Pristina, December 10, 2024

The Prime Minister of the Republic of Kosovo, Albin Kurti, along with the Minister of Justice, Albulena Haxhiu, the Minister of Internal Affairs, Xhelal Sveçla, and the General Director of the Kosovo Police, Gazmend Hoxha, participated in the launch of the electronic monitoring bracelet system.

After closely observing the demonstration that was presented, regarding how electronic monitoring bracelets function, Prime Minister Kurti stated that the bracelets, which will be placed on the hand or foot of the abuser or suspect, will successfully combat domestic violence as never before. Thus, in instances where the perpetrator approaches the victim in violation of the protection order, both the local and central supervisory levels of the Police will be immediately notified, enabling them to respond efficiently and promptly.

He further stated that this system had long been a request of our police in order to have more efficient prevention and better investigations, emphasizing that the biggest problems have been caused due to the non-compliance with protective orders.

Prime Minister Kurti congratulated the Director of Police, the two ministers, and the entire Kosovo Police for this significant achievement, which will undoubtedly greatly reduce domestic violence.

Meanwhile, the Minister of Justice, Albulena Haxhiu, stated that once we have a protective order from the court, the system for electronic monitoring will already be operational.

You are aware that we have consistently stated that we will undertake every action to protect the lives of girls and women in the Republic of Kosovo. We have undertaken many actions during these 16 days, having numerous awareness meetings throughout the municipalities of the Republic of Kosovo. However, I believe that today, with this launch, this is among the most important projects to protect the life and dignity of girls and women in the Republic of Kosovo,” said Minister Haxhiu.

The Minister of Internal Affairs, Xhelal Sveçla, stated that this is both a success of the police and the justice system in preventing the recurrence of violence against our girls and women, but not only that. He added that this system will also be utilized for other cases in the prevention of various criminal acts, but its primary role is the prevention of the recurrence of violence against our women.

Prime Minister Kurti’s full address:

Together with the Minister of Justice, Albulena Haxhiu, the Minister of Internal Affairs, Xhelal Sveçla, and the Director of Police, Gazmend Hoxha, we observed the demonstration presented to us on how the electronic monitoring bracelets or anklets operate, which will be placed on the hand or foot of the perpetrator or suspect. On the other hand, the victims will also have trackers, enabling us to combat domestic violence more successfully than ever before.

It has been a longstanding request that our police, in order to have more effective prevention, better investigations, and more comprehensive treatments, also transition to this phase of electronic monitoring measures.

In the event of such situations, where within a specific area the victim is approached by a suspect or a potentially recidivist abuser, both levels will be immediately notified: both the local and central levels of the police, and thereafter standard procedures for intervention will be followed.

We must emphasize that our greatest issues arise due to the non-compliance with protective orders. Firstly, the defect is not merely the absence of links for electronic monitoring but the non-compliance with protective orders.

Now, since there are those who will continue to disregard protective orders, we have taken a significant step in the supervision of all these individuals who have filled the news in recent years with cases of domestic violence, have shaken the entire society, and have either ended lives or made them miserable within their families.

I congratulate the Director of Police, the two ministers, and the entire Kosovo Police for this significant achievement, which will undoubtedly greatly reduce domestic violence.
