The Government of the Republic of Kosovo held a regular meeting today, in which there were:
1. Declared July 11 commemorative day for the Srebrenica genocide.
2. Completed and amended the Government’s Legislative Program for 2024. What is worth noting is that we are starting to draft the draft law for the Agency for European Integration, which will operate within the Prime Minister’s Office and which will implement government policies. within the integration processes.
3. Approved the Regulation of Procedures for the Selection and Appointment of Directors and Vice-Directors, Teachers, Professional Associates, Assistants, Instructors and Secretaries in Public Educational and Pre-University Education Training Institutions. With the approval of this Regulation, the Law on Public Officials is implemented in the field of education, and a real and efficient system is created in accordance with European and international standards.
4. Approved the Official Statistics Program for the year 2024-2028. This program is based on the Law on Official Statistics and the need for the advancement of the Statistical System of Kosovo (SSK) over the next five years. It aims to expand and improve statistics to support policy-making and the country’s development.
5. Appointed the Supervisory Board of the Central Public Enterprise “Trepça” Sh.A., with the following composition:
• Mentor Berisha, Chairman
• Fadil Bejta, member;
• Alban Krasniqi, member;
• Merita Gashi, member;
• Sadije Gashi, member.
6. Appointed ad hoc Committee for Professional Assessment for Admission to the Senior Position of the Management Category of the Executive Director of the Agency for Agriculture Development, with the following composition:
• Naim Gashi, Executive Director of the Kosovo Agency for Accreditation, Chairman;
• Ilir Muçaj, General Secretary of the Ministry of Foreign Affairs, member;
• Venera Çerkini, General Secretary of the Ministry of Education, Culture, Sports, Science and Technology, member;
• Vehbi Ramaj, external expert, member;
• Jehona Murati-Dugolli, Leader of the Ministry of Agriculture Development Agency, member.
7. Approved the preliminary decision for expropriation in the public interest of immovable properties which are affected by the realization of the project for the conservation, restoration and construction of the Memorial Complex “Masakra e Reçakut”.
8. Approved the preliminary decision for expropriation for interest of real estate affected by the realization of the project for the expansion of the National Road N9 Kijevë-Zahaq, Dollc-Ramun segment. Last week, the procedures for submitting the offer for the construction of the National Road N9 Kijevë-Zahaq, namely the Dollc-Zahaq segment, with a length of 16.27 kilometers and a planned project budget of about 46 million euros, were opened.
9. Approved the preliminary decision for expropriation for interest of real estate affected by the realization of the construction project of the Regional Road R221 Cerkolez-Rakosh.
10. Amended and completed Government decision No. 09/121, dated January 25, 2023 for the appointment of the Chairman of the Commission for Compensation of Crime Victims. According to this addition-change, the Chairman of the Commission becomes Rrustem Thaqi.
11. Amended and completed Government decision No. 06/106 dated November 9, 2022, for the formation of the Interministerial Working Group for the coordination of the work of all competent ministries in relation to technical legislation, which is responsible for the implementation of the tasks arising from the free movement of goods based on agreements international agreements signed by the Republic of Kosovo. According to this amendment, Liridona Hoti, Destan Mustafa and Florije Tahiri replace the members Albana Krasniqi, Driton Ademi and Lendita Sopen, as the latter no longer continue to be part of the institutions they have represented until now.
12. Established the Government Working Body for the Development of the Juridical-Institutional Framework for the Integration of Non-Majority Communities in the Public Administration of the Republic of Kosovo. This interministerial commission will be responsible for proposing recommendations to the Government for the full implementation of legislation or drafting of policies on the employment of non-majority communities in public institutions.
13. Granted the authorization to start tendering procedures for the construction of new generating capacities from wind and providing support for these capacities up to 150 MW. This project is in function of realizing the Government’s vision, also defined in the Energy Strategy of the Republic of Kosovo 2022-2031, which is the creation of a safe, clean and stable energy sector.
14. Amended and completed Government decision No. 06/121 dated January 25, 2023 for the extension of the deadline for an additional period of four years of the right to use the properties for the construction of the 100 MW solar park. The additional period of four (4) years is granted in order to cover the time spent during the competitive bidding process until the selection of the most favorable bidder, including the period necessary for the construction of the 100 MW solar park, after the selection of the most favorable bidder. suitable. This means that the investor will have effective use of the property given to him, as foreseen by the agreement.
15. Approved the Tourism Strategy of the Republic of Kosovo 2024-2030 and the Action Plan 2024-2026. Our country is attractive for international visitors, and through tourism, economic development, employment increases and the socio-economic well-being of our country’s citizens improves.
16. Allocation of 30,000.00 euros to subsidize the construction of houses for non-majority communities.
17. Allocated 21,070,583.27 million euros for payment according to the decision of the arbitration tribunal for the ICC case with No. 26388/HBH Countour Globlar, LCC vs Republic of Kosovo. As we said years ago, that’s how it turned out. This project was neither designed to be realized nor was it useful for the country. The termination of our government in the spring of 2020 and the arrival of another government left a gap to address this issue and ensure that Kosovo does not have such consequences. However, with all the consequences it is better that the same has not been realized.
18. Approved the annual consolidated report on the operation of the internal control system of public finances in public sector entities for 2023.
19. Allocated 731,916.00 euros for the Albanian National Council, for a total of 1234 scholarships for pupils and students in Presheva, Medvegja and Bujanoc. The allocation is made in accordance with the Law on Budget Allocations for the year 2024 and the Memorandum between our Government and the Albanian National Council.
