Prishtina, 26 July, 2023
The Government of the Republic of Kosovo held its next meeting in which:
– Approved the draft of the National Science Program 2023-2028, which was prepared by the Ministry of Education, Science, Technology and Innovation. The National Science Program 2023-2028 is a strategic document, which provides the vision for the development of the scientific research and innovation sector in Kosovo, the approach to solving problems and the orientation of strategic and budget policies for the period 2023-2028.
– Reallocated budget funds in the amount of €900,000.00 to the Ministry of Local Government Administration for the realization of 13 capital projects as follows:
1. Municipality of Han i Elez for the project “Regulation of the park around the Lepenc river” in the amount of €30,000.00
2. Municipality of Lipjan for the project “Regulation of the river bed in the village of Medvec” in the amount of €50,000.00
3. Municipality of Malisheva for the project “Regulation of the primary school yard in the village of Llazic” in the amount of €30,000.00
4. Municipality of Gjakova for the project “Renovation and equipment of the Community Center (preschool) in Ali Ibra-Gjakova” in the amount of €40,000.00
5. Municipality of Kamenica for the project “Green parking in the center of the city of Kamenica” in the amount of €60,000.00
6. Municipality of Suhareka for the project “Sustainable urban renewal – in the old quarter of the city – Lagja Hoxha” in the amount of €50,000.00
7. Municipality of Podujeva for the project “Expansion and adjustment of the bed of the Llap River and the Dumnica River with protective walls (gabions) L-860 m, in the amount of €85,000.00
8. Municipality of Rahovec for the project “Construction of Opterush, Retija, Dejne parks and the waste water collector in Ratkoc and Rahovec” in the amount of €50,000.00
9. Municipality of Deçan for the project “Construction of 4 bridges on the road leading to Roshkodol and the park in Isniq” in the amount of €85,000.00
10. Municipality of Gjilan for the project “Regeneration of the former parking lot by integrating green pockets – Urban Park in the municipality of Gjilan” in the amount of €90,000.00
11. Municipality of Fushë Kosovë for the project “Reconstruction of the road “Meshari-Second Phase” Fushë Kosovë in the amount of €70,000.00
12. Municipality of Shtime for the project “Expansion of the street and the sidewalk with lighting on the street “Shabani” in Vojnoc” in the amount of €95,000.00
13. Municipality of Peja for the project “Adventure tourism – value for sustainable development of Peja” in the amount of €165,000.00
– Approved the request of the Ministry of Local Government Administration, for the use without compensation of the properties requested by the Municipality of Ferizaj, managed by the Forestry Agency of Kosovo for the regulation of the “Kodra e Sherretëve” park.
– Approved the request of the Ministry of Local Government Administration, for putting into use within a period of fifteen (15) years the properties requested by the Municipality of Dragash, managed by the Forestry Agency of Kosovo for the construction of the inert landfill within the IPA project.
– Reallocated financial resources to the Ministry of Regional Development for 3 capital projects in the Municipality in the amount of €160,000.00 (one hundred and sixty thousand euros) as follows:
1. “Asphalting of the road to the city stadium with accompanying infrastructure in the Municipality of Dragash” – Municipality of Dragash in the amount of €60,000.00;
2. “Adventure Park” – Municipality of Kamenica in the amount of €50,000.00;
3. “Adjustment of walking, cycling and public lighting paths on Ferizaj street” – Municipality of Shtime in the amount of €50,000.00;
– Approved the final decision for expropriation in the public interest of immovable properties which are affected by the implementation of the Project: “Construction of the Administrative Building” for the needs of the Kosovo Tax Administration and Kosovo Customs
– Approved the decision for the further consideration of the request for expropriation in the public interest of the former social property “Balkan” Damper Unit, (former Camp “Casablanca”) for the needs of the Ministry of Defense and the Kosovo Security Force. Since Dumper is the main asset of the Balkan Factory and the workers of the Balkans have been waiting for years for the return of the debt owed to them by the state institutions, finally through this action of the Government, their rights will be compensated.
– Approved the drafting of the Program for Economic Reforms 2024-2026. The Government of the Republic of Kosovo prepares the Program for Economic Reforms 2024-2026, as part of the dialogue between the EU and the Republic of Kosovo in the framework of economic governance.
– Amended and supplemented Government Decision No. 03/13 of March 27, 2008, according to which the situations are specified when it is possible to allow the continuation of the university teacher’s engagement until the end of the academic year at a public university.
– Established the National Commission for Refugees in this composition:
1. Naim Shala, Ministry of Internal Affairs – chairman;
2. Arbnore Gjinovci, Ministry of Labor and Social Welfare – deputy chairperson;
3. Erdon Arifaj, Ministry of Internal Affairs, ARC – member;
4. Agron Gashi, Office of the Prime Minister – member;
5. Haxhi Krasniqi, Ministry of Local Government Administration – member;
6. Ruzhdi Osmani, Ministry of Justice – member;
7. Afërdita Hoxha, Ministry of Health – member.
– Amended and supplemented the decision to amend and supplement Government Decision No. 01/64, dated February 25, 2022 “On the implementation by the Republic of Kosovo of the decisions of the Council of the European Union and the United States of America, to impose sanctions on the Russian Federation and Belarus, in relation to the situation in Ukraine”, in accordance with the new restrictive measures of the European Union, against the Russian Federation, as well as against individuals and entities connected or responsible for actions that undermine and threaten the territorial integrity, sovereignty and independence of Ukraine.
– Concept document approved for the Chamber of Commerce of Kosovo. This concept document regulates the legal framework for the drafting of the new Law on the Chamber of Commerce of Kosovo, which enables the improvement of the business environment, as well as the development of competitiveness in the private sector.
– Approved Concept-document for Civil Servants in the Administration of Courts and Prosecutions. This initiative is part of the legal reform package for strengthening the rule of law in Kosovo, which is reflected in the Joint Declaration of Commitments and is intended to be implemented by the signatory institutions: the Ministry of Justice, the Judicial Council of Kosovo, the Prosecution Council of Kosovo, The Supreme Court and the Chief State Prosecutor.
– Approved the Concept document for the Field of Nature Protection. This concept document aims to verify the difficulties in implementing the legal provisions of the Law on Nature Protection. The Concept-Document also analyzes the legal problems and shortcomings of the current law with some other laws, as well as analyzing the transposition of the European Union Directives.
– Approved Concept-document for the Water Field. Care and vision in the use of water resources should be increased, especially in our country, considering the limited resources we have. Through this Concept Document, we pave the way for the creation of two laws, namely the Water Law and the Water Financing Law.
– Approved the six-month Budget Report for the year 2023. According to the Report, the total receipts during this six-month period were in the amount of 1,330.44 million euros and represent 39% of the overall planned annual receipts, while compared to the realization of the six-month period of the previous year, we have an increase of 11%. While the expenses – during the six months of 2023, reached the amount of 1,154.37 million euros and represent 34% of the annual plan for expenses, while compared to the realization of the six months of the previous year, we have an increase of 115.91 million euros or 11%.
– Approved the Re-Approval of the Annual Financial Report for 2022. The Re-Approved Report will be forwarded to the Assembly of Kosovo in accordance with the requirements of Article 46 of Law 03/L-048 on the Management of Public Finances and Responsibilities
– Approved the proposal of the Ministry of Health for the composition of the Management Board of the Health Insurance Fund.
