The 130th meeting of the Government

The Government of Kosovo held its 130th meeting in a row, in which:
– The draft law on the Organization of the Market for Agricultural Products was approved, which creates a suitable, competitive and stable environment for the organization of the agricultural products market.
– 1,680,000 Euros (one million six hundred and eighty thousand euros) were reallocated for the realization of fourteen capital projects in accordance with the Agreements of Understanding for capital projects signed by the minister of MRD and the mayors of the municipalities as follows:

• Rregulating of the park and paths for pedestrians and cyclists in the park of Drenas in the municipality of Drenas;
• Recreational complex in Çabrat – municipality of Gjakova;
• “Cult Center” – Municipality of Gjilan;
• Educational and recreational center – municipality of Graçanica;
• Construction of the bridge that connects the municipality of Junik with Eco villages in Gjocaj and Jasiq in the municipality of Junik;
• Construction of road lighting in the villages of Vërboc and Mogill;
• Rehabilitation of the infrastructure in the area of the historical cultural center in the village of Janjevë;
• Construction of the Mirusha Park in the municipality of Malisheva;
• Construction and asphalting of Mamushë-Opterushë road;
• The panoramic balcony of the city and the walking path in the municipality of South Mitrovica;
• Construction of infrastructure for cyclists in the municipality of Ranilluk;
• Rregulating the bed of the Klina river in the villages of Klinë e Poshtme- Kuqicë in the municipality of Skenderaj;
• Construction of pedestrian crossings with lighting in the municipality of Partesh;
• Construction of the Bus Station in the municipality of Podujeva.

– The decision was approved to ask the President of the Republic of Kosovo to grant authorization to the first Deputy Prime Minister for European Integration, Development and Dialogue, Mr. Besnik Bislimi, for signing the Financial Agreement for IPA 2022 between the Republic of Kosovo and the European Union.
– The Concept-document for Agricultural Crops and Warehouse Bills was approved, which analyzes and concludes that Kosovo does not have a legal basis for agricultural crop invoices and warehouses, and therefore recommends that a Law be drawn up and approved that would regulate this sector specifically in order to further develop the agriculture sector and to provide more incentive to farmers and their access to finance, it is necessary to regulate the Agricultural Crop Bills and Warehouse Papers.
– The structure for drafting the Anti-Corruption Strategy was established, which will consist of the Ministerial Commission, the Coordinator and the Working Group. The Ministerial Commission will have the following composition:
1. Hekuran Murati, Minister of Finance, Labor and Transfers, chairman;
2. Albulena Haxhiu, Minister of Justice;
3. Xelal Sveçla, Minister of Internal Affairs;
4. Artane Rizvanolli, Minister of Economy.

The working group for the drafting of the Strategy consists of:
1. Office for Strategic Planning in the Office of the Prime Minister, head;
2. Ministry of Internal Affairs, member;
3. Ministry of Justice, member;
4. Ministry of Local Government Administration, member;
5. Ministry of Finance, Labor and Transfers, member;
6. Ministry of Education, Science, Technology and Innovation, member;
7. Ministry of Economy, member;
8. Ministry of Environment, Spatial Planning and Infrastructure, member;
9. Ministry of Health, member;
10. Ministry of Agriculture, Forestry and Rural Development, member.

– – The Commission for the Charter for Green and Sustainable Municipality was also established in this composition:
1. Elbert Krasniqi, Minister of Local Government Administration, chairman;
2. Hekuran Murati, Minister of Finance, Labor and Transfers, member;
3. Faton Peci, Minister of Agriculture, Forestry and Rural Development, member;
4. Artane Rizvanolli, Minister of Economy, member;
5. Liburn Aliu, Minister of Environment, Spatial Planning and Infrastructure, member;
6. Rozeta Hajdari, Minister of Industry, Entrepreneurship and Trade, member;
7. Arben Vitia, Minister of Health, member.

– – Venera Qerkini was appointed executive director in the Agency for Agricultural Development, within the Ministry of Agriculture, Forestry and Rural Development, for a term of four (4) years.

– – The request for borrowing up to 20 million euros for “Trepça” Sh.A was approved in principle for the purpose of capital investments in mining and flotation. The development of public enterprises is essential for the development of the country’s economy.

– – The decision authorizing the Minister of Finance, Labor and Transfers to approve transfers from the “Unforeseen Expenses” program to any other subprogram according to the Law on Budget Appropriations for the Budget of the Republic of Kosovo for 2023, for individual amounts, requested up to the value of forty thousand (40,000) euros was also approved.
– – The government cabinet was informed about the implementation of the National Program for the Implementation of the Stabilization and Association Agreement (PKMZSA) 2022-2026, during the year 2022. According to the presented report, last year is considered one of the most dynamic years of implementation of the measures of the PKMZSA since the beginning of the implementation of this Program.
– – The Commission for Verification of Diplomas of Students of the University of North Mitrovica was appointed in this composition:

1. Elizabeth Katherine Gowing – External Adviser to the Prime Minister on Communities
2. Arben Shamolli from the Ministry of Education, Science, Technology and Innovation and
3. Mimoza Jashari, from the Minister of Education, Science, Technology and Innovation.

The commission will be responsible for drafting and approving the rules of the procedure, which include, but are not limited to, the application procedure, the assignment of criteria and their evaluation, in order to verify the diplomas, according to the mandate of the commission. These rules will not be valid for longer than six months.
