The pilot project for connecting the citizen with the address is launched

During this week, the project was presented and launched for the creation of the electronic system for connecting the citizen with the address. The lack of a unified address system creates problems for a number of areas, such as taxation, civil registration, property rights, access to justice and election administration.

In order to address such challenges, the institutions of Kosovo, supported by international partners, have started work on the creation of the Address System since 2010, a system that continues to be implemented now, but which has lacked its connection with the citizen to served maximally in the function for which it was created.

The pilot project for the creation of the electronic system for connecting the citizen with an address has as its goal the correct identification of addresses for the citizens of the Republic of Kosovo. Through this system, which is based on the data it receives from the Central Register of Civil Status (ARC) and the Information System of the Address Register (AKK), it is intended to link the civil status register with the address register, create a unique address for every citizen living in Kosovo.

Such interconnection affects the improvement of the situation in several areas, such as the provision of services to citizens, the security of documents, electoral processes, the fight against crime, and in general the security situation in the country. The lack of a unified address system is also included in the European integration agenda, where the accuracy of the voter list is one of the priorities of ERA II in the field of electoral reform.

This week, the training of about 20 employees and supervisors who will go out into the field in the system that makes this connection possible, the SELQA system, has begun. Through this system, after field visits, they will be able to add appropriate and accurate data for the identification of citizens in their addresses, in cooperation with the municipal civil status and urbanism officials.

Present during the launch were representatives from the Office of the Prime Minister, the Civil Registration Agency, the Cadastral Agency of Kosovo, GIZ and the German Embassy.
