Today, the Government of the Republic of Kosovo held its 121st meeting in which:
– The Legislative program of the Government of the Republic of Kosovo for 2023 was approved, which foresees that during this year the government will prepare and process 100 draft laws in the Assembly of the Republic of Kosovo
– The Draft Law on the amendment and completion of Religious Freedom was approved, which aims, among other things, to regulate the Legal Status of Religious Communities in Kosovo.
– The members of the Governing Council of the National Qualifications Authority were appointed with the following composition:
1. Representatives of the Ministry of Education, Science, Technology and Innovation (MESTI):
1. Valbona Fetiu Mjeku;
2. Muhamer Ibriqi.
2. Representative of the Ministry of Finance, Labor and Transfers:
1. Ferdeze Agaj Mehmeti.
3. Representative of the Ministry of Industry, Entrepreneurship and Trade:
1. Valmira Sejdiu.
4. Representative of the Ministry of Finance, Labor and Transfers:
1. Leunora Zylfijaj Ahmeti.
5. Representative of other relevant ministries:
1. Albana Sahiti Morina – Ministry of Health.
6. Representatives of universities:
1. Ramadan Duraku – “Hasan Prishtina” University – Pristina;
2. Driton Sylqa – “Haxhi Zeka” University – Pejë.
7. Representatives of social partner organizations:
1. Besim Mustafa – Chamber of Commerce of Kosovo;
2. Bedri Xhafa – Kosovar German Chamber of Commerce.
8. Representatives of NGOs for education and training:

– The request for transfer of the right of use and change of the user of the cadastral plots that occurred in the Municipality of Rahovec, Kramovik and Petkovic was approved, for the benefit of the public interest for a period of thirty (30) years, in order to increase energy capacities with renewable resources.
– The request for expropriation of properties in Kryshevc of the Municipality of Obiliq and in Fushë Kosovë for the construction of the Park with Solar Panels with a capacity of 100 MW was approved.
– Amendments were made to Government Decision No. 11/68 dated 23.03.2022 for the formation of the Commission for the Control of Trade in Strategic Goods. With this decision, point 2 of the decision is amended and supplemented, according to which Muhamet Thaçi from the Ministry of Defense is replaced by Lt. Col. Fidaim Elshanin. Also, Elmaze Pireva from the Ministry of Foreign Affairs is replaced by Shkëlzen Morin, also from this ministry.
– The addition-amendment of Government Decision No. 10/104, dated 10.08.2016, according to which amendment, Zenel Leku is appointed chairman of the Commission.
The Concept-document for the Academy of Law was approved, which analyzes the functioning of the Academy of Law. According to the concept document, it is recommended to draft a new Law for the Academy of Law, which will function independently and will be led by an independent Governing Council that will be appointed according to the Law.
– The initiative for the negotiation of the Co-financing Agreement between the Republic of Kosovo represented by the Ministry of Finance, Labor and Transfers and the Government of the Swiss Confederation, represented by the State Secretariat for Economic Affairs for the Project “Climate Sustainability in the Water Sector in Kosovo” was approved.
– The initiative for the negotiation of the Amendment to the “Partnership, Trade and Cooperation Agreement” between the United Kingdom of Great Britain and Northern Ireland and the Government of the Republic of Kosovo was approved. This amendment to the Agreement will apply to the procurement of publicly funded clinical health services activities and is also consistent with legal changes in this area in the United Kingdom.
– The amendment of the statements of budget allocations in the Law on the Budget 2023 was also approved, in order to ensure the repayment of the financial obligations of budgetary organizations to operators during the year 2022.
– The general financial statements of the Budget expenditure for the previous year were approved, which will precede the General Report on the implementation and expenditure of the 2022 budget.
– The allowance of 50 euros for the month of January for public sector workers, as part of the Inflation Dealing Package, was continued, as was the allowance for health workers for the month of January.
– The new decision on emergency measures in electricity supply was approved, similar to the previous decision.
– The Draft Law on Reproductive Health and Assisted Fertilization was approved.
– In the end, the final expropriation decision was approved for the realization of the “City Cemetery” project in the Municipality of Podujeva.
