Today, the Government of the Republic of Kosovo held its regular meeting, at which it:
Approved the Regulation on the Areas of Administrative Responsibility of Ministries.
Approved the Draft Law on the Ratification of Amendment No. 1 to the Financial Agreement between the Republic of Kosovo and the European Union for the “IPA 2021 Programme”.
Approved the Draft Law on the Ratification of Amendment No. 1 to the Financial Agreement between the Republic of Kosovo and the European Union for the “IPA 2022 Programme”.
Approved the Draft Law on the Ratification of the Financial Agreement between the Republic of Kosovo and the European Union for the IPA Multiannual Programme 2026–2027.
Approved the Draft Law amending and supplementing the Law on the Prevention of Money Laundering and Combating the Financing of Terrorism (AML/CFT). The purpose of this Draft Law is to prevent and combat money laundering and the financing of terrorism in Kosovo. Essentially, it establishes rules and measures that financial institutions and other entities must follow to identify and prevent the use of the financial system for illegal activities. These include monitoring transactions, verifying customers and reporting suspicious activities to the relevant authorities.
Approved the Draft Law on Water Resources Management. The Draft Law establishes rules for the use and allocation of water resources, their protection against damage and pollution, and protection against floods and other harmful effects of water. It regulates the status of water resources, land and water structures, defines institutional responsibilities and establishes the Water Resources Management Agency within the ministry.
Approved the Regulation on the Reintegration of Repatriated Persons. This Regulation establishes the measures, criteria, procedures and institutional mechanisms for the sustainable reintegration of repatriated persons in the Republic of Kosovo.
Approved the Administrative Instruction on Determining the Procedure for Establishing Industrial and Technological Parks. The Administrative Instruction clarifies the steps involved in establishing industrial and technological parks, from the initiation of the procedure to its completion, as well as the timeframe and conditions for using the parks. Through these parks, we aim to encourage new investment, export-oriented production and job creation by facilitating the integration of infrastructure, capital and technology for business purposes.
Approved the decision to establish thematic groups for reviewing the National Development Strategy 2030.
Approved the decision on the list of potential members of the Admissions Committee for the Ministry of Economy, for the Inspector positions within the Energy Inspection Unit.
Approved the request to reallocate budgetary funds amounting to €200,000.00 within the Ministry of Infrastructure and Transport for the construction of a bridge on Agron Mehmeti Street in Shtrubullovë, Municipality of Drenas. The funds will be reallocated from the capital expenditure category, specifically from the capital project “Co-financing Programme with Municipal Assemblies”, in accordance with the memorandum of understanding for capital projects signed by the Minister of Infrastructure and Transport and the Mayor of Drenas.
Approved the request to reallocate €1,080,787.51 within the Ministry of Infrastructure and Transport from the capital investment expenditure category, specifically from the capital project “Co-financing Programme with Municipal Assemblies”, to two new capital projects, in accordance with the memoranda of understanding for capital projects signed by the Minister of Infrastructure and Transport and the mayors of Podujeva and Shtime. The projects concern the construction of the Lluga–Bellopojë and Siboc– Dumosh roads in the Municipality of Podujeva, and the asphalting of the Topillë, Carralevë–Zborc and Rancë–Greiçevc roads in the Municipality of Shtime.
Approved the 2026–2028 Action Plan of the Strategy for Industrial Development and Business Support 2030.
Approved the 2024–2025 Annual Report on the Implementation of the Programme for the Elimination of Barriers to Trade, pursuant to Articles 34–36 TFEU (2021–2025).
Approved the Final Decision on additional expropriation in the public interest of immovable properties in the cadastral zones of Ferizaj and Talinoc i Jerlive, owned by the respective owners and interest holders, affected by the implementation of the project “Expansion of National Road N2 – Ferizaj City Entrance Section”.
Approved the Final Decision on the expropriation, in the public interest, of immovable properties belonging to owners and interest holders affected by the implementation of the project “Expansion of National Road M25, Prishtina–Podujeva”. The properties are located in the cadastral zones of Bërnicë e Epërme, Bardhosh, Trudë, Lebanë, Prugoc, Besi, Vranidoll and Teneshdoll in the Municipality of Prishtina, and Lupç i Poshtëm, Shakovicë, Lluzhan and Llugë in the Municipality of Podujeva.
Approved the Preliminary Decision on the expropriation, in the public interest, of immovable properties belonging to owners and interest holders affected by the implementation of the project “Rehabilitation of Regional Road R112, Gjonaj–Bishtazhin Section”, in the cadastral zone of Gjinaj, Municipality of Prizren.
Approved the Preliminary Decision on the expropriation, in the public interest, of immovable properties belonging to owners and interest holders affected by the implementation of the project “Repair of the Landslide on the Hani i Elezit–Gorancë Road”, in the cadastral zone of Rezhancë, Municipality of Hani i Elezit.
