186th meeting of the Government of the Republic of Kosovo

The Government of the Republic of Kosovo has held the next meeting in which there are:

– Approved the Legislative Program of the Government of the Republic of Kosovo for 2024.

– Approved the Draft Law on the amendment and completion of the Law on Property Rights of Foreign Nationals in the Republic of Kosovo. With the new proposal from the Ministry of Justice, Albanian citizens, i.e. natural and legal persons from Presheva, Medvegja and Bujanoc, will be able to acquire property rights in Kosovo, according to the conditions provided by law, excluding in this case the principle of reciprocity.
– Proposed Mrs. Batisha Ibrahimi and Mr. Merits Zika for the position of a member of the Board of the Public Procurement Review Body.

– Appointed members of the Board of the Regional Irrigation Company Drini i Bardhë Sh. A. Peja, with this composition:

• Ms. Arjeta Zeka, chairperson;
• Mr. Ilaz Halili, member;
• Mr. Shkodran Gaxherri, member;
• Ms. Zamire Deçani Beqiri, member;
• Ms. Rina Sylafeta Kumnova, member;
• Mr. Besim Kajabegolli, member.
– Appointed two members of the Board of the Regional Water Company KRU Prishtina Sh.
A. with this composition:

• Mr. Bashkim Pllana, chairman;
• Mr. Fatos Budeci, member.

– Reviewed the Program for the Ex-post Evaluation of the legal acts of the Republic of Kosovo for the year 2024.

– Approved the Preliminary decision for expropriation in the public interest of former social real estate, E.g. IGK “Balkan” Damper Unit, (former Camp “Casablanca”), for the needs of the Ministry of Defense and the Kosovo Security Force. Suharekë Cadastral Area, Suharekë Municipality.

– Approved the initiative for the conclusion of the Cooperation Agreement “Framework partnership agreement for support with vaccines and/or cash” between the GAVI Alliance and the Government of the Republic of Kosovo, represented by the Ministry of Health. In 2023, for the first time, Kosovo has been qualified by GAVI as a country for the possibility of benefiting from the aid given to middle-income countries (Middle Income Country Support – MICS). One of GAVI’s areas of support is for countries that have planned the introduction of new vaccines. Through this opportunity, Kosovo has applied for support for the inclusion of new vaccines, where half of the doses for PCV, Rotavirus and HPV vaccines will be donated by GAVI. In addition, this alliance has already approved two additional applications from Kosovo for support, which include training and other preparatory activities for the inclusion of these three vaccines.

– Approved the initiative for the negotiation of the Financial Agreement of the Republic of Kosovo, represented by the Ministry of Finance, Labor and Transfers and the European Investment Bank (EIB) for the “Photovoltaic Solar Energy in KEK – Global Gateway” Project. This project aims to increase the generating capacity of electricity through renewable sources in Kosovo. The total cost of the project is estimated at 107 million and 200 thousand euros.

– Approved the initiative for the negotiation of the Grant Agreement between the Republic of Kosovo, represented by the Ministry of Finance, Labor and Transfers and the International Bank for Reconstruction and Development, for the Project “Early Childhood Education and Care for the Human Capital of Kosovo”. This project focuses on early childhood education and care institutions, to facilitate access for all children of the Republic of Kosovo.

– Approved the Concept document for Fisheries and Aquaculture. This draft concept document defines the responsibilities for operators who deal with economic fishing, scientific research, sports and recreation, aquaculture breeding and reporting data and their maintenance on the amount and types of fish in water resources.

– Approved the Regulation on Discipline of Civil Servants, which aims to define the procedure, disciplinary violations and disciplinary measures for civil servants. With it, transparent norms are established in treatment, but also expectations for the actions of civil servants in order to maintain the highest standards of professionalism.

– Approved the Regulation on the Transfer of Civil Servants, which defines the rules and procedures for the transfer of civil servants within the public administration. Creates a transparent and fair mechanism for the transfer of civil servants. By defining clear criteria and procedure, through it the transfer is guided by merit, organizational needs and of course by the main goal, the improvement of the provision of services to our citizens.

– Approved the request of the Public Enterprise “Trepça” Sh. A for putting into use the cadastral plot under the management of the Forestry Agency.

– Approved payment for 375 self-financed specialists, as well as 21 self-financed specialists from Presheva, Medvegja and Bujanoc, and Montenegro.
