The 151st Meeting of the Government of Republic of Kosovo

The Government of Kosovo held a regular meeting in which:

• It approved the draft lawn for Climate Change. For the first time, as a Government, we are introducing the Draft law on Climate Change, which aims to provide the regulatory and scientific basis for concrete plans and investments in response to climate change and the reduction of greenhouse gas emissions.

• It approved the Draft law on Ratification of The initiative for negotiation of the Credit Agreement between the Republic of Kosovo, represented by the Ministry of Labour, Finance and Transfers and the European Bank for Reconstruction and Development for the “Rehabilitation of Railway Line 10” Project. The ratification of this agreement will enable the renovation of Railway Line 10 B, which runs from Hani i Elezit to Leshak. This line will be compliant with European Union standards, allowing operations up to 100 km/h on most sections of the railway line. The implementation of this project is estimated to be 250,000,000.00 euros (two hundred and fifty million euros).

• It established the Coordination Group for the Accession of the Republic of Kosovo to the International Organization “Council of Europe”. Coordination Group for the Accession of the Republic of Kosovo to the international organization, the Council of Europe, will have the following composition:

1. Mr. Kreshnik Ahmeti, Deputy Minister of Foreign Affairs and Diaspora, Chairperson;
2. Representative from the Office of Deputy Prime Minister, Member;
3. Representative from the Ministry of Justice, Member;
4. Representative from the Ministry for Communities and Return, Member;
5. Representative from the Ministry of Finance Labor and Transfers the Internal, Member;
6. Representative from the Office for Good Governance, Member;
7. Representative from the Agency for Gender Equality, Member;
8. Mr. Kushtrim Istrefi – Professor, Member;

According to the decision, the Office of the President, Parliament, Constitutional Court, Ombudsman and their representatives are invited to participate in this Coordination Group for the membership of the Republic of Kosovo in the Council of Europe. The chairman, as needed, can also invite representatives of other institutions, to meetings of the Coordination Group. The Chairperson may also propose the engagement of external experts to assist the Coordination Group in a professional capacity, in the context of the process of the Republic of Kosovo’s membership to the Council of Europe.

• He has appointed the Admission Commission for State Administration Institutions for the “Education Specialist” Group, Group No. 49, consisting of the following:

1. Zade Kuqi – Senior Official for Job Description and Classification Policies at DMPO/MIA, Chairperson;
2. Besa Bytyqi, Head of Division for Communication with the Public/MEST, Member;
3. Leonita Shabani, Director of Department for European Integration and Policy Coordination/ME, Member;
4. Vigan Berisha, Head of Human Resources Management Unit/MFAD, Member;
5. Adelina Hajrullahu, Faculty of Education, University of Pristina “Hasan Prishtina”, Member.

Whereas, the composition of the substitute members of the Commission is:

1. Minire Gjokaj, Officer of Administration of the Human Resources Information Management System at DMPO/MIA;
2. Valbona Fetiu Mjeku, Head of Division for Education Standards and Vocational Training and Quality Assurance/MESTI;
3. Fazile Bekteshi, Head of Division for Drafting and Harmonization of Legislation/ME;
4. Taibe Selmani, Head of Budget and Finance Division/MCYS;
5. Fitim Humolli, Faculty of Natural Math Sciences, University of Prishtina “Hasan Prishtina”.

This Admission Commission for state administration institutions for the Education Specialist Group, the appointed Group No. 49 made under point 1 of this Decision, has a mandate of two (2) years.

Appointing the Admission Commission for State Administration Institutions for the Specialized Expert Group for Inspection, in this composition:
1. Selami Osmani, High Official for Training and Development Policies at DMPO/MIA, Chairperson.
2. Imer Hakaj, Director of the Cultural Heritage Inspectorate/MCYS, Member;
3. Dijana Dushullovci – Haziri, Head of Inspection Division/ASAK, Member;
4. Dafina Gashi, HR Manager at the Forestry Agency of Kosovo/MAFRD, Member;
5. Skender Loshi, Specialized Organization ”SH Architeture” SH.P.K.

The composition of the substitute members of the Commission.

