The Government of the Republic of Kosovo held its regular meeting today, during which it:
– Approved the Draft Law for the XXI Mediterranean Games Prishtina 2030.
– Issued a negative opinion on the Legislative Initiative of the Assembly regarding “Draft Law No. 08/L-329 for Amending and Supplementing Law No. 04/L-131 on State-Funded Pension Schemes, amended and supplemented by Law No. 08/L-248”. In alignment with the opinion provided by the Ministry of Finance, Labor and Transfers, it has been assessed that a comprehensive reform of the pension system is essential to establish a sustainable and inclusive pension insurance system in Kosovo. A comprehensive reform of the pension system is planned to start next year. Thus, this initiative does not represent a sustainable and structural solution.
– Approved the Draft Law on the Ratification of the Agreement between the Republic of Kosovo and the European Union on arrangements for implementing the Union’s support for Kosovo within the Framework for Reform and Growth Instrument. This agreement establishes the legal framework for implementing EU support for Kosovo during the 2024–2027 period, serving as a complementary instrument to IPA III. The purpose of this instrument is to accelerate structural reforms and economic growth.
– Approved the Draft Law on the Ratification of the Credit Agreement between the Republic of Kosovo, represented by the Ministry of Finance, Labor, and Transfers and the International Development Association for the “Early Childhood Education and Care for Kosovo’s Human Capital” Project”. Improving children’s access to early childhood education and care institutions, as well as enhancing the quality of these services for children aged 0 to 6 years, is of utmost importance. Through this credit, among other initiatives, the construction of several new early childhood education and care service centers will be enabled, as well as the renovation of existing centers if necessary.
– Approved the Draft Law on the Ratification of the Credit Agreement between the Republic of Kosovo, represented by the Ministry of Finance, Labor, and Transfers, and the International Development Association for the “Kompas – Kosovo’s Comprehensive Approach to Strengthening the Health System” Project”. This Agreement has been negotiated and finalized to advance the sustainable development of the country. As well as to strengthen institutional capacities and governance for the quality of care in Kosovo’s healthcare system. It will enable the Government to enhance key components of the healthcare system, crucial for quality care, including the development of the Integrated Health Information System (“IHIS”).
– Approved the Draft Law on Seals. This draft law defines the form and content of seals, the procedure for their creation, use, storage, and the responsibilities for their usage in the institutions of the Republic of Kosovo.
– Approved the Draft Law on the Education Inspectorate in the Republic of Kosovo. The purpose of this draft law is to address and oversee the implementation of applicable legislation in all public and private institutions that provide educational, instructional, and training services.
– Appointed the Ad Hoc Professional Assessment Committee for Recruitment to the Senior Management Position: Chief Health Inspector in the Health Inspectorate, with the following composition:
o Naim Bardiqi, General Secretary in the Ministry of Health, Chairperson;
o Ardita Baraku, Executive Director at the National Institute of Public Health of Kosovo, Member;
o Amir Keka, Head of the Human Resources Division in the Ministry of Health, Member; and
o Rrahman Zahiti, External Expert, Member.
– Appointed the Ad Hoc Professional Assessment Committee for Recruitment to the Senior Management Position: General Director of the Education Inspectorate of Kosovo, with the following composition:
o Anita Kalanderi, General Secretary of the Ministry of Justice, Chair;
o Venera Cerkini, General Secretary of the Ministry of Agriculture, Forestry, and Rural Development, Member;
o Naim Gashi, General Director of the National Qualifications Authority, Member;
o Ardiana Krapi, Acting Head of the Division of Human Resources at the Ministry of Education, Science, Technology, and Innovation, Member; and
o Safet Fazliu, External Expert, member.
– Appointed the Ad hoc Committee for Recruitment to the High-Level Leadership Position: Deputy Executive Director for Prisoner Treatment in the Kosovo Correctional Service, with the following composition:
o Anita Kalanderi, General Secretary of the Ministry of Justice, Chair;
o Arsim Tahiri, Acting General Secretary in the Ministry of Economy, Member;
o Venera Cerkini, General Secretary of the Ministry of Agriculture, Forestry, and Rural Development, Member;
o Avni Kelmendi, Human Resources Manager in the Kosovo Correctional Service, Member; and
o Besard Belegu, External Expert, Member.
– Appointed the Ad hoc Committee for Recruitment to the High-Level Leadership Position: Deputy Executive Director for Security and Operations in the Kosova Correctional Service, with this composition:
o Anita Kalanderi, General Secretary of the Ministry of Justice, Chair;
o Arsim Tahiri, Acting General Secretary in the Ministry of Economy, Member;
o Venera Cerkini, General Secretary of the Ministry of Agriculture, Forestry, and Rural Development, Member;
o Avni Kelmendi, Human Resources Manager in the Kosovo Correctional Service, Member; and
o Besard Belegu, External Expert, Member.