Approved the Preliminary Decision on the expropriation, in the public interest, of the former socially owned properties “Virgjinia” and “Metaliku”, managed and administered by the Kosovo Privatization Agency, as well as privately owned properties affected by the implementation of the project “Construction of the Industrial Park in Gjakova”, Municipality of Gjakova.
Approved the Preliminary Decision on the further consideration of the request for expropriation, in the public interest, of former socially owned immovable properties managed and administered by the Kosovo Privatization Agency, which are necessary for the implementation of several projects in the Municipality of Podujeva.
Approved the Preliminary Decision on the further consideration of the request for expropriation, in the public interest, of former socially owned immovable properties managed and administered by the Kosovo Privatization Agency, which are necessary for the implementation of projects in the Municipality of Podujeva, namely the construction of the Livestock Market and the Green Market.
Approved the Preliminary Decision on the further consideration of the request for expropriation, in the public interest, of former socially owned immovable properties managed and administered by the Kosovo Privatization Agency, which are necessary for the implementation of projects in the Municipality of Podujeva, namely the construction of affordable housing and educational facilities, including childcare centres.
Approved the decision on the further consideration of the request for expropriation, in the public interest, of immovable properties belonging to owners and interest holders affected by the implementation of the project “Construction of the Prishtina–Gjilan–Dheu i Bardhë Motorway, Banullë–Bresalc Section”, in the cadastral zone of Banullë, Municipality of Lipjan.
Approved the decision on the further consideration of the request for expropriation, in the public interest, of the property recorded as “Residential House 1935”, managed and administered by the Kosovo Privatization Agency and owned by the Municipality of Podujeva. Its expropriation is necessary for the implementation of the project “Construction of the Podujeva City Museum”, in the cadastral zone of the Municipality of Podujeva.
Approved the decision on the further consideration of the request for expropriation, in the public interest, of former socially owned immovable properties managed and administered by the Kosovo Privatization Agency, which are necessary for the implementation of projects in the Municipality of Fushë Kosova.
Approved the decision on the further consideration of the request for expropriation and the establishment of an easement right, in the public interest, over immovable properties belonging to owners and interest holders affected by the implementation of the project “Solar4Kosovo II – Pipeline B”, in the cadastral zone of Obiliq, Municipality of Obiliq.
Approved the decision to request the President of the Republic of Kosovo to authorize the Minister of Finance to sign the Loan Agreement between the Republic of Kosovo and the Council of Europe Development Bank for the project “Improvement of Secondary and Tertiary Healthcare”.
Approved the request of the Ministry of Infrastructure and Transport for the allocation of budgetary funds amounting to €138,250.00 (one hundred and thirty-eight thousand two hundred and fifty euros) for the implementation of the Agreement with the bodies of the United Nations.
Appointed the Admissions Committee for the senior management category, for the position of Director General of the Kosovo Academy for Public Safety, composed as follows:

Approved in principle the initiative to accede to the Inter-American Convention on Serving Criminal Sentences Abroad.
Allocated €350,000.00 in financial support for the international promotion of the Kosovan films “Dua” and “Shame and Money” on their journey towards the Academy Awards, with the aim of strengthening the presence of Kosovo’s film industry on the international stage and promoting the Republic of Kosovo, its culture, history and creative industry.
Approved the Draft Law amending and supplementing Law No. 10/L-001 on Budget Appropriations for the Budget of the Republic of Kosovo for 2026. The Draft Law provides for an additional €102 million to meet legal obligations and cover priority budgetary needs for 2026.
Approved the request to grant the use of a cadastral parcel in the Municipality of Prizren for the construction of a water supply reservoir as part of the capital project “Relocation of the Prizren Castle Reservoir”.
Approved the request for the reallocation of funds within the Ministry of Culture and Tourism, code 207, for the implementation of the programme “Preventive Measures and Emergency Interventions in Various Municipalities”. This project forms part of the objectives of the National Development Plan of the Government of the Republic of Kosovo, under the strategic measure for the preservation and effective management of cultural heritage assets.
Approved the initiative to negotiate a Loan Agreement between the Republic of Kosovo, represented by the Ministry of Finance, and the European Investment Bank for the Medical Equipment and Infrastructure Improvement Project. The project aims to contribute to increasing the capacity to provide healthcare services and improving their quality in Kosovo’s public healthcare system through the provision of new medical equipment to secondary and tertiary healthcare institutions.
Approved the request of the Ministry of Infrastructure and Transport to transfer funds amounting to €14,767,000 (fourteen million seven hundred and sixty-seven thousand euros), representing a transfer of up to 25% of the negatively affected allocation.
Approved the request of the Ministry of Infrastructure and Transport to reallocate budgetary funds within the budget sub-programme, amounting to €2,500,000 (two million five hundred thousand euros), representing up to 25% of the negatively affected allocation.
Approved the decision approving the Statute of the Central Publicly Owned Enterprise “Energy Storage Corporation (ESC)/Energy Storage Corporation) J.S.C.”, owned by the Republic of Kosovo.
