188th meeting of the Government of the Republic of Kosovo

The Government of the Republic of Kosovo held its 188th meeting in which there were:

– Approved the Draft Law on the Ratification of the Agreement between the Republic of Kosovo and the European Union for the participation of Kosovo in the European Union Program “Justice”. Through this Agreement, funds and projects will be provided to Kosovo in order to support judicial cooperation in civil and criminal matters. Cooperation through information technology in justice, training for judges and other legal practitioners and efficiency in justice institutions for citizens and businesses will be increased.

– Approved the Draft Law on the Administrative Court, through which the Administrative Court will be established for the first time, specialized for administrative and labor disputes.

– Approved the Draft Law for the Ratification of the Co-financing Agreement for the Drafting of the Project for the Construction of the Tunnel on the Tetovë – Prizren Road. The purpose of this agreement is to define the procedures and share the costs between the parties for financing the design of the project for the construction of the tunnel on the road Tetovë – Prizren. This is for the purpose of implementing the Memorandum of Cooperation, signed between the two governments.

– Approved the final decision for public interest expropriation of immovable properties which are affected by the realization of the Project: Protection and Management of Cultural Heritage, Conservation and Investment in the “Archaeological Site Municipium Ulpiana – Justiniana Secunda” part of the heritage under permanent protection.

– Approved the final decision for public interest expropriation of real estate affected by the implementation of the Project: Widening of the National Road N9 Kijevo-Zahaq, Kijevo-Dollc Segment. The National Road N9 Kijevo-Zahaq, segment Kijevo-Dollc, is divided into 4 lots, with a total length of 12.8 km and a planned budget of 32 million euros.

– Approved the preliminary decision for additional expropriation in the public interest of immovable properties which are affected by the realization of the Project: Construction of the Prishtina-Gjilan-Dheu i Bardhë Highway, Banulë-Bresallc Segment.

– Approved the request of the Ministry of Culture, Youth and Sports for taking into use the property in the Gënçar Cadastral Zone, Prizren Municipality, managed by the Forestry Agency of Kosovo. The project of restoration interventions in the Hydroelectric Power Plant in Prizren, a monument of cultural heritage, has been developed in cooperation with international partners, and now the Ministry of Culture is taking steps for its full functionalization, so that the monument in question is accessible to all citizens.

– Approved the proposal of the Ministry of Justice to put into use the confiscated apartment with an area of 100 m2 with the all-powerful Judgment from the Basic Court in Prishtina, with the aim of providing shelter to the victim of trafficking and rape and her family, known as “the case of the 11-year-old”.

– Approved the decision to ask the President of the Republic of Kosovo to grant authorization to the First Deputy Prime Minister for European Integration, Development and Dialogue, Besnik Bislimi, to sign Amendment No. 1 of the Financial Agreement between the Republic of Kosovo and the European Union for the IPA 2020 Program.

– Approved the initiative for the conclusion of the Agreement for Mutual Legal Assistance in Criminal Matters between the Government of the Republic of Kosovo and the Government of Montenegro. According to the agreement, the parties provide each other with mutual legal assistance in criminal matters, under the conditions and in the manner provided for in this Agreement. Legal aid is provided by the judicial authorities and other authorities of the parties that are competent to deal with criminal cases according to local legislation.

– Approved the initiative for the conclusion of the Agreement for Mutual Implementation of Court Decisions in Criminal Matters between the Government of the Republic of Kosovo and the Government of Montenegro. In the spirit of deepening our friendship with the countries of the region, the Ministry of Justice has initiated this agreement, which aims to mutually implement court decisions in criminal cases pronounced by the court of one party against a citizen of the other party.

– Approved the initiative for the conclusion of the Extradition Agreement between the Government of the Republic of Kosovo and the Government of Montenegro. According to the Agreement, the parties undertake to mutually extradite persons who are being prosecuted for a criminal offense, or who are wanted for the execution of a prison sentence or other measures with deprivation of liberty, through a final judgment of the judicial authorities of the requesting state.

– Approved the initiative for the conclusion of the Memorandum of Understanding for mutual recognition and conversion of driver’s licenses between the Government of the Republic of Kosovo and the United Arab Emirates. The Parties shall recognize valid driver’s licenses issued by the other Party for all non-resident nationals, provided that the driver’s license holder meets unspecified minimum age requirements for the various categories of driver’s license. So, this initiative aims to facilitate road traffic for citizens of Kosovo and the United Arab Emirates, enabling the recognition and conversion of driver’s licenses.

– Approved the initiative for the conclusion of the Grant Agreement between the Republic of Kosovo represented by the Ministry of Finance, Labor and Transfers and the International Bank for Reconstruction and Development for the project “Program-Encouragement and Promotion of Opportunities for Water Security”. The agreement is aimed at strengthening the national planning capacities for investments in water resources, improving information services for water management, as well as improving the operation and safety of dams.

– Approved the Strategy of the Intelligent Transport System (SIT) in Kosovo for the years 2024-2030. This Strategy aims to establish this system in the TEN-T road and railway network of the Republic of Kosovo. This is essential for improving safety, mobility and increasing efficiency in the transport system. At the same time, it will have an impact on the economic development of Kosovo, on the social well-being of the citizens and the protection of the environment.

– Approved the Concept document for Seeds. For sustainable linkages between farmers, processors and retailers, this concept paper describes the existing policies and legal framework of the state institutions responsible for implementation. It has been used to identify the problems in the issues that have hindered the correct management of seeds, with special emphasis on the shortcomings of the legal framework in force.

– 45,000 euros allocated for the Vienna Economic Forum in order to promote the country.

– 500 thousand euros allocated for the financing of the “Social Housing Program” project. This project represents one of the most important points of the government program aimed at guaranteeing dignified and affordable accommodation for vulnerable families.

During this meeting, the government cabinet was informed about the implementation of the National Program for European Integration during the year 2023 and about the achievements in the implementation of the second phase of the political priorities agreed between the European Union and the Republic of Kosovo – Agenda for European Reforms (ERA II).
