Prime Minister Kurti at the official launch of the Legislation Drafting System: Digitization, one of the main pillars of our governance plan

“Digitalization is one of the main pillars of our governance plan, therefore we are pledged to increase the efficiency and transparency of public administration and thus also of the government services”, declared Prime Minister of the Republic of Kosovo, Albin Kurti, at the official launch ceremony of the Legislation Drafting System (LDS), organized by the Legal Office of Prime Minister’s Office.

Evaluating this as an important achievement in the context of digital transformation, the Prime Minister said that digitalization, which is closely related to public administration reform and modernization, will create electronic services centered on the citizen.

“In order to strengthen the access to justice for the citizen, we must talk about the digitalization of all the services of the justice system, emphasizing those of courts and prosecutor’s offices. Electronic access to case files, the appointment of court hearings, the reason for postponement of hearings, court decisions, will increase the transparency and accountability that is so necessary within the current justice system in our country”, said Prime Minister Kurti.

Furthermore, he said that the system that was inaugurated today will influence the increase of inter-institutional cooperation and coordination and will ensure inclusiveness during the process of preparing the legislation. Having real-time statistics and data on the current status of draft laws or draft bylaws, our institutions will be able to act more efficiently in the implementation of the legislative plan.

LDS system provides statistics for the legislative plan for the general public and in this way helps to increase transparency and accountability in governance.

Likewise, LDS system offers innovative solutions for the digitization of the entire cycle of drafting primary and secondary legislation, from the inclusion phase in the legislative plan to their approval by the responsible government bodies. Through this system, the drafting of compatibility tables and the opinion of compatibility with the Acquis is digitized – which helps and makes the process of aligning local legislation with that of the European Union more efficient.

Digitization, is one of the main pillars of our governance plan. We are committed in increasing the efficiency and transparency of public administration and thus of government services. I am glad that today we are launching the Legislation Drafting System (LDS), also as an important achievement within the digital transformation.

With digitalization, which is closely related to public administration reform and modernization, electronic services will be created that have the citizen at the center.

And in order to strengthen the access to justice for the citizen, we must talk about the digitalization of all the services of the justice system, emphasizing those of courts and prosecutor’s offices. In September, the government approved the new program for the prevention and reduction of the administrative burden. This program, together with the public administration reform strategy – which has already been finalized, and the e-government strategy – which is being drafted – will provide the strategic framework for digitization in government.

In parallel with the strategic approach, we are continuously working on the digitization of some of the key and most used services for citizens and our businesses. After the launch of electronic payments for government services, digitized civil status certificates and the digitization of some steps for the continuation of vehicle registration, two weeks ago we also launched the digitized assets certificate.

An important initiative that we have recently started is the pilot project which will create the connection between citizens and addresses. This initiative will help improve the quality of existing services, but also the creation of new services, not only in the public sector.

Beyond the digitization of services for citizens and businesses, for the increase in the quality and efficiency of governance, the digitization of the internal processes of the government is equally important, that is, here at us. Not only what we offer to the citizens, but also how we do with ourselves. One of the key internal processes is precisely that of drafting legislation.

Likewise, LDS system which we are launching today, offers innovative solutions for the digitization of the entire cycle of drafting primary and secondary legislation, from the inclusion phase in the legislative plan to their approval by the responsible government bodies.
