Address by Prime Minister Kurti at the Government Meeting

Prishtina, 14 October 2026

Dear Deputy Prime Ministers, Ministers and Deputy Ministers,
Dear members of the Government Cabinet and members of the media,
Dear citizens,

Welcome to the seventh meeting of the Government of the Republic of Kosovo.

Since January 2025, when the election campaign began following a full term in government, we have spent virtually all our time in a series of uninterrupted election campaigns, because the mandate we received from the citizens was never fully fulfilled through the complete constitution of the institutions of the Republic. First, the Assembly was blocked, then the Government, and finally the Presidency.

But at long last, this final impasse has also been resolved. Last week, following many efforts since the certification of the election results, the Assembly of Kosovo, in its eleventh legislature, elected the seventh President of the Republic of Kosovo, academic Justina Shiroka Pula. The election of the President also marks the completion of the full constitution of the institutions, following the constitution of the Assembly and the formation of the new Government after the elections of 7 June this year. Congratulations to all the citizens of the Republic!

After a long time, our country now has the time and opportunity to get down to work on projects, development and employment, and to return to the very purpose of its existence: serving its citizens.

Dear citizens,

The day after tomorrow will mark one month since the judgment in The Hague against the four former leaders of the Kosovo Liberation Army (KLA)—Hashim Thaçi, Jakup Krasniqi, Kadri Veseli and Rexhep Selimi—which was based on flawed foundations, both historically and factually. As we have done since the beginning of these proceedings, the Government will continue to support the accused in the appeal process through the means at its disposal, where we expect this injustice to be corrected.

A well-considered strategy is needed to defend the former KLA leaders and protect our country’s interests. First, we need an in-depth analysis of the full judgment before deciding how to proceed. We need to succeed on appeal, and this requires organization and a state-level and national strategy. Therefore, today we will adopt an important decision to this end.

Dear colleagues,

Following this meeting, I will attend the ceremony marking the change of command of KFOR. On this occasion, I would like to express my special thanks for the excellent and constructive cooperation with the outgoing commander, Major General Ulutaş, the first commander to serve two terms. I also look forward, of course, to similarly good cooperation with the commander taking up the post today, Roberto Vergori.

Thank you. We shall now proceed with the agenda.
