The Government of the Republic of Kosovo held its regular meeting, the 143rd meeting in a row, in which it approved:
– The establishment of the Organizational Council for the celebration of June 12 (twelve), Kosovo’s Liberation Day, and June 10 (ten), the anniversary of the League of Prizren, with the following composition:
1. Minister of Culture, Youth and Sports, chairman;
2. Minister of Defense, member;
3. Representative, Ministry of Justice, member;
4. Representative, Ministry of Foreign Affairs and Diaspora, member;
5. Representative, Ministry of Internal Affairs, member; AND
6. Representative of the Prime Minister’s Office, member.
1. They are also invited to send by a representative to the Council:
1. Representative, Office of the President, member;
2. Representative, Assembly of the Republic of Kosovo, member;
3. Representative, Municipality of Pristina, member;
4. Commander of the Security Force, member;
5. Chairmen of the Organizations that emerged from the KLA War, member;
6. Chairman of the Association of Municipalities of Kosovo, member;
7. Representative of the Jashari Family, member; AND
8. Representatives of NGOs.
– The Defense Strategy of the Republic of Kosovo, in which the following main objectives are defined:
1. Protection of sovereignty and territorial integrity of the country;
2. Modernization and advancement of military capacities;
3. Increasing inter-institutional interoperability;
4. Expansion of bilateral cooperation, membership in organizations and participation in international operations; AND
5. Advancement of cooperation with NATO and its mechanisms in Kosovo.
– The formation of the Interministerial Council for Tobacco Control for the purpose of health
protection, prevention, awareness and education of society, with the following composition:
1. Arben Vitia – Minister of Health
2. Azize Daku – representative from the Ministry of Health;
3. Laura Lutfiu – from the Ministry of Education, Science, Technology and Innovation;
4. Antoneta Azemi from the Ministry of Finance, Labor and Transfers;
5. Blirind Danjolli – From the Ministry of Finance, Labor and Transfers;
6. Vlora Limani Hajnuni – from the Ministry of Justice;
7. Kushtrim Krasniqi, from the Ministry of Internal Affairs;

– The request of the Ministry of Health for the closure of the Public Health Emergency. This is being done on the basis of the epidemiological situation in Kosovo and the recommendation of the National Institute for Public Health of Kosovo, as well as the WHO Declaration for lifting the public health emergency.
– Amendment and completion of Government Decision No. 12/26, dated April 23, 2020, according to which Shukrije Statovci, medical expert from the Chamber of Doctors of Kosovo, and Valbona Çitaku, representative of civil society, are extended their mandate for another term as members of the Commission for Compensation of Victims of Crime.
– Allocation of budget funds for the implementation of measure 4.4 – Security Support of the Economic Revival Package. With this decision, twenty-five million and eight hundred thousand euros (25,800,000) have been allocated.
– Allocation of budget funds of €32,300 (thirty-two thousand three hundred euros) for cases of complaints and errors for workers of public enterprises for measure 3.6, which was executed last year as part of the Economic Revival Package.
– The Preliminary Decision for expropriation for public interest of the former social real estate, which is affected by the realization of the Project: Construction of the Administrative Building for the needs of the Tax Administration and Customs of Kosovo.
– Preliminary decision for expropriation in the public interest of real estate, which is affected by the implementation of the project: Expansion of the Sports Complex “National Judo Center” in Peja.
– The decision to ask the President of the Republic of Kosovo to grant authorization to the first Deputy Prime Minister for European Integration, Development and Dialogue, Mr. Besnik Bislimi, for signing the Agreement between the Republic of Kosovo and the European Union for Kosovo’s participation in the EU
Program, ‘Citizens, Equality, Rights and Values’. According to the Agreement, Kosovo participates as an associated country and contributes to all areas of this program.
– The initiative for the conclusion of the tripartite financial agreement between the Republic of Kosovo, North Macedonia and the European Union for the Cross-Border Cooperation Program IPA III for the years 2021-2027.
– The initiative for the conclusion of the tripartite financial agreement between the Republic of Kosovo, the Republic of Albania and the European Union for the Cross-Border Cooperation Program IPA III for the years 2021-2027.
– Initiative for the conclusion of the Tripartite Financial Agreement between the Republic of Kosovo, Montenegro and the European Union for the Cross-Border Cooperation Program IPA III for the years 2021-2027.
– Initiative for the negotiation of the Agreement on Cultural Cooperation between the Government of the Republic of Kosovo and the Government of the People’s Republic of Bangladesh.
– Completion of the Legislative Program for 2023, according to which three draft laws are added for this year; Draft law on the ratification of the loan agreement for the program of public finance and economic growth between the Republic of Kosovo and the OPEC Fund for International Development, Draft law on the completion and amendment of the Law on budget allocations for the budget of the Republic of Kosovo for the year 2023 and Draft law on the completion and amending the Law on State-Funded Pension Schemes with a proposal to amend the law on budget appropriations.
– The allocation of funds in the amount of 17,350 euros for the support of the National Council of Albanians of Presheva, Bujanovci and Medvegja, specifically for the visit of a delegation of this council to the European Parliament.
– Completion and amendment of Government decision No. 21/140 dated 26.04.2023 in order to implement the aid package for non-majority communities, in the amount of 3 million euros, which we approved a month ago.
– Re-procedure to the Assembly of the Draft Law for the Ratification of the Credit Agreement between the Republic of Kosovo represented by the Ministry of Finance, Labor and Transfers, and the OPEC Fund for International Development for the “Public Finances of Kosovo and Economic Growth” program.
In this meeting, the Government Cabinet was also informed with the Report on the Legality of Acts of Municipal Assemblies for the period January – December 2022. According to the legislation, the Ministry of Local Government Administration is the supervisory authority of municipal acts. Based on the report presented by the Minister of Local Government Administration, 1038 acts have been assessed as legal, while 68 different acts of the municipalities have been addressed in the review by the municipalities. From this number, 61 acts have been re-examined and harmonized according to the request from the Ministry of Local Government Administration, 2 acts, although they have been re-examined, have not been harmonized in accordance with the requirements of the MLGA, while 5 other acts have not been re-examined at all by the municipalities. 4 from the municipality of Pristina and 1 from the municipality of Mamusha.
