation and the adequate regulation of air transport.
– Approved the Concept document for Plant Protection Products. This concept document envisages the creation of a framework of transparent, comprehensive and clear rules, based on good governance, and in accordance with international standards focused on long-term preventive measures for plant protection products.
– Approved the program for high sports performance “Super Sportsmen”, which aims at the sustainable support of the athletes of the Republic of Kosovo throughout their active career, focusing on athletes with high potential to achieve success in the international sports arena. Over the years, athletes have been the engine of building the positive image of Kosovo in the international arena. For this, for the first time, we have created a program that pays attention and supports athletes along their journey for results and successes.
In this meeting, the Government Cabinet was also informed about the Report on the evaluation of the legality of the acts of the municipal assemblies for the period January – December 2023, as well as about the Report on the Functioning of the Municipalities for the Year 2023.
