The Government of Kosovo held its regular meeting in which:
The Legislative Program of the Government of the Republic of Kosovo for 2022 was amended and supplemented. According to the amendments to the Legislative Program, the Draft Law on amending and supplementing the Law on State Matura Exam is added, while the deadline for the approval by the Government of the Draft Law on Foreign Service, the Draft Law on State Protocol, and the Draft Law on Diaspora is changed.
Three draft laws are approved:
– The Draft Law on Judicial Experts, which defines the conditions and the procedure of licensing of experts, the entities performing the expertise, their rights and obligations, the inclusion and deletion in the register of the entities performing the expertise and the manner of their engagement.
– The Draft Law on amending and supplementing the Law on Consumer Protection, which aims the harmonization with the European Union legislation and to make the Law on Consumer Protection even more applicable.
– The Draft Law on Balanced Regional Development, which is in accordance with the European legislation and defines the basic principles of regional development management. The Draft Law also defines the orientations, responsibilities of institutions, financial institutions and rules for balanced regional development in the Republic of Kosovo.
The Organizational Council for marking the one hundred-tenth Anniversary of the Declaration of Independence of Albania was established, composed of:
1. Minister of Culture, Youth and Sports, chairman;
2. Coordinator of the Inter-Governmental Coordination Secretariat; deputy chairman;
3. Minister of Foreign Affairs and Diaspora, member;
4. Representative, Office of the Prime Minister, member;
5. Minister of Defence, member;
6. Minister of Internal Affairs, member, and
7. Minister of Administration and Local Government; member.
In accordance with the approved decision, the following institutions are invited to send a representative:
8. Representative, Office of the President, member;
9. Representative, Assembly of the Republic of Kosovo, member;
10. Representative, State Protocol, member; and
11. Representative, Intergovernmental Coordination Secretariat, member.
The mandate of Mr. Martin Halilaj, investigator of Railway Accidents within the Commission for the Investigation of Aeronautical Accidents and Incidents under the supervision of the Commission for the Investigation of Aeronautical Accidents and Incidents, was extended for five years.
Government Decision No. 02/85 was amended and supplemented.
In accordance with the request of the Hospital and University Clinical Service of Kosovo, four million two hundred thousand and one hundred (4,200,100.00) euros from the budget funds were allocated for the purchase of medications from the essential list.
Decision No. 31/99 of September 30, 2022 for additional measures of the Economic Recovery Package to Cope with Inflation was amended and supplemented.
Ninety-two thousand (92,000.00) euros from the budget funds were allocated to subsidize the Western Balkans Summit organized by “The Economist”, which took place in our country this week. This Summit contributes to the promotion of our state and establishes a platform for the exchange of political, economic and trade experiences of stakeholders.
The National Strategy and Action Plan on Management and Control of Dogs with and without Owners in the Republic of Kosovo for the period 2022-2028 is approved, which aims to regulate and finance the management mechanisms for controlling dogs with and without owners in our country. The strategy also defines the coordination of central and local level institutions responsible for its implementation.
In addition, the Action Plan 2022-2023 for the implementation of the National Strategy of the Republic of Kosovo for the Prevention and Combating of Informal Economy, Money Laundering, Terrorist Financing and Financial Crimes 2019-2023 was approved. The plan includes the objectives, activities and funding during the implementation within the specified period of time.
The request of the Ministry of Agriculture, Forestry and Rural Development for the transfer of funds in the amount of three hundred and ninety-nine thousand two hundred and twenty-five (399,225.00) euros, related to the transfers of up to 25% of the negatively affected allocation, within the expenditure category “Subsidies and Transfers”, was approved.
Three concept documents are approved:
– Concept document on Public Finance Management that will enable the improvement of the public finance management and which recommends the drafting of a new Law on the management of public finances.
– Concept document on Business Organizations that will ensure a higher level of service provision to business organizations and that recommends the amending and supplementing of the Law on Business Organizations.
– Concept document on Inspection in the field of Environment, Waters, Nature, Spatial Planning, Construction and Housing, which aims to establish the criteria for the supervision of environmental inspections, a process which is a priority of the Government also determined with the Operational Strategic Plan 2021-2025.
The government cabinet was informed by the Minister of Local Government Administration regarding the Concept document on Local Elections in the Republic of Kosovo. The working group has made the appropriate analysis and recommendations for the regulation of this area, while the Assembly of Kosovo has established an ad-hoc committee for Electoral Reform in Kosovo, which will also extend to the local governance level. Based on this, the concept document is presented to the Government only for information purpose, and it will be forwarded to the ad-hoc committee of the Assembly in order to assist in dealing with the problems identified during the electoral process at level local.
The decision on the expropriation of immovable properties in Livadica, Municipality of Podujeva, which are affected by the construction of the Industrial Economic Zone in this municipality, was approved.
As the last item on the agenda, the initiative for negotiation of the Agreement with the Republic of North Macedonia for cooperation in drafting of the detailed Plan for the construction of Prizren – Tetovo road was approved.
