Prishtina, 6 October 2026
The Government of the Republic of Kosovo held an electronic meeting, at which it:
• Approved the Government’s Draft Laws Programme for 2026–2028.
• Approved the Draft Law on the Agricultural Census. This Draft Law regulates the organization and implementation of the Agricultural Census in the territory of the Republic of Kosovo by defining the competent authority, the bodies and structures involved, and the procedures and methodology for the collection, processing, storage, protection and publication of statistical data.
• Approved the decision on the establishment of the Central Commission for the Assessment of Damages Caused to Material Assets by the Effects of Natural and Other Disasters, within the Emergency Management Agency.
• Approved the decision on the establishment of the Commission for the Selection of Three Candidates for External Members of the Independent Board for Temporary Measures on Basic Products in Special Cases of Market Destabilization.
• Approved the Concept Document on Accreditation. The document contributes to the development of quality infrastructure (standardization, metrology, accreditation and conformity assessment), which is a key element for the functioning of the internal market, increasing product confidence and facilitating access to international markets. The document is also aligned with the obligations arising from the European integration process, namely alignment with the EU acquis in the field of accreditation, within the chapter on the free movement of goods.
• Approved the decision on the reallocation of funds within the Ministry of Infrastructure and Transport, under the “Co-financing Projects with Municipal Assemblies” sub-programme, from the “Capital Investments” expenditure category, specifically from the capital project “Co-financing Programme with Municipal Assemblies” to a new capital project, in accordance with the Memorandum of Understanding on capital projects signed by the Minister of Infrastructure and Transport and the Mayor of the respective municipality.
• Approved the Programme for the Protection of Vulnerable Electricity Consumers in Kosovo 2026–2027.
• Approved the 2026 Annual Programme for State Reserves of Goods.
• Approved the Draft Law on Energy Efficiency. This Law establishes the comprehensive legal framework necessary to promote and improve energy efficiency in the Republic of Kosovo by defining national policy objectives, energy efficiency measures and targets, thereby contributing to energy savings, energy security, environmental protection and the fight against energy poverty.
• Approved the request of the Independent Commission for Mines and Minerals, Ref. No. 1899, dated 1 October 2026, for confirmation of the general public interest in the exercise of the relevant activities by the Publicly Owned Enterprise “Trepça” J.S.C.
