1. The Commission for Investigation of Aeronautical Accidents and Incidents (KHAIA), in the Office of the Prime Minister, was established on the basis of Law no. 03 / L-051 on Civil Aviation. AAIIC is responsible for investigating aviation accidents and incidents within Kosovo or involving aircraft registered in Kosovo and citizens of the Republic of Kosovo wherever they are.
2. Pursuant to Law No. 04 / L-63 on Kosovo Railways, the body for Investigation of Railway Accidents has been established within the Commission for Investigation of Aeronautical Accidents and Incidents. AAIIC is responsible for investigating accidents and incidents in the Railway sector within the territory of the Republic of Kosovo.
3. The AAIIC is authorized to request from any public authority in Kosovo and / or a private person or organization in Kosovo to provide it with the necessary support to conduct an investigation established by the law on civil aviation and railways, or a investigation which is required under an international agreement or international aviation or railways organization.
4. Investigations initiated by the AAIIC in no case concern the determination of guilt or responsibility. They are independent, separate and without prejudice to any judicial or administrative proceedings for the determination of guilt or liability.
