Address by Prime Minister Kurti at the 11th Government Meeting

Prishtina, 20 April 2026

Dear Deputy Prime Ministers, Ministers and Deputy Ministers,
Dear members of the media and the government cabinet,
Dear citizens,

We closed last week with a series of good news for the Republic and its citizens.

Following approval by the Government and ratification by the Assembly, the European Commission initiated the transfer of funds amounting to €61.8 million, as pre-financing for the Republic of Kosovo under the Growth Plan. To date, €28.74 million have been transferred into the state budget in the form of a loan. Meanwhile, the remaining pre-financing amount of €33.04 million will be channeled through the Western Balkans Investment Framework (WBIF), of which €17.73 million are grants and €15.31 million are loans.

Thus, in addition to direct budget support, these funds will be invested in concrete infrastructure projects through the Western Balkans Investment Framework. A €9.3 million project for the transmission network, together with the German Development Bank, is among the first to be financed.
However, pre-financing constitutes only 7% of the total €882.6 million that the European Union has made available to Kosovo under the Growth Plan.

In the next step, following the fulfilment of several actions and reforms, we will benefit from up to €90 million, but this requires the adoption—before the end of June—of several laws that we have already submitted, as well as others that we will submit to the Assembly today and in upcoming sessions.
Therefore, while thanking the Members of Parliament for their engagement and contribution, we call on them, without delay, to continue prioritizing the review and adoption of draft laws which, in addition to improving the legal infrastructure, also bring financial benefits to the country and its citizens through highly important projects.

Dear citizens,

The approval in first reading of the Draft Law on the State Bureau for the Verification and Confiscation of Unjustifiable Assets undoubtedly constitutes very good news for our country and for justice. For this, we thank all Members of Parliament who voted in favor during the plenary session.
However, in order for the relevant institution—the Bureau—to be established and begin its work, it is essential that this draft law be approved in second reading as well.

We know that the name of the law has unsettled many, and therefore the opposition has been significant—even wrapped in complaints submitted to the Constitutional Court—and it continues to be so. But we cannot and will not stop. We will fulfil this commitment. The Bureau will be established, because with it we will finally put an end to a slogan that should never be repeated in the future: “Small salary, big profit.” As we have said before: wealth acquired unlawfully is neither private nor legitimate, because it was never truly earned.

Dear citizens,

With determination, commitment, dedication and sacrifice, during our governance—even in these days of the third mandate—we have dismantled criminal and paramilitary gangs that served as illegal parallel structures of Serbia in the north of our country, the Republic of Kosovo. We have extended sovereignty and established order and the rule of law, despite scepticism and distrust.

Unfortunately, our northern neighbor has not withdrawn from destabilizing efforts, but fortunately the vigilant presence of the state in every part of the Republic is yielding results in the fight to eradicate all terrorist cells and their weaponry.

In this context, we commend the actions of our relevant security institutions, which have discovered and confiscated significant quantities of weapons and ammunition at various locations in the north of the Republic.

We also welcome the arrest of Stefan Radulović, linked to the paramilitary terrorist attack in Banjska, Zvečan, in September 2023, which aimed at the annexation of the north of our country and during which Kosovo Police Sergeant, the hero Afrim Bunjaku, was killed.

This is only one step forward. Justice will be complete only when Radulović’s associate, the chief terrorist Milan Radoičić, and his entire group are brought to justice in the Republic of Kosovo, where they will receive a fair trial.

That the fight against organized crime is uncompromising and extends everywhere is also demonstrated by successful anti-drug operations in Peja and anti-gambling operations in several cities across our country.

Dear members of the government cabinet,
Dear citizens,

We have entered the final part of April and, as everyone knows, we face a constitutional deadline that is approaching. I believe that going to early parliamentary elections is not an option. The election of the President is a constitutional duty of the elected representatives of the people.
This requires a willingness to find solutions, readiness for compromise, and not always easy decisions.

We know that no party can claim to win 80 or more seats. Therefore, the election results must be accepted, and from those positions, sincere and reasonable discussions must take place in the best interest of our country. We are open to a solution that reflects the will of the citizens.

The country needs institutional stability, especially in this time marked by geopolitical developments and tensions. Beyond that, it needs stability and predictability, because citizens made their choice on 28 December, only 113 days ago. Citizens voted for four years, and in line with their will, we will soon submit for approval the Government Programme 2026–2030.

We are convinced that a new electoral cycle would not bring major changes in the result, but could delay good work, cause us to miss opportunities and funds, and create additional unnecessary costs, starting with at least €10 million for the Central Election Commission.

Dear colleagues from the government cabinet,

Today’s agenda includes a total of 24 items, including the submission for ratification to the Assembly of several international agreements and amendments to existing ones, as well as the approval of initiatives for concluding new international agreements. We also have several highly important draft laws which, as mentioned earlier, bring a dual benefit: legal infrastructure aligned with European Union standards and financial resources from the Growth Plan

Without wishing to take more of your time, given that we have a busy day of meetings and activities ahead, I invite you to immediately proceed with the agenda at the 11th meeting of our Government scheduled for today.
