Prishtina, 13 September, 2023
The Government of the Republic of Kosovo held its regular meeting, the 159th in a row, in which there were:
– Approved the Draft Law on Social and Family Services. Along with a more rigorous inspection system, this draft law ensures quality, effective and fast services for victims of violence, children, young people and the elderly, who need these services. Also, it provides a system whose main focus is the early identification of cases and their prevention.
– Approved the Draft Law on Bankruptcy, which regulates and defines all issues related to bankruptcy. It is expected to have a great positive impact on economic development, investments, legal security for capital owners; as well as the possibility of reorganization of economic entities.
– Approved the Draft Law on the Ratification of the International Agreement between the Republic of Kosovo and the European Union for Kosovo’s Participation in the “Single Market Program”. This program is one of the largest support programs that the European Union has and as such aims to strengthen the supervision of the internal market, improve the competitiveness of the industry, protect the consumer, and improve the financial sector and statistics.
– Approved the Ex-Post Evaluation Report of Law No. 05/L 021 on Protection from Discrimination. The evaluation report has recommended to strengthen the institutional capacities responsible for the implementation of the law, to improve the coordination between institutions for the proper implementation of the law, to raise the awareness of citizens regarding the law, to raise the professional capacity of judges, prosecutors, professional associates and lawyers regarding with the proper implementation of the law and to treat with priority the lawsuits related to the protection against discrimination.
– Established the Council for the Development of Industry, which aims to develop dialogue between the government level and the private industrial sectors, with the following composition:
1. Minister of the Ministry of Industry, Entrepreneurship and Trade; leading
2. Representative of the Department of Industry in MINT – member,
3. Representatives from the CHURCH, MINT- member,
4. Representative from the Office for Strategic Planning, OPM – member,
5. Representative from the Department for Economy and Trade – member,
6. Representative from the University of Pristina, the Faculty that interacts with the industry sectors – member.
7. Representative from the Department for economic and fiscal policies – member,
8. Representative from the Department for Work and Employment, MFPT – member,
9. Representative from the Department of Mines – member,
10. Representative from the Department for Vocational Training – member,
11. Representative from the Department for Economic analysis and Agricultural statistics, – member
12. Representative from the Department for Environmental and Water Protection, – member
13. Representative from the Department for Diaspora, – member,
14. Representative from the Department for Sustainable Municipal Development – member,
15. Representative from the Chamber of Commerce of Kosovo – member,
16. Representatives from industrial associations – member,
17. Representatives from NGOs, representatives of women in business – member.
– Allocated 500,000 euros in financial support for families affected by the earthquake in Turkey.
– Approved the Preliminary decision for public interest expropriation of immovable properties, which are affected by the implementation of the Project: Regional Road Extension, Prizren- Prevalle.
– Approved the Preliminary decision for expropriation in the public interest of immovable properties, which are affected by the implementation of the Project: Expansion of the Regional Road, Doganaj- Shtërpcë.
– Approved the Preliminary decision for expropriation for public interest of the real estate, former social “Balkan” Damper Unit, for the needs of the Ministry of Defense and the Kosovo Security Force.
– Approved the decision for the further consideration of the request of the Municipality of Prizren for expropriation in the public interest of the real estate of the former “Progres” society for the realization of the Project: “Prizren City Cemetery”.
– Approved the decision for the further consideration of the request of the Municipality of Rahovec for expropriation for public interest of the immovable property, former company, “Jugopetroll” for the realization of the Project: “Construction of the Central Square of the City”.
– Approved the decision for further consideration of the request for expropriation in the public interest for the realization of four (4) projects: Reconstruction and expansion of the “Sanitary Landfill” in Landovicë for the region of Prizren, Reconstruction and expansion of the “Sanitary Landfill” in Velekinca, for the region of Gjilan, Construction of the “New Sanitary Landfill” for the region of Pristina, Rehabilitation, closure and construction of the transfer station of the “Sanitary Landfill” in Lower Dumnica for the region of Podujeva.
– Appointed Admission Commission for State Administration Institutions for Group No. 4, Economics Specialist. The commission consists of senior officials and managers of the state administration, responsible for the evaluation of candidates in the competition procedure in state administration institutions.
– Approved the initiative for the conclusion of the Extradition Agreement between the Government of the Republic of Kosovo and the Government of the Kingdom of Sweden. The Republic of Kosovo has managed to advance its position in international relations with high standards of democracy and a high level of the rule of law, so in this line now the Kingdom of Sweden has agreed to further advance cooperation in the field of extraditions between Our Republic and the Kingdom of Sweden.
– Approved the initiative for the conclusion of the Agreement for the Transfer of Convicted Persons between the Government of the Republic of Kosovo and the Government of the Kingdom of Sweden. In the spirit of deepening our friendship with international partners, this initiative has also been proposed for approval with the Government of the Kingdom of Sweden in the field of criminal law and social rehabilitation of convicted persons.
– Approved the initiative for the conclusion of the Agreement for Mutual Legal Assistance in Criminal Matters between the Government of the Republic of Kosovo and the Government of the Kingdom of Sweden.
– Approved the Concept-document for the Field of Air Navigation Services. This concept document aims to create the appropriate legal infrastructure for the development of the air navigation service provider until the preparation for the full control of the airspace of the Republic of Kosovo
– Granted use without compensation of the properties requested by the Municipality of Fushë Kosova for the properties managed and owned by the Republic of Kosovo for the construction of the Professional Unit Facility for Firefighting and Rescue within the Agency for Emergency Management.
– Granted use without compensation of the properties requested by the Municipality of Hani i Elez for the property managed and owned by the Republic of Kosovo. Based on the Municipal Development Plan 2010-2025 of the municipality of Hani i Elezit, these properties will be used for the construction of space for administration and for the city park.
– 4,200 euros allocated to cover the costs of transporting the corpse of the Argentinian citizen, who died in Pristina, from Pristina to Buenos Aires.
– Approved the initiative for the conclusion of the Agreement between Kosovo and Austria in the field of social security. This agreement enables the recognition of work experience in both Republics, Kosovo and Austria, in both of them it is considered work experience, which is then counted in retirement, so the contribution periods are combined. It enables citizens to realize their rights, such as old-age pensions, family pensions, work disability pensions, as well as the right to pension from the individual pension savings fund.
– Completed and amended the decision on the Economic Revitalization Package and added to the first pillar the measure according to which all those engaged in the population and economy census process will be treated as temporary employees.
In this meeting, the Government Cabinet was also informed about the Report on the evaluation of the legality of acts of the municipal assemblies for the period January – June 2023. This report was drafted by the Division for monitoring municipalities in accordance with the Law on Local Self-Government.
