Prishtina, 22 November, 2023
The Government of the Republic of Kosovo held its next meeting in which:
1. Approved the Draft Law on Civil Status. This law aims to define and regulate the system for registration and evidence of civil status acts and components. With this draft law, the system of civil status, the registration and determination of legal facts, as well as the issuance of documents, will be advanced.
2. Approved the Draft Law on Letter Notification. The main issue addressed in this Draft Law is the filling of the legal gaps in the current Law on Letter Notification. It will regulate the procedure for issuing the identity card, the competent body, but also the conditions for the use of the identity card and the obligations of our citizens in relation to the law.
3. Approved the Youth Bill. It constitutes the first reform of the legal infrastructure in the field of youth. As such, it aims to regulate the field of youth at an inter-institutional and inter-sectorial level, placing youth at the center of state priorities, with the aim of advancing comprehensive and equal participation in the decision-making process, as well as improving the quality of life of young people and their social status.
4. Approved the Draft Law on the Register of Beneficial Owners, which aims to publish information on the last beneficiaries of a commercial company, thus being an important tool in the fight against corruption and money laundering. Above all, it will show exactly who benefits from public money allocated through public procurement, and thus increase transparency and accountability to the citizen.
5. Approved the Draft Law on Expropriation of Immovable Property, through which, among other things, the rules and conditions are determined according to which the Government or a Municipality expropriated property rights or other rights in immovable property for the realization of public interest.
6. Approved the Draft Law for the ratification of the Agreement on Social Security between the Republic of Kosovo and the Kingdom of the Netherlands. This agreement provides citizens of both countries with mutual recognition of social security contributions for the benefit of pensions. The agreement addresses the issue of old-age pensions, verification of social assistance, exchange of information and mutual assistance.
7. Approved the Regulation for the Operation and Work of the Center for Housing, Protection and Rehabilitation of Victims of Human Trafficking at Medium and High Risk Levels, which regulates the entire procedure from the moment of accepting the victim, until leaving the Center, as well as providing medical, legal and psychological assistance.
8. Allocated budget funds in the amount of 47,356.00 Euros for financial support of the Global Community Engagement and Resilience Fund (GCERF), payment for the commitment as a one-time contribution to the fight against global violent extremism.
9. Approved the Preliminary decision for expropriation for public interest of immovable properties which are affected by the realization of the Project: Expansion of the National Road N9 Kijevo-Zahaq, Segment Kijevo-Dollc.
10. Approved the preliminary decision for the public interest expropriation of immovable properties which are affected by the realization of the Project: Protection and Management of Cultural Heritage, Conservation and Investment in the “Ulpiana Archeological Site”.
11. Approved the preliminary decision for the expropriation in the public interest of the immovable properties that are affected by the realization of the Project: Construction of the Prizren-Border Road with North Macedonia (Tetovo) the segment of Struzhë- Entrance to the “Ibrahim Rugova” Highway in Prizren-South.
12. Approved the Concept-document in the field of Railways. This Concept Document aims to modernize the railway network and integrate it into the Trans-European Railway Transport Network, increase the quality of services, access to them, safer transport, cleaner environment, and increased safety according to EU standards. . The concept document recommends supplementing and amending the Law on Kosovo’s railways and the drafting of a new Law on railway safety.
13. Completing and amending the decision on the completion and amendment of decision No. 02/30 of May 12, 2020, of the Government of the Republic of Kosovo.
14. Completed and amended the decision to supplement-amend decision No. 28/99 of September 30, 2022 and decision No. 10/156 dated August 23, 2023 of the Government of the Republic of Kosovo. In this case, the census of the population should be postponed to the beginning of April, in order to apply the principles of EUROSTAT and to give the opportunity to the new management to show efficiency in the performance of responsibilities.
15. Approved the decision on the distribution of budget allocation savings for 2023 in the amount of 71 million euros;
16. Allocate one (1) million euros for subsidizing the construction of houses in the four northern municipalities;
17. Allocation of five (5) million euros in order to mitigate the immediate socio-economic impact of the energy crisis and for the implementation of Measure 1 of the plan with the European Union for the Energy Package.