– Appointed Arben Krasniqi as the General Secretary in the Office of the Prime Minister, with a four-year mandate.
– Appointed the Ad Hoc Professional Assessment Committee for Recruitment to the Senior Management Position: Executive Director in the Inspectorate of the Ministry of Justice, with the following composition:
o Anita Kalanderi, General Secretary of the Ministry of Justice, Chair;
o Lumnije Demi, General Director at the Agency for Information and Privacy, Member;
o Naim Gashi, General Director of the National Qualifications Authority, Member;
o Arta Nuredini, Head of the Human Resources Division at the Ministry of Justice, Member; and
o Egzona Osmanaj, External Expert, Member.
– Appointed the Ad Hoc Professional Assessment Committee for Recruitment to the Senior Management Position: Executive Director in the Agency for Free Legal Aid, with the following composition:
o Ismail Dibrani, General Director of the Kosovo Correctional Service, under the Ministry of Justice, Chair;
o Arsim Tahiri, Acting General Secretary in the Ministry of Economy, Member;
o Venera Cerkini, General Secretary of the Ministry of Agriculture, Forestry, and Rural Development, Member;
o Arta Nuredini, Head of the Human Resources Division at the Ministry of Justice, Member;
o Egzona Osmanaj, External Expert, Member.
– Updated the State Strategic List for Military Goods, referring to the European Union Common Military List. This decision aligns with the EU Council’s Common Position, which establishes common rules governing the control of exports of military technology and equipment. It concerns goods that are subject to control for reasons of national security, foreign policy, public safety, or human rights considerations.
– Appointed the Commission for the review and determination of the formalization of factual situations and discrepancies with the Register of Immovable Property Rights, with the following composition:
o Hysni Bardheci, Kosovo Judicial Council, Chair;
o Xhavit Bulliqi, Office of the Prime Minister, Member; and
o Hasim Pacolli,Cadastral Agency, Member.
– Allocated €50,000 to the Coordinating Council of Family Associations of the Missing Persons of Kosovo for the purpose of organizing activities to raise awareness of the issue of forcibly disappeared persons during our liberation war, beyond the borders of the Republic of Kosovo.
– Allocated €56,760 for the implementation of projects through agreements with United Nations bodies.
– Allocated €10,000 for the reimbursement of various taxes paid by the Compact Funds, as defined in the Agreement for the Implementation of the Millennium Compact Program.
– Approved the request of the Ministry of Finance, Labor, and Transfers for savings and reallocations. The value of savings across various institutions is €20,027,381.00, and the value of reallocations is the same.
– Allocated €6,624,701 for the implementation of Measure 4.6 – Support for Public Enterprises within the Economic Revival Package.
– Expropriated immovable properties for public interest to meet the needs of Customs Terminals: Hani i Elezit and Dheu i Bardhe.
– Approved the decision to request from the President of the Republic of Kosovo authorization for the Minister of Finance, Labor, and Transfers to sign the Social Security Agreement between the Republic of Kosovo, represented by the Minister of Finance, Labor, and Transfers, and the Republic of Croatia, represented by the Ministry of Labor, Pension System, Family and Social Policies. This agreement will enable citizens of both countries to enjoy free movement to work and exercise their rights, such as contributory old-age pensions, family pensions, occupational disability pensions, and second-pillar pension rights. Citizens of the Republic of Kosovo who have worked for a long time in the Republic of Croatia will be entitled, upon reaching retirement age, to receive this pension in Kosovo.
– Approved the decision to request from the President of the Republic of Kosovo authorization for the Minister of Finance, Labor, and Transfers to sign the Social Security Agreement between the Republic of Kosovo, represented by the Ministry of Finance, Labor, and Transfers, and the Republic of Austria, represented by the Federal Ministry for Social Affairs, Health, Care, and Consumer Protection. Similar to the agreement with Croatia, this agreement will allow citizens of Kosovo who have worked for a long time in the Republic of Austria to receive their pension in Kosovo after reaching retirement age. It will also enable the right to combine contribution periods (work tenure) so that citizens can qualify for a pension in cases where legal requirements for retirement cannot be fulfilled in either Kosovo or Austria.
– Approved the Initiative for entering into a Grant Agreement between the Republic of Kosovo, represented by the Ministry of Finance, Labor, and Transfers, and the International Bank for Reconstruction and Development for the Project “Facilitation of Trade and Transport in the Western Balkans”. The Agreement amounts to $13 million to assist in financing the Project.
– Approved the Annual Report on the State of the Environment in Kosovo for the year 2023.
– Approved the State Strategy for Sports 2025–2030 and the Action Plan 2025–2027.
– Allocated €150,000 for the implementation of projects through agreements with United Nations bodies, specifically for the Ministry for Communities and Returns, for the project aimed at building homes for the Roma, Ashkali, and Egyptian non-majority communities in the Municipality of Ferizaj.
