September 25, 2022

The Executive Commission for Health, led by the Prime Minister of the Republic of Kosovo, Mr. Albin Kurti held the second meeting today. In this meeting, the Prime Minister emphasized the urgency of deep reforms as well as immediate actions to improve services. The main goal besides the provision of services is the arrival of the reaching possible standard in health care for the citizens of the country.

In frame of this aim, the members of the Commission have agreed as follows:

1: In order to meet the needs of patients in public health institutions, Prime Minister Kurti, next week, will sign the Administrative Instruction for the Licensing of foreign health professionals. With this Administrative Instruction, the licensing procedures of Diaspora professionals, as well as those from Albanian lands, will be facilitated. In the short term, complementarity with professionals from the diaspora and the region will complete the provision of services that are missing or at risk of not being provided. At the same time, the institutions work at an increased pace for training and enabling local professionals to provide these services in the future.

2: Every hour when a health professional is absent during the working hours is not only an hour stolen from the state, but also a threat to the life and health of our citizens. Therefore, in order to ensure compliance with the working hours by the employees of public institutions, especially those who are also employed in the private sector, the Commission will take measures for increased supervision of all heads of units in the public sector who are responsible for the control of the work progress of their subordinates.

3: The Commission urgently requests increased supervision and control through the Health Inspectorate and the Pharmaceutical Inspectorate, in the entire health sector, public and private, to prevent and punish violations of legal obligations that result in damage to the health, integrity or finances of the patients.

4:Within two months, the statutory acts will be approved and the way will be opened for the competition which will make UCCK with a director.

Considering the importance of radical reforms in the health system, the Executive Commission for Health will continue the activity and meetings as often as necessary to push forward these reforms.
