Prime Minister Kurti’s address at the 123rd meeting of the Government

Dear citizens,

After the approval of the Law on Wages, which establishes the unique system for the compensation of public officials in the Republic of Kosovo, today we are also establishing the value of the coefficient in the Law on the Budget of Kosovo, supplementing the Law on the Budget.

Since December, when the Assembly approved the Salary Law, the Ministry of Internal Affairs and the Ministry of Finance, Labor and Transfers have made the necessary calculations, the full classification of the positions according to the new Salary Law of 82 thousand public officials.

After this voluminous and very complex process, the value of the coefficient for the year 2023 has been arrived at and it is 105.

Whereas, in January 2024, according to the calculations of the Ministry of Finance, Labor and Transfers, it will be 110.

With this amendment-completion of the Budget Law, the way is opened for the new salary system in the Republic of Kosovo from this month.

With this new system and these new compensation values, we have aimed and achieved several basic objectives: Equality and fairness for salaries between categories, narrowing the gap between senior officials and others, and solid support for the four vital categories for the functioning of society, that of doctors, teachers, policemen and soldiers.

Likewise, in the civil service of the Republic of Kosovo, those who have been at the bottom of the table have been supported the most, the workers and technicians everywhere in our central and local administration, will have their dignified and fair treatment.

The novelty of this system, in addition to the values, which has led to the classification of categories among public officials, is that for each year the budgetary possibilities will be evaluated and the coefficients will be changed according to those possibilities.

So, after that, there will be no more stagnation of officials’ salaries indefinitely. They will move according to the growth or rather according to the work and results that we all have together in the economic growth of the country.

For the first time, the salary fund in the Republic of Kosovo is increasing by 100 million euros.

For each year due to employment or other movements, the salary fund has had an increase or movement of no more than 20 to 25 million.

Soon, we expect the Law on the Minimum Wage to be approved in the second reading, because the majority of our citizens’ employees are in the private sector.

Also, in the following weeks, new employment schemes will be presented, since the government’s priority is undoubtedly employment, especially that of youth.

Therefore, taking this as a basis, we are opening the 123rd meeting of the Government of the Republic of Kosovo for today and on this occasion I pass the floor to Minister Murati to present the amendment-supplement to the Budget for the year 2023.

So, we are reviewing the Draft Law on Amendments and Supplements to Law No. 08/L-193 on budget allocations for the Budget of the Republic of Kosovo for 2023.
