Prishtina, March 12, 2025
The Government of the Republic of Kosovo held a regular meeting today, during which it:
1. Approved the initiative for the conclusion of the Framework Agreement for Cooperation in the Field of Defense, between the Republic of Kosovo, represented by the Ministry of Defense, and the United States of America, represented by the Department of Defense. With this agreement, the Republic of Kosovo and the United States of America are committed to advancing cooperation in the field of defense such as defense planning, strategic sustainability, and the building of strategic military capabilities.
2. Appointed the Ad hoc Commission for Professional Assessment for Admission to the Position of the High Management Category: Chief Health Inspector at the Health Inspectorate with the following composition:
I. Dr. Naim Bardiqi, Secretary General of the Ministry of Health, Chairman;
II. Dr. Ardita Baraku, Executive Director at NIPHK, member;
III. Mr. Avni Kastrati, Executive Director of the Kosovo Agency of Statistics, member;
IV. Mr. Haki Smajli, Head of the Human Resources Division at the Ministry of Health, member;
V. Mr. Rrahman Zahiti, external expert, member.
3. Approved the Regulation on Internal Organization and Functioning of the Office for Public Property Administration at the Office of the Prime Minister.
4. Appointed the Ad hoc Commission for Professional Assessment for Admission to the Position of the Senior Management Category Executive: Director at the Kosovo Agency for Medical Products and Devices with the following composition:
I. Venera Çerkini, Secretary General of the Ministry of Agriculture, Forestry and Rural Development, Chairperson;
II. Fahrije Tërnava, Secretary General of the Ministry of Internal Affairs, member;
III. Avni Kastrati, Executive Director of the Kosovo Agency of Statistics, member;
IV. Haki Smajli, Deputy Head of the Human Resources Division at the Ministry of Health, member;
V. Mr. Rrahman Zahiti, external expert, member.
5. Approved the decision for further consideration of the request for expropriation for public interest of immovable properties, which are affected by the implementation of the Project “Solid Waste Management Program II-IV”. The expropriation of the properties identified for this project is important since the project includes the closure of the current landfill and the implementation of a new sanitary landfill in Peja, in the cadastral area of Lutogllavë.
6. Approved the Strategy for the Rights of Persons with Disabilities 2025-2030 and the Action Plan 2025-2027. Through this Strategy, the following strategic objectives are envisaged:
I. Improving the quality of social services for persons with disabilities;
II. Advancing the comprehensive system in education and professional development of persons with disabilities; and
III. Improving access for persons with disabilities.
7. Approved the request of the Ministry of Finance, Labor and Transfers to amend Annex I for the data on the allocation of General Grants, in order to reflect the new data from the population census, officially published by the Kosovo Agency of Statistics in 2024.
8. Approved capital projects in several municipalities, as multi-year projects, according to the Law on Budgetary Allocations for the Budget of the Republic of Kosovo for 2025.
9. Approved the preliminary decision for the expropriation in the public interest of immovable property managed and administered by the KPA, for the needs of the implementation of the projects “Village Cemetery” and “Sports Field in Dobërçan”. With the approval of this decision, the legality of the expropriation process for the implementation of the project: Village Cemetery and Sports Field in Dobërçan, Gjilan is confirmed.
10. Approved the preliminary decision for the expropriation in the public interest of former social immovable properties, which are necessary for the implementation of several projects of the Municipality of Hani i Elezit. This Decision confirms the legality of the expropriation process in the public interest for the implementation of several projects at Hani i Elezit, such as:
I. Reconstruction of the football field;
II. Regulation of ownership for the water factory;
III. Construction of the Center for Culture and Youth; and
IV. Widening of the road near the Customs Terminal.
11. Approved the preliminary decision for the expropriation in the public interest of the former social immovable property, for the needs of the implementation of the project “Kindergarten, Green Space and Road Infrastructure” in Gjilan.
12. Approved the initiative for the conclusion of the General Security Agreement between the Republic of Kosovo and the Republic of Slovenia, on the exchange and mutual protection of Classified Information. The Agency for the Protection of Classified Information (AMIK) has undertaken the necessary actions in order to establish contacts with the NSA (National Security Authority) of the state of Slovenia – which consequently achieves the harmonization of the will and readiness of both parties, to further advance the achievement of the general security agreement. The achievement of the security agreement in the field of protection of classified information between the Republic of Kosovo and the Republic of Slovenia is an important step with an impact in several aspects:
I. Strengthening Bilateral Cooperation;
II. Securing Classified Information;
III. Improving Institutional Capacities; and
IV. Supporting Euro-Atlantic Integration.
13. Approved the initiative for concluding the International Partnership Agreement for the “Management of Technical Assistance Grant Contract No. 2024/453-962 within the framework of the Albania – Kosovo Cross-Border Cooperation Programme under IPA II (2021 – 2027)”. The purpose of this agreement is to organize a partnership and determine the responsibilities of the partners for the implementation of the relevant part of the project.
14. Approved the initiative for concluding the International Agreement, namely the Partnership Agreement for the Implementation of the Priority of Technical Assistance within the framework of the IPA III Cross-Border Cooperation Programme Montenegro – Kosovo (2021 – 2027).
15. Approved the Concept Document for Organic Agriculture. The Organic Agriculture sector is of particular importance for farmers producing agricultural crops. This sector contributes to the development of sustainable agriculture, taking into account the need to meet the population’s demands for quality food.
16. Approved the Concept Document on Plant Health. The recommended option in this concept document is the drafting of a new legislative framework. With the new legal framework, it is proposed to regulate key aspects that help in the development of the plant production sector, ensuring the quality and safety of plant products, and environment protection.
17. Reallocated 400 thousand euros at the request of the Ministry of Culture, Youth and Sports for the implementation of the Preventive Measures, Emergency Interventions program in various municipalities. This project is within the objectives of the National Development Plan of the Government of the Republic of Kosovo.
18. Approved the Regulation on the conditions for the transfer of ownership of public property and the leasing of publicly owned objects. During our mandate, the Assembly of the Republic of Kosovo, for the first time, has approved such a law, which regulates public property, the rights, duties and responsibilities of state bodies, local self-government bodies and entities that exercise authorizations or that administer public property.
19. Approved the Regulation on the manner of maintaining records of movable and immovable property and the registration of publicly owned property.
20. Approved the initiative for the conclusion of the Agreement on the Transfer of Sentenced Persons between the Government of the Republic of Kosovo and the Government of the United Kingdom of Great Britain and Northern Ireland.
21. Approved the initiative for the conclusion of the Agreement on Mutual Legal Assistance in Criminal Matters between the Government of the Republic of Kosovo and the Government of the United Kingdom of Great Britain and Northern Ireland.
22. Approved the initiative for the conclusion of the Agreement on Extradition between the Government of the Republic of Kosovo and the Government of the United Kingdom of Great Britain and Northern Ireland.
23. Allocated 1,308,320 euros for the implementation of projects through agreements with the bodies of the United Nations Organization. The funds are allocated according to the requests received from the line ministries for the projects they manage and implement.