1. Minire Gjokaj, Officer of Administration of the Human Resources Information Management System at DMPO/MIA;
2. Shpresa Mekaj, Director of the Department for Development Policy/ASAK;
3. Habibe Qovanaj, Head of the Division for Cooperation/ASAK;
4. Fatmir Kabashi, Head of the Division for European Integration and Policy Coordination/MCYS;
5. Edlira Qefalija, “AAB College” Member.

Appointing the Admission Commission for State Administration Institutions for the Specialized General Expert Group for Cultural Heritage, in this composition:

1. Shqipe Abdullahu – Salary Policy Officer at DMPO/MIA, Chairperson;
2. Merita Augustini, Head of the Division for Architectural and Archaeological Heritage/MCYS, Member;
3. Imer Hakaj, Director of the Cultural Heritage Inspectorate/MCYS, Member;
4. Taibe Selmani, Head of Budget and Finance Division/MCYS, Member;
5. Artnet Haskuka, Specialized Organization “Pro-Planning – Kosovar Center for Urban Research”, Member.

The composition of substitute members of the Commission is:

1. Selami Osmani, High Official for Training and Development Policies at DMPO/MIA;
2. Vedat Jashari, Head of the Division for Youth Policy Development/MCYS
3. Skurtë Kadriu, Head of the Culture Promotion Division/MCYS;
4. Brikena Mulliqi, Director of Department for European Integration and Policy Coordination/MCYS;
5. Mentor Hasani, “Hasan Prishtina” University, Faculty of Philosophy

The Admission Commission for State Administration Institutions for the Specialized General Expert Group for Cultural, Group No. 20 appointedas per point 1 of this Decision, has a mandate of two (2) years.

Appointing the Admission Commission for State Administration Institutions for the Specialized Expert Group for Inspection, in this composition:

1. Selvete Gjonbalaj, High Officer of Administration of the HR Information Management System at DMPO/MIA, Chairperson;
2. Arton Çerkini, Head of the Regional Coordination Division in Ferizaj/IP, Member;
3. Jehona Murati-Dugolli, HR Manager at the Agency for the Development of Agriculture/MAFRD, Member;
4. Riza Fazliu, Head of Education Inspectorate Sector (SIA) in Gjilan, Member;
5. Genc Hundozi, Specialized Organization “Infrakos”, Member.

The composition of substitute members of the Commission is:

1.1 Minire Gjokaj, Officer of Administration of the Human Resources Information Management System at DMPO/MIA;
1.2 Nexhmije Selimi, Director of Department for Finance and General Services /LI;
2.3 Bedri Zyberaj, Director of Department for NGOs/MIA;
2.4 Fadil Kelmendi, Head of Education Inspectorate Sector (EIS) in Gjilan;
2.5 Albana Berisha-Qehaja, University of Prishtina “Hasan Prishtina”

The Admissions Commission for State Administration Institutions for the General Inspectorate Group, appointed according to this Decision, shall have a mandate depending on the duration of the Group defined the Ministry responsible for public administration, but not exceeding two (2) years.

• Two Decisions approved for further consideration of requests for expropriation in the public interest of immovable properties which impacted by implementation of the Project: The extension of Regional Road, R 115 Prizren-Prevalle Cadastral Zone: Gornje Selle, Prizren Municipality and decision on request for expropriation for public interest of immovable properties which are affected by the implementation of the Project: Extension of Regional Road, R 115 Doganaj-Shterpce, Cadastral Zone: Viqe and Drekoc, Shterpce Municipality.

• Approved two Initiatives for the connection of Cooperation Agreement between the Government of the Republic of Kosovo and the Government of the Republic of Turkey for Cooperation in Military Training, Technology and Science and the Agreement between the Government of the Republic of Kosovo, represented by the Ministry of Defense and the General HQ of the Republic of Turkey for Cooperation in Military Training,

• Appointed to the position of General Secretary in the Ministry of Justice, Mrs. Anita Kalanderi for a four-year term.

• Approved the Draft Law on amending and supplementing the Law on Prosecutor’s Council. This Draft Law is one of the main substantial laws which enables the reform of the prosecutorial system. It aims to change the composition of the Prosecutor’s Council in terms of achieving a balance between prosecutor and non-prosecutor members, eliminating corporatism, influences from various factors, and also dismantling interest groups.

• Approved Program for Agriculture and Rural Development 2023-2027, aiming to modernize and adapt agriculture in our country in line with overall development and the development of our market.
