The Government of Kosovo held a regular meeting in which it approved:
• Draft regulation on the Replacement or Temporary Absence from Work of a Civil Servant. This Regulation defines the rules and procedures for filling the position in case of the need for replacement or temporary absence from work, of a civil servant.
• Administrative Instruction on the Sale of Statistical Data. With this Administrative Instruction, the method and conditions of the sale of statistical data, the performance of special services for different users, the calculation of expenses (professional and operational) for their performance, as well as the way of using the revenues gained from the sale of statistical data by KAS and other producers of official statistics.
• Administrative Instruction for Protection of Statistical Data and Access to Micro Data. By means of this Administrative Instruction, the measures for the protection of statistical data are determined, as well as the conditions and rights of users for allowing the use of confidential statistical data.
• The decision on facilitating the access of blind people to the sublegal acts of the Government and ministries published in the Official Gazette of the Republic of Kosovo. Such a change in the technical sense directly affects more accurate information and better quality work, but above all it helps people with disabilities to enjoy equal rights, as they deserve.
• The decision to approve the allocation of budget funds for the implementation of energy efficiency measures according to the Implementation Plan for mitigating the immediate socio-economic impact of the energy crisis. For this purpose, ten million euros worth of funds have been allocated. The allocated funds are transferred to the Kosovo Fund for Energy Efficiency and will be used to mitigate the immediate socio-economic impact of the energy crisis.
• The decision to complete the list of items for common use that are the subject of the central procurement procedure, approved by Government Decision No. 06/27 of April 30, 2020. The list of items and services that are part of joint procurements is also attached to the decision.
• The decision on the allocation of financial resources for the implementation of point 1.1 of Government Decision No. 31/99, within Measure 3.7 – Support in overcoming the energy crisis of the Economic Recovery Package. Nine million euros have been allocated for the implementation of the decision to support overcoming the energy crisis within the Economic Recovery Package. The decision also approves the transfer of the current expenses realized until the end of February 2023 in the amount of eight million two hundred and seventy two thousand euros.
• The decision to repeal Government Decision No. 05/36 of October 19, 2020, amended and supplemented by Decision No. 15/19 of July 14, 2021 and Decision No. 29/116 of December 28, 2022 (MFLT) Decision of the Government of the Republic of Kosovo No. 05/36 of October 19, 2020, supplemented and amended by Decision No. 15/19 of 14.07.2021 and Decision No. 29/116 dated 28.12.2022. The Government of the Republic of Kosovo on 19.10.2020 issued Decision No. 05/36 by means of which the procedures of purchasing official cars from the ministries and agencies under their authority through public procurement procedures have been prohibited.
• The Government has approved the Initiative for the conclusion of the supplementary Grant Agreement in the amount of 13.2 million euros between the Republic of Kosovo represented by the Ministry of Finance, Labor and Transfers, KfW Frankfurt am Main and the Regional Water Company Prishtina JSC for the Project “Kosovo Waste Water Program II”. The negotiation of this agreement will be done in accordance with the provisions of the constitution of the Republic of Kosovo and the Law on International Agreements.
• The decision to request from the President of the Republic of Kosovo the granting of authorization to the Minister of Finance, Labor and Transfers for the signing of the Financing Agreement between the Republic of Kosovo and the International Development Association for the Project for “Strengthening Digital Governance for Service Delivery”. The Financing Agreement between the Republic of Kosovo and the International Association for the Development of the project “Strengthening Digital Governance for Service Delivery; has been successfully concluded and this agreement will enable the Government to improve the quality of a number of public administrative services and reduce the administrative burden by advancing and ensuring the interoperability of selected systems.
• The request of the Ministry of Internal Affairs for the allocation of budget funds for the financing of the “Electronic Monitoring System” Project for 2023. 600 thousand euros have been allocated for this purpose.
• The decision on the allocation of budget funds in the amount of 15 thousand euros for the Vienna Economic Forum for the purpose of Promoting the Republic of Kosovo, and based on the cooperation agreement between the Vienna Economic Forum and the Government of Kosovo/Office of the Prime Minister of Kosovo dated 12 January 2023.
• Draft Law on the Ratification of the Agreement between the Republic of Kosovo and the Republic of Slovenia on the Mutual Enforcement of Judgments in Criminal Cases.
• Draft Law on the Ratification of the Agreement between the Republic of Kosovo and the Republic of Slovenia on Extradition.
• Draft Law on the Ratification of the Agreement between the Republic of Kosovo and the Republic of Slovenia on Mutual Legal Assistance in Criminal Cases.
• Draft Law on the Ratification of the Agreement on the Status and Functions of the International Commission on Missing Persons. The Government of the Republic of Kosovo is committed to solving the forcibly disappearances during the war. In the service of this, we are initiating the accession of the Republic of Kosovo to ICMP. This initiative increases the possibilities for increased regional cooperation and beyond, in the process of clarifying the fate and location of the persons forcibly disappeared. Also, it serves to increase the capacities of forensic doctors and other specialists in the field of anthropology and forensic archeology in our institutions.
• The decision by which the Government of the Republic of Kosovo, in accordance with the Request of the Assembly of the Republic of Kosovo with No. 689 dated April 20, 2023 provides an opinion regarding the Legislative Initiative “Draft Law on General Elections in the Republic of Kosovo”. The Government has evaluated the initiative and has recommended its approval. This Law is intended to define the rules for the organization of the electoral system, including the rules for the preparation, development, administration, supervision, and announcement of the election results for the Assembly of the Republic of Kosovo.
• It has been informed about the implementation of the Action Plan for the implementation of the Agenda for European Reforms (PV ERA II) during the period October – December 2022 (OPM). For the implementation of these priorities, the institutions of the Republic of Kosovo, in cooperation with the European Commission, have drawn up the Action Plan (ERA II AP), which was approved by the Government on 11 August 2021, and adopted by the Assembly on 4 October 2021. The priorities of ERA II, through this action plan, will be implemented within a two-year period, until mid-2023.
• The decision on the allocation of financial means in the amount of 157 thousand euros for co-financing of the project for the improvement of the digital governance system,
• The decision on the allocation of funds for the implementation of the Economic Recovery Package, for measures to support the employment of women, family liquidity.
• Supplementation-amendment of the Economic Recovery Package with the measure for supporting the employment of jobseekers from non-majority communities in Kosovo.
• The decision to implement the new measure in the Economic Recovery Package, the support of the employment of jobseekers from the ranks of non-majority communities, three (3) million euros were initially allocated.
• The decision on the appointment of the Governing Board of the Hospital and University Clinical Service of Kosova, has the following composition:
1. Dr. Dren Boshnjaku, as a representative from the University Clinical Center of Kosovo;
2. Dr. Tetore Olloni, as a representative from the Dental University Clinical Center of Kosovo;
3. Dr. Rrezarta Bajrami, from the National Institute of Public Health;
4. Dr. Besim Demolli, from Ferizaj General Hospital on the basis of rotation and fulfillment of quality indicators of health services;
5. Dr. Vjollca Kadolli, from the Primary Health Care Service;
6. Dr. Naim Bardiqi, as a representative from the Ministry of Health;
7. There is also a health management expert on the Board, who is selected through a public competition.
