The Prime Minister of the Republic of Kosovo, Albin Kurti, today participated in the laying of the foundation stone for the new Municipality building in Shtime. He was accompanied by the Minister of Internal Affairs, Xhelal Sveçla, and the Minister of Local Government Administration, Elbert Krasniqi, who were welcomed by the Mayor of Shtime, Qemajl Aliu.
With an area of approximately 2,500 square meters, the new Municipality building is designed to accommodate over 100 municipal employees and will house around 40 offices. This project is being realized as a co-financing effort between the Ministry of Internal Affairs and the Municipality of Shtime, with a total value of approximately €2.5 million.
“Today, we lay the foundation stone, and in 18 months, we will have this new three-story building with a basement, totaling about 2,500 square meters, which will include around 40 offices for more than 100 employees,” declared Prime Minister Kurti, adding that the age of the current building is one of the reasons for constructing a new facility for the municipality, aiming to better serve all citizens with quality and professionalism.
Similarly, the Minister of Internal Affairs, Xhelal Sveçla, expressed his happiness that the Ministry of Internal Affairs has the opportunity to assist the citizens of Shtime Municipality in improving the working conditions of the municipal administration, enabling them to provide faster and higher-quality services to the citizens.
Meanwhile, the Mayor of Shtime Municipality, Qemajl Aliu, thanked Prime Minister Kurti and the attending ministers for their cooperation, expressing his belief that the new building will be a worthy facility for both the administration and the municipality, as well as for the citizens of Shtime.
Furthermore, the Government of Kosovo has invested in the development of educational, cultural, and public infrastructure in the Municipality of Shtime, including the construction of the National Observatory and Planetarium in Rashince, valued at €300,000, the inauguration of the Library and Archive at a cost of €629,000, the establishment and construction of kindergartens, and the renovation of schools with energy efficiency funds. Additionally, work is ongoing on road infrastructure connecting the mountainous villages to the city, while projects under construction include the Inner City Ring Road, the Outer Ring Road, and preparations for a modern square and underground parking facilities.
“Thanks to the transparent governance of Mayor Qemal Aliu, Shtime Municipality has secured a performance grant, which has facilitated investments to improve pedestrian and traffic safety through public lighting, with 650 light poles installed. Furthermore, investments are being made in cultural facilities such as the Sports Hall, Youth Center, Cultural House, and the city stadium, with a total value of over €3.5 million. Very soon, work is expected to commence on the relocation of this Special Entity and the construction of the Main Family Medicine Center,” concluded Prime Minister Kurti.
Statement by Prime Minister Kurti:
I am very pleased to be here today in the Municipality of Shtime, together with the Mayor, Dr. Qemal Aliu, and Ministers Xhelal Svecla and Elbert Krasniqi, as well as other colleagues from the Government and Parliament, and from the municipality, to lay the foundation stone for the new municipal building in Shtime, which will be completed within 18 months.
Today, we are laying the foundation stone, and in 18 months, we will have this new three-story building with a basement, totaling about 2,500 square meters, which will include around 40 offices for over 100 employees. The current municipal building here has a lifespan of 25 years but has now reached 38 years.
So, for the past 13 years, since 2011, this building has not been safe. This is why we are starting a new facility for the municipality, to better serve all citizens with quality and professionalism.

I would also like to highlight some very important investments for the lives of citizens that we, as a Government, are undertaking in the Municipality of Shtime.
The National Observatory and Planetarium in Rashnice have been constructed, valued at 300,000 EUR, making Shtime a scientific tourist attraction. Recently, we also inaugurated the Library and Archive, where we were together, valued at 629,000 EUR.
Additionally, one kindergarten has been operationalized, two are under construction, and one is planned for construction. The Rance Headquarters has been reconstructed, the site of the first public appearance of the KLA for the Nerodime Operational Zone.
We are also arranging the riverbed with a value of 5 million EUR.
The Inner City Ring Road, as well as the Outer Ring Road, are being constructed to pave the way for a modern square with underground parking, a project that has already been budgeted for 2025.
Two schools have been renovated with energy efficiency funds, and three more are in progress.
Roads connecting the mountain villages to the city are being opened, expanded, and asphalted, such as: Petove-Rance-Pjetershtice-Duge-Karacice and the other, Topille-Petrove.

Therefore, this new municipal building in Shtime, valued at around 2.5 million euros, is undoubtedly well-deserved, both for the safety it provides to employees and for the good work being done, some of which I have just mentioned that we have accomplished together.
