The Government of the Republic of Kosovo in the regular meeting, the 89th in a row, in which is approved decisions, policies and documents in the field of its constitutional and legal responsibilities.
The Strategy for the Advancement of the Rights of the Roma and Ashkali Communities in the Republic of Kosovo 2022-2026 and the Action Plan 2022-2024 have been approved, which represents a continuation of the policies of the Government of the Republic of Kosovo for the construction of a multi-ethnic society and the creation of a state of equal citizens, which will guarantee the rights of each citizen, civil liberties and the equality of all citizens. Pursuant to the EU Framework for Roma Integration, five areas of action have been defined which are addressed in the Strategy: education, employment and social welfare, health, housing and discrimination. These areas represent the priorities with which the implementation of the Strategy must be faced, and they interact with each other. A strategic objective has been defined for each of the five areas of the Strategy. Each strategic objective is broken down into specific objectives, while these specific objectives are further broken down into results and activities in the Action Plan.
The decision to amending and supplementing the Legislative Program of the Government of the Republic of Kosovo for 2022 was approved, according to which the Legislative Program is amending and supplementing as follows:
Added to the Legislative Program for 2022:
1. Draft Law on Protection of the Supply of Basic Products, deadline for approval in the Government 10.08.2022;
2. Draft Law for the Market Inspectorate of Supervision, deadline for approval in the Government 05.12.2022;
3. Draft Law on amending and supplementing Law No. 06/L -037 on Metrology, deadline for approval in the Government 05.12.2022;
The deadline for approval by the Government of these Draft Laws is changed:
1. Draft Law on amending and supplementing of Law No. 04/L-125 for Health, deadline for approval in the Government 26.12.2022;
2. Draft Law on Cinematography, deadline for approval in the Government 15.12.2022;
3. Draft Law on Copyright and Related Rights, deadline for approval in the Government 15.12.2022.
In today’s meeting, the Government has approved four Draft Laws.
– Draft Law on Targeted Sanctions against Foreign Violators of Human Rights, which defines the criteria and procedure for the imposition and removal of targeted sanctions against foreign violators of human rights, foreign perpetrators of serious crimes of
corruption and has in order to support democracy, the rule of law, respect for human rights and the principles of international law.
– Draft Law on amending and supplementing of the Law for the Ministry of Defense, which harmonizes the structure of the Ministry of Defense with the Law on the organization of the state administration and independent agencies.
– Draft Law on amending and supplementing of the Law for the Kosovo Security Force, which aims to harmonize with the basic laws of the Ministry of Defense and the Kosovo Security Force.
– Draft Law on amending and supplementing of the Law on Service in the Kosovo Security Force that will regulate the field of discipline in the Kosovo Security Force, the obligations and liabilities of the members of the Kosovo Security Force.
The regulation on amending and supplementing of the Regulation for the Areas of Administrative Responsibility of the Office of the Prime Minister and Ministries has also been approved by the government. The Regulation completes the fifth appendix of the Regulation in the field of activity of the Ministry of Internal Affairs to which are added the responsibilities of security, protection and accommodation for victims of human trafficking, providing professional and support services through state mechanisms from this Ministry.
Even the Administrative Instruction for the Complaints Commission for Foreigners was approved by the government cabinet at today’s meeting. This Instruction defines the composition, duties, responsibilities and procedure for reviewing complaints and decision-making of the Complaints Commission for Foreigners.
The government has appointed the Board of Directors of the Public Enterprise, Regional Water Supply Company Gjakova J.S.C. with these members:
1. Urim Gashi, Chairman;
2. Arianeta Nura, member;
3. Vildane Maloku, member;
4. Jeton Haxhijaha, member.
The decision to approve the Citizen Diplomacy Program of the Ministry of Foreign Affairs and Diaspora has been approved, which will ensure the active involvement of the emigrant and the diaspora in policy-making and aims to strengthen the connection of the Diaspora with the Republic of Kosovo, creating opportunities for the involvement of directly in the institutions of policy-making and decision-making in the country of origin, in order to transmit knowledge and experiences. For the implementation of this program, the Government has allocated budgetary funds in the amount of ninety thousand euros.
In today’s meeting, the decision was approved for the allocation of budget funds for Measure 4.1 in implementation of the Government Decision of July 14, 2021 regarding the Economic Revival Package. According to the decision, the additional payment of 10% of the basic salary will continue, but not less than 60 euros, for the health service employees of the public sector, in the period July-December 2022.
Implementation of the measure 1.7 – Scheme of Grant for Crafts, the Ministry of Finance, Labour and Transfers allocated budget funds to the Ministry of Rural Development to support start-up and existing businesses within the call “Program for Balanced Regional Development”. One million seven hundred thousand euros have been allocated according to the request of the Ministry of Regional Development for this purpose.
The decision to amending and supplementing Government Decision No. 14/24 of August 11, 2021, which amended and supplemented Government Decision No. 17/38 of October 30, 2020, filling the board of the Hospital and University Clinical Service of Kosovo with the representative of General Hospitals according to the principle of rotation, in order to fill the members of this Board as follows:
1. Dr. Hanumshah Kingji from General Hospital of Peja is replaced by Dr. Isuf Zekaj from General Hospital of Vushtrria;
2. Mr. Mentor Bislimi, Ministry of Health is replaced by Mr. Mentor Sadiku from the Ministry of Health;
Three final decisions on expropriation for public interest of social immovable properties in order to realize projects of public interest were approved at today’s meeting:
1. Expropriation of social real estate “Sharr Cement Factory” which is affected by the construction of the “State Road” at the border crossing point in Han i Elezit.
2. Expropriation in the public interest of social immovable property N. Sh. “OPB Mirusha”, which is affected by the realization of the Project for the Construction of the Facility for the Center for Equipment with Documents and the Center for Vehicle Registration in the Municipality of Malisheva, for the needs of the Ministry of Internal Affairs/Civil Registration Agency.
3. Expropriation for the public interest of the immovable properties located within the location of the Gjakova Airport, for the needs of the realization of the infrastructure projects of the Ministry of Defense, the Bec, Trakaniq and Janosh Cadastral Areas of the Municipality of Gjakova.
And a preliminary decision for expropriation and the creation of the right of servitude for the public interest of the properties affected by the realization of the Project: Construction of the 2×110 Kv “Kastrioti” Line in the city of Ferizaj, Cadastral Areas: Prelez i Jerlive, Kosina, Muhoc, Lloshkobare, Ferizaj and Talinoc i Jerlive, of the Municipality of Ferizaj, for the benefit of the requesting subject/KOSTT Company (System, Transmission and Market Operator JSC).
The approval of the government cabinet at today’s meeting was also received by the Action Plan: Transposition and implementation of EU Regulation 2019/1020 on Market Surveillance and Product Conformity and EU Regulation 2019/515 on Mutual Recognition of Goods for the preparation of the new Law on the Supervision of the Product Market. The Ministry of Industry, Entrepreneurship and Trade in coordination with the Office of the Prime Minister, the competent ministries and other regulatory authorities, which are designated bearers of the specific measures and activities provided for in this plan, are obliged to report by November 30, 2023 on the measures and implemented activities as well as measures and activities planned for the reporting period.
The government cabinet has drafted and approved the Annual Report for 2022 on the “Implementation of the Program for the Elimination of Trade Barriers according to Articles 34 – 36 of the Treaty on the Functioning of the European Union (2021 – 2025).
With the proposal of the Ministry of Finance, Labor and Transfers, the decision was approved for the allocation of financial resources in the amount of 255 thousand euros to support the provision of books for students in the municipalities of Presheva, Medvegja and Bujanoc.
