Speech by Prime Minister Kurti at the First Meeting of the New Government

Prishtina, 14 September 2026

Dear Deputy Prime Ministers and Ministers,
Dear members of the government cabinet and members of the media,
Dear citizens of the Republic,

Yesterday, the new Government, Kurti 4, was voted in by the Assembly of the Republic of Kosovo. Today officially marks the first day of work under the new government emerging from the electoral process of 7 June 2026, although in reality it is merely a continuation of the work and mandate that were unnecessarily interrupted to the detriment of the country.

We are grateful to the citizens for the trust they have placed in us and to the Members of the Assembly for their vote.

Congratulations to everyone!

We have a great deal of work and many projects, challenges and problems ahead of us, and naturally, we will succeed only by working together! Our shared governance is work for the citizen and protection for the state. Our Government is a service to the public, not a privilege for the few. Our investments will strengthen the Republic by ensuring secure lives for its citizens and will develop society by fostering prosperous families.

Dear citizens,

Following the regular elections of 9 February 2025, after a full four-year governing mandate, we have had two unnecessary and costly elections that brought no different result. Ten months of blockade and obstruction led us to the elections of 28 December 2025. The citizens spoke clearly before the new year 2026. But once again, obstruction led us to elections on 7 June 2026. Once again, the citizens spoke clearly.

In 2025, we went to elections because of the blockade over the Assembly and Government, whereas this year, in 2026, we went to elections because of the blockade over the President.

Today, as we speak, we have a constituted Assembly and an elected Government, while the issue of the President remains before us, along with a political agreement between the political entities Self-Determination Movement and the Democratic League of Kosovo on the candidate for President. Before us is the challenge posed by the position expressed by several MPs from the ranks of the LDK, who do not want to implement the agreement reached through considerable effort and commitment, following a difficult negotiation process authorized by the respective leaderships of our parties. We are so close to resolving the issue of the President that it would be unforgivable to go to elections once again only to return to the same point.

Therefore, as Prime Minister of the Republic of Kosovo, but also as the leader of the Self-Determination Movement, the largest political entity in the country and in the Assembly, I call on political leaders, my colleagues and Members of the Assembly: let us resolve the issue of the President, give our country institutions in accordance with the will of the citizens, and move forward together, as befits our Republic and as our citizens expect.

I am convinced that yet another unnecessary electoral process would not only bring anything new in terms of the political landscape in the country, but would ultimately be irresponsible towards the public interest and constitute a major political misjudgment.

That finding a political compromise is possible and produces results is demonstrated by the very constitution of the Assembly. Yesterday, we fully accepted the candidacies of the PDK and LDK nominees for Deputy Speakers of the Assembly, despite the reservations we had, and today we have a new Government as well as a constituted Assembly. I am convinced that an open and sincere political discussion among us will bring our country a new President.

Dear colleagues,
Dear citizens,

The day after tomorrow, in two days, Kosovo, all of us, await the verdict of the Special Court in The Hague concerning the leaders of the Kosovo Liberation Army: Hashim Thaçi, Jakup Krasniqi, Rexhep Selimi and Kadri Veseli. For us, everything is clear: the people of Kosovo, our resistance and our war were just and liberating, and were waged against an occupying power that committed war crimes, crimes against humanity and genocide. We believe and hope that Wednesday’s verdict will also be in accordance with this justice, and that the leaders of the KLA will return free to their country and to their families.

Thank you, and see you at the upcoming meetings!
