109th Government meeting

The Government of the Republic of Kosovo held today the 109th meeting in a row, in which:

The Government’s opinion was given regarding the legislative initiative on the”Draft Law on Prevention and Protection from Domestic Violence, Violence against Women and Gender-Based Violence”. The Government of the Republic of Kosovo assesses the Legislative Initiative is in accordance with the legislation in force that regulates this field, as well as more broadly regulates the right and obligation of institutions in relation to protection from domestic violence, violence against women and gender-based violence

The Government’s opinion regarding the Legislative Initiative on the “Road Traffic Provisions Draft Law” was given. The legislative initiative has determined that the Draft Law must be analyzed in detail in order to address the given recommendations as well as harmonize with the legislation in force of the Republic of Kosovo and with the aim of increasing road traffic safety and defining the main mutual bases in relations and the behavior of participants and other subjects in road traffic.

Government decision No. 01/02 dated 12.02.2020 was amended and supplemented, whereby points 3 and 4 of Decision No. 01/02 of the Government of the Republic of Kosovo are repealed, due to the changed legal circumstances. The salaries of the judicial system, including those of Constitutional Court, return to the level determined by the previous legal regulation. All other points of Decision No. 01/02 of 12.02.2020 remain unchanged.

The Draft Law on Public Officials was approved. This draft law addresses the problems that our administration has faced over the years and gaps in the current law. With this draft law, we are opening the administration to everyone, including civil service employees, our expatriates, professionals from the private sector and our young men and women.

The Draft Law on Salaries on Public Sector was approved. This draft law is creating for the first time in the Republic of Kosovo the unified salary system. This system basically has the right to adjust the salary for all employees who are paid from and through the state budget

The Draft Law on Ratification of the Loan Agreement for the Program of Public Finance and Economic Growth between Republic of Kosovo and OPEC Fund for International Development was approved. The loan agreement for “Public Finances of Kosovo and Economic Growth” amounts to 40 million dollars, and represents an agreement for direct budgetary support for the Budget of the Republic of Kosovo.

The Draft Law on the amendment and supplementation of the Law on Forensic Medicine was approved. This draft law aims to reform and advance the Institute of Forensic Medicine, for the provision of quality forensic services and the accreditation of the laboratories of this Institute in accordance with international standards. The issues dealt with in this Draft Law are: definition of basic principles regulated according to international standards in the organization, development and provision of medico-legal services as well as the procedural and accountability responsibilities for conducting medico-legal examinations.

The Draft Law on the Ratification of the Agreement between the Ministry of Defense of the United Kingdom of Great Britain and Northern Ireland and the Ministry of Defense on behalf of the Government of the Republic of Kosovo, regarding the attachment of personnel from the Kosovo Security Force in the Infantry Roulment Company in the Falklands Islands..

Regulation on Defence Attaches was approved. This Regulation defines the status, duties and responsibilities, the selection process, acceptance-handover of duties, length of service, salary, other compensations and termination of service of the Defense Attaché and Military Representative accredited to the diplomatic missions of the Republic of Kosovo or international organizations .

The legal analysis for the assessment of legal basis of the by-laws issued by the Government was approved. After the continuation of the work in the analysis of sub-legal legal acts, with this decision, 337 sub-legal legal acts which lack legal basis and support are abolished.

The State Protocol for Handling Cases of Sexual Violence was approved. This Protocol has been prepared as a working document and practical tool that contains instructions on how services should be provided to victims/survivors/survivors of sexual violence, enabling the creation of institutional responsibility through a coordinated multi-sectoral approach. It fulfills the obligation to implement the Istanbul Convention, the legislation in force, as well as the National Strategy of the Republic of Kosovo for Protection from Domestic Violence and Violence against Women 2022-2026.

The procedures for the purchase of the buildings of the embassies of the Republic of Kosovo in Zagreb/Croatia and Dakar/Senegal began. With the purchase of embassy facilities in these countries, the presence and diplomatic activity of the Republic of Kosovo will increase in these two countries.

Arsim Tahiri was appointed General Director in Kosovo Probation Service, within the Ministry of Justice, with a four-year mandate.

The decision was approved to ask the President of the Republic of Kosovo to grant authorization to the Minister of Education, Science, Technology and Innovation for signing of the Agreement for Co-financing of Higher Education Scholarships at Master’s level, between the Embassy of France in Pristina and Ministry of Education, Science, Technology and Innovation. As government we are committed to providing ongoing support for our young people to study at prestigious universities. In line with this, yesterday Minister Nagavci signed the decision for the allocation of 43 scholarships for doctoral students who study in the top 500 world universities.

The initiative for negotiation of the Credit Agreement between the Republic of Kosovo, represented by the Ministry of Finance, Labor and Transfers and the European Investment Bank, for the project “Rehabilitation of Railway Line 10 – B” was approved. The agreement provides a loan in the total value of 38 million euros for the realization and finalization of the works in this project.

The Initiative for negotiation of the Partnership Framework between the Republic of Kosovo, represented by the Ministry of Finance, Labor and Transfers and the Government of Denmark, represented by the Ministry for Development and Cooperation, for “Enhanced Development Cooperation”, was approved. Danish government, according to the agreement, will support relevant projects and programs in this framework, in the amount of 30 million euros, in the five-year period 2022-2026.

The decision was taken to set the cost of sea transport and containers in appendix 2 of Administrative Instruction no. 06/2015 on definition of travel expenses for transportation of imported goods. Kosovo Customs, during assessment, analysis and research, has evidenced that the costs of maritime transport expenses at the global level of expenses have suffered a marked decrease, mainly as a result of the root of the commercial volume. In this direction, with the aim of following and harmonizing the price of maritime transport, the Customs of Kosovo has recommended a review of the costs of maritime transport.

Youth Guarantee Implementation Plan was approved. The plan will enable the implementation of coordinated actions in several areas, such as: education and training, work and employment, social protection and youth; will maximize the use of funds for the benefit of young people; and strengthening capacities of the main actors for the design, implementation and monitoring of youth employment policies. It represents a catalyst to align the framework of youth employment policies in Kosovo with the principles of the Youth Guarantee, which is implemented in the countries of the European Union.

500 thousand euros were allocated to Non-Governmental Organizations that provide social services to ensure coverage during the transitional phase for the implementation of procedures for announcing public calls for support for 2023. Direct beneficiaries will be 43 different entities.

287 thousand euros were allocated for one-time compensation of the former delegates of the Assembly of Kosovo who proclaimed the Independence and the Constitution of Kosovo in Kaçanik in 1990. The amount will be distributed proportionally to all delegates who are alive, while for the deceased delegates, family members will benefit according to family law.
